- （八）""生产设备""是指工具、样板、夹具、芯模、塑模、冲模、定位装置、校准装置、试验设备以及其他机械和部件。这些设备只限于那些为""研制""或""生产""的一个或几个阶段而专门设计的设备。 ""Production equipment"" means tooling, templates, jigs, mandrels, moulds, dies, fixtures, alignment mechanisms, test equipment, other machinery and components therefor, limited to those specially designed or modified for ""development"" or for one or more phases of ""production""
- （七）""生产设施""是指在研制生产的一个或几个阶段中组成整套装置的设备，以及为此专门设计的软件。 ""Production facilities"" means equipment and specially designed software therefor integrated into installations for ""development"" or for one or more phases of ""production""
- （三）""生产""是指所有的生产阶段，如： ""Production"" means all production phases such as:
- （一）本清单第一部分是导弹和其他运载系统（包括弹道导弹、巡航导弹、火箭和无人驾驶飞行器）及其专用物项和技术，第二部分是与第一部分第一项相关的物项和技术。 (1) Part 1 of this List includes missiles and other delivery systems (including ballistic missiles, cruise missiles, rockets and unmanned air vehicles) as well as their specially designed items and technologies. Part 2 includes items and technologies related to Item 1 of Part 1.
- （一）按照本法第三十八条规定编入普通民兵组织的人员； (1) persons regimented into ordinary militia organizations pursuant to the provisions of Article 38 of this Law; and
- （一）按照本法第三十八条规定编入基干民兵组织的人员； (1) persons regimented into primary militia organizations pursuant to the provisions of Article 38 of this Law;
- （一）正在实施危害国家安全、破坏社会秩序的犯罪或者有重大嫌疑的； (1) persons who are committing an offense that endangers State security or disrupts public order or who are strongly suspected of such an offense;
- （一）非法进行集会、游行、示威以及其他聚众活动的； (1) persons who engage in unlawful assembly, procession, demonstration or other mass activities;
- (一)与境外机构、组织、个人共同策划或者进行危害国家安全活动的； (1) Plotting or committing activities endangering State security in association with institutions, organizations or individuals beyond the territory;
- （一）阴谋颠覆政府，分裂国家，推翻社会主义制度的； (1) plotting to subvert the government, dismember the State or overthrow the socialist system;
- （一）防备和抵抗侵略，保卫香港特别行政区的安全； (1) preparing against and resisting aggression, and safeguarding the security of the Hong Kong Special Administrative Region;
- （一）中华人民共和国主席、全国人民代表大会常务委员会委员长、国务院总理、中央军事委员会主席； (1) President of the People's Republic of China, Chairman of the Standing Committee of the National People's Congress, Premier of the State Council and Chairman of the Central Military Commission;
- (一)为国家安全机关提供重要线索，发现、破坏严重危害国家安全的犯罪案件的； (1) Providing important clues to the State security organs for discovering and cracking down criminal cases which seriously endanger State security;
- （十）为上述第（一）至第（九）项专门设计的生产设施 (10) Production facilities specially designed for the above Subitems (1) to (9).
- （十三）为上述第（一）至第（十二）项专门设计的生产设施与设备 (13) Production facilities and equipments designed for Subitems (1) to (12).
- （十六）生产环形激光陀螺用的极性散射仪 (16) Polarity scatterometer for ring laser gyro production;
- （二）收发、传递和外出携带，由指定人员担任，并采取必要的安全措施； (2) People shall be specially designated and necessary security measures taken for their dispatch, reception, delivery and carrying; and
- （二）非法占据公共场所或者在公共场所煽动进行破坏活动的； (2) persons who illegally occupy public places or incite destructive activities in public places;
- （二）阻挠或者抗拒戒严执勤人员执行戒严任务的； (2) persons who obstruct or resist performance of martial law tasks by martial-law-enforcing officers;
- （二）人民法院通知有未了结民事案件不能离境的； (2) persons who, as notified by a people's court, shall be denied exit owing to involvement in unresolved civil cases;
- (二)提供重要线索、证据，使危害国家安全的行为得以发现和制止的； (2) Providing important clues or evidences thereby activities endangering State security are discovered and checked;
- (二)为国家安全机关提供重要情况，防范、制止严重危害国家安全的行为发生的； (2) Providing important information to the State security organs for preventing or checking the occurrence of activities which seriously endanger State security;
- （二）卫生、医药部门组建医疗救护队； (2) Public health and medical departments shall organize medical aid teams;
- （三）“生产”是指所有的生产阶段，如： (3) ""Production"" means all production phases such as:
- （三）冲击国家机关或者其他重要单位、场所的； (3) persons who attack State organs or other important units and places;
