第二十八条　设立各类技术交易服务机构的具体办法和个人从事技术交易服务的管理办法由市人民政府制定。 Article 28 The specific procedures for the establishment of various technology trading service agencies and management procedures for individuals being engaged in technology trading service shall be formulated by the municipal people's government.

第二十八条制造、销售、使用以欺骗消费者为目的的计量器具的，没收计量器具和违法所得，处以罚款；情节严重的，并对个人或者单位直接责任人员按诈骗罪或者投机倒把罪追究刑事责任。 Article 28 Whoever manufactures,sells or uses measuring instruments for the purpose of deceiving consumers shall have his measuring instruments and unlawful income confiscated and may concurrently be punished by a fine.If the circumstances are serious,the individual or the person in the unit who is directly responsible shall be investigated for his criminal responsibility according to the crimes of swindling or speculation.

第二十八条　投标书须有单位和法定代表人或法定代表人委托的代理人的印鉴。 Article 28. The book of tender shall be sealed by the entity and the legal representative or the proxy authorized by the legal representative.

第二十八条企业有权依照国务院规定支配使用留用资金。 Article 28. The enterprise shall have the right to budget and use its retained funds in accordance with the provisions of the State Council.

第二十九条对变质或者过期实效的监控化学品，应及时制定处理方案，采取妥善的办法予以安全处理，处理方案在征得所在地公安和环境保护部门同意后，报所在地省级《禁止化学武器公约》事务主管部门批准后实施。 ARTICLE 29 Disposal plans shall be drawn up promptly for deteriorated or expired MCCs to ensure safe and proper disposal. The plans shall be submitted to the provincial CWC affairs authorities for execution approval on the basis of concurrence from the local security and environmental protection agencies.

第二十九条专职消防队的建立，应当府合国家有关规定，并报省级人民政符公安机关消防机构验收。 Article 29 The establishment of full time fire brigade shall conform to relevant regulations of the state and be submitted to fire control institutions of public security organs of the people's government at provincial level.

第二十九条　本条例的具体应用问题，由市科学技术行政部门解释。 Article 29 The specific application of these Regulations shall be interpreted by the municipal administrative department of science and technology.

第二十九条　国家建立自然科学基金，按照专家评议、择优支持的原则，资助基础研究和应用基础研究。 Article 29 The State shall establish a Natural Science Fund to aid basic research and applied basic research in accordance with the principle of supporting only those with eligibility on the basis of appraisal and deliberation by experts.

第二十九条违反本法规定，制造、修理、销售的计量器具不合格，造成人身伤亡或者重大财产损失的，比照《刑法》第一百八十七条的规定，对个人或者单位直接责任人员追究刑事责任。 Article 29 When any individual or unit,in violation of the provisions of this Law,manufactures, repairs or sells unqualified measuring instruments leading to people's injury or death or causing major property losses,the individual or the person in the unit who is directly responsible shall be investigated for his criminal responsibility by reference to the provisions of Acticle 187 of the Criminal Law.

第三条本办法下列用语的含义是： Article 3 Following are the definitions of terms used in these Rules:

第三条本条例所称监控化学品，是指下列各类化学品： ARTICLE 3 The MCCs in the Regulations refer to the following categories of chemicals:

第三条国家标准化部门负责制定全国统一的国家标准。国家标准应不低于国际标准水平。 Article 3 The national standardization department is responsible for drawing up the unified national standards. The national standards shall not be lower than the international standards.

第三条　本市各级人民政府应当加强对技术市场的培育和扶持，引导技术市场健康发展。 Article 3 The people's governments at various levels of this municipality must strengthen the fostering of and the support for the technology market and then guide the healthy development of the technology market.

第三条消防工作由国务院领导，由地方各级人民政府负责。 Article 3 The State Council shall led and the people's governments at all levels be responsible for fire control work.

第三条国家采用国际单位制。国际单位制计量单位和国家选定的其他计量单位，为国家法定计量单位。国家法定计量单位的名称、符号由国务院公布。 Article 3 The State shall adopt the International System of Units(SI). The International System of Units and other units of measurement adopted by the State shall be the national legal units of measurement.The names and symbols of the national legal units of measurement shall be promulgated by the State Council.

第三条　国家保障科学研究的自由，鼓励科学探索和技术创新，使科学技术达到世界先进水平。 Article 3 The State shall protect the freedom of scientific research; encourage scientific exploration and technological innovation so as to raise its science and technology to an advanced level in the world.

第三条标准化工作的任务是制定标准、组织实施标准和对标准的实施进行监督。 Article 3 The tasks of standardization shall include the formulation of standards and organization of and supervision over the implementation of the standards.

第三十条计量监督人员违法失职，情节严重的，依照《刑法》有关规定追究刑事责任；情节轻微的，给予行政处分。 Article 30 A metrological supervisor who transgresses the law and neglects his duty,where the circumstances are serious,shall be investigated for criminal responsibility pursuant to the relevant provisions of the Criminal Law.If the circumstances are minor,he shall be given an administrative sanction.

第三十条各级人民政府应当支持为农业服务的气象事业的发展，提高对气象灾害的预报水平。 Article 30 People's governments at various levels shall support the development of meteorological undertakings in the service of agriculture and enhance the abilities of forecasting meteorological calamities.

第三十条机关、团体、企业、事业单位以及乡、村可以根据需要，建立由职工或者村民组成的义务消防队 Article 30 State organs, organizations, enterprises and institutions as well as towns and villages may set up obligatory fire brigade consisting of working staff or villager based on need.

第三十条本条例授权国家经济委员会负责解释。 Article 30 The State Economic Commission is authorized to interpret the present Regulations.

第三十条　国家支持重点实验室的建设，建立基础研究和应用基础研究基地。 Article 30 The State shall support the buildup of key laboratories, and set up bases for basic research and applied basic research.

第三十条本法自公布之日起施行 Article 30 This Law shall come into force as of the date of its promulgation.

第三十条企业有权确定适合本企业情况的工资形式和奖金分配办法。 Article 30. The enterprise shall have the right to determine such forms of wages and methods of bonus distribution as are appropriate to its specific conditions.

第三十一条公安消防机构应当对专职消防队、义务消防队进行业务指导，并有权指挥调动专职消防队参加火灾扑救工作。 Article 31 Public security fire control institutions shall give business guidance to full time and obligatory fire brigades, and shall have the right to direct and muster full time fire brigade for fire fighting and rescue work.
