- 第十二条 属于国家秘密的文件、资料，应当依照本法第九条、第十条、第十一条的规定标明密级。 Article 12. The categories of secrecy shall, in accordance with the provisions of Articles 9, 10 and 11 of this Law, be marked on documents and other material that are determined as state secrets.

- 第十三条 城市人民政府应当制定人民防空工程建设规划，并纳入城市总体规划。 Article 13 People's governments of cities shall work out plans for construction of civil air defense works and incorporate them into their overall urban plans.
- 第十三条依据《国家安全法》第十一条的规定，国家安全机关对查验中发现的不符合维护国家安全要求的电子通信工具、器材等设备、设施，可以责令有关组织和个人进行必要的技术处理； Article 13 Pursuant to the provisions of Article 11 stipulated in the State Security Law, the State security organs may, upon finding any electronic communication instruments or appliances and other similar equipments or installations which are not in compliance to the requirements for safeguarding State security during the inspection, order the relevant organization or individual to conduct necessary technical treatment in respect of the relevant equipment or installation;
- 第十三条 国家安全机关及其工作人员在国家安全工作中，应当严格依法办事，不得超越职权、滥用职权，不得侵犯组织和个人的合法权益。 Article 13 State security organs and their functionaries, in their work of State security, shall act strictly according to law, and refrain from overstepping or abusing their powers and infringing upon the lawful rights and interests of any organization or individual.

- 第十三条 县级以上地方人民政府编制经济和社会发展计划，应当考虑军事设施保护的需要，并征求确关军事机关的意见；安排建设项目或者开辟旅游点，应当避开军事设施，确实不能避开，需要将军事设施拆陌或者改作民用的，由省、自1白区、直辖市人民政府和军巨级军事机关商定，并报国务院和中央军事委员会批准。? Article 13 When drawing up programmes for economic and social development, the local people's governments at or above the county level shall take into account the requirements for the protection of military installations and solicit opinions from the military organs concerned. When planning construction projects or developing new tourist attractions, the same shall see that they are not located in the vicinity of military installations. If it is not possible to do so and it is necessary to dismantle military installations or to convert them to civilian use, the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall consult with military authorities at the military area command level and submit a report to the State Council and the Central Military Commission for approval.

- 第十三条 在公众场合故意以焚烧、毁损、涂划、玷污、践踏等方式侮辱中华人民共和国国徽的，依法追究刑事责任； Article 13 Whoever desecrates the National Emblem of the People's Republic of China by publicly and wilfully burning, mutilating, scrawling on, defiling, or trampling upon it shall be investigated for criminal responsibility according to law;
- 第十三条 中华人民共和国同外国缔结的双边条约、协定，以中文和缔约另一方的官方文字写成，两种文本同等作准；必要时，可以附加使用缔约双方同意的另一种第三国文字，作为同等作准的第三种正式文本或者作为起参考作用的非正式文本；经缔约双方同意，也可以规定对条约，协定的解释发生分歧时，以该第三种文本为准。 Article 13. A bilateral treaty or agreement concluded by the People's Republic of China with a foreign state shall be done in the Chinese language and the official language of the other contracting party, both texts being equally authentic. When necessary, a text in the language of a third country agreed upon by the two contracting parties may be executed in addition as a third, equally authentic, official text or an unofficial text for reference. It may be stipulated by consent of the two contracting parties that the third text shall prevail in case of divergence of interpretation of the treaty of agreement.
- 第十三条 每年十二月三十一日以前年满十八岁的男性公民，都应当在当年九月三十日以前，按照县、自治县、市、市辖区的兵役机关的安排，进行兵役登记。经兵役登记和初步审查合格的，称应征公民。 Article 13. Each year, male citizens who will be 18 years old by December 31 shall be registered for military service by September 30 according to the arrangements of the military service organs of counties, autonomous counties, cities or municipal districts. Those who have registered and have passed the preliminary examination are called citizens eligible for enlistment.
- 第十三条 对是否属于国家秘密和属于何种密级有争议的，由国家保密工作部门或者省、自治区、直辖市的保密工作部门确定。 Article 13. When differences arise as to whether a matter is a state secret or which category it should be classified into, the question shall be determined by the state secret-guarding department or the secret-guarding department of a province, an autonomous region or a municipality directly under the Central Government.
- 第十四条 对违反本法规定，非法出境、入境，伪造、涂改、冒用、转让出境、入境证件的，公安机关可以处以警告或者十日以下的拘留处罚； Article 14 Any person who, in violation of the provisions of this Law, leaves or enters the country illegally, forges or alters an exit or entry certificate, uses another person's certificate as his own or transfers his certificate may be given a warning or placed in detention for not more than ten days by a public security organ.
- 第十四条戒严期间，戒严实施机关可以决定在戒严地区采取交通管制措施，限制人员进出交通管制区域，并对进出交通管制区域人员的证件、车辆、物品进行检查。 Article 14 During the period of martial law, the martial-law-executing organ may decide on measures to impose traffic control in the area under martial law, restricting entry and exit of the area under traffic control and checking the papers, vehicles and other things of people entering or leaving such an area.
- 第十四条 城市的地下交通干线以及其他地下工程的建设，应当兼顾人民防空需要。 Article 14 In constructing trunk lines of underground traffic and other underground projects in a city, consideration shall be given to the needs of civil air defense.
- 第十四条军品出口项目，由国家军品贸易局或者由国家军品贸易局会同国务院、中央军事委员会的有关部门审查批准。 ARTICLE 14 Military exports are reviewed and approved by the State Bureau of Military Products Trade or by the State Bureau of Military Products Trade in joint consultation with the relevant departments in the State Council and the Central Military Commission.
- 第十四条 香港特别行政区政府根据香港特别行政区基本法的规定，在必要时可以向中央人民政府请求香港驻军协助维持社会治安和救助灾害。 Article 14 Pursuant to the provisions of the Basic Law of the Hong Kong Special Administrative Region, the Government of the Hong Kong Special Administrative Region may, when necessary, ask the Central People's Government for assistance from the Hong Kong Garrison in the maintenance of public order or in disaster relief.
