第十九条 中华人民共和国缔结的条约和协定的修改、废除或者退出的程序，比照各该条约、协定的缔结的程序办理。 Article 19. The procedures for amendment to, abrogation of and withdrawal from treaties and agreements concluded by the People's Republic of China shall follow mutatis mutandis the procedures for the conclusion of the treaties and agreements in question.第一条 中华人民共和国国籍的取得、丧失和恢复，都适用本法。 Article 1 This Law is applicable to the acquisition, loss and restoration of nationality of the People's Republic of China.第二条 在中华人民共和国领域和管辖的其他海域从事测绘活动，必须遵守本法。 Article 2 All surveying and mapping activities conducted in the territorial air, land and waters, as well as other sea areas under the jurisdiction of the People's Republic of China must comply with this Law.第二条 中国公民凭国务院主管机关及其授权的机关签发的有效护照或者其他有效证件出境、入境，无需办理签证。 Article 2 Chinese citizens may leave or enter the country with valid passports or other valid certificates issued by the competent departments of the State Council or other departments authorized by them. They shall not be required to apply for visas.第二条 人民防空是国防的组成部分。国家根据国防需要，动员和组织群众采取防护措施，防范和减轻空袭危害。 Article 2 Civil air defense is a component part of national defense. In light of the need of national defense, the State mobilizes and organizes the masses to take protective measures for preventing or minimizing damage caused by air raid.第二条 本条例所称导弹及相关物项和技术出口，是指本条例附件《导弹及相关物项和技术出口管制清单》（以下简称《管制清单》）所列的导弹及相关设备、材料、技术的贸易性出口以及对外赠送、展览、科技合作、援助、服务和以其他方式进行的技术转移。 Article 2 The export of missiles and missile-related items and technologies referred to in these Regulations means the export for trade of missiles and missile-related equipment, materials and technologies listed in ""The Missiles and Missile-related Items and Technologies Export Control List"" (hereinafter referred to as the Control List) attached to these Regulations, and the gift to, exhibition in, scientific and technological cooperation with, assistance to, provision of service for as such and other forms of technological transfer thereof to foreign countries and regions.第二条 本条例所称导弹及相关物项和技术出口，是指本条例附件《导弹及相关物项和技术出口管制清单》（以下简称《管制清单》）所列的导弹及相关设备、材料、技术的贸易性出口以及对外赠送、展览、科技合作、援助、服务和以其他方式进行的技术转移。 Article 2 The export of missiles and missile-related items and technologies referred to in these Regulations means the export for trade of missiles and missile-related equipment, materials and technologies listed in “The Missiles and Missile-related Items and Technologies Export Control List” (hereinafter referred to as the Control List) attached to these Regulations, and the gift to, exhibition in, scientific and technological cooperation with, assistance to, provision of service for as such and other forms of technological transfer thereof to foreign countries and regions.第二条本条例所称军品出口，是指用于军事目的的装备、专用生产设备及其他物资、技术和有关服务的贸易性出口。 ARTICLE 2 The military exports referred to in the Regulations are commercial exports of military-purpose equipment, specialized production facilities and other materials, technologies and related services.第二条 中央人民政府派驻香港特别行政区负责防务的军队，由中国人民解放军陆军、海军、空军部队组成，称中国人民解放军驻香港部队（以下称香港驻军）。 Article 2 The military forces stationed by the Central People's Government in the Hong Kong Special Administrative Region for defence shall be composed of forces from the Army, the Navy and the Air Force of the Chinese People's Liberation Army, and be designated as the Hong Kong Garrison of the Chinese People's Liberation Army (hereinafter referred to as the Hong Kong Garrison).第二条 中华人民共和国国徽，中间是五星照耀下的天安门，周围是谷穗和齿轮。 Article 2 The National Emblem of the People's Republic of China shall comprise the design of Tian' anmen in its centre illuminated by five stars and encircled by ears of grain and a cogwheel.第二条 中华人民共和国国旗是五星红旗。 Article 2 The National Flag of the People's Republic of China shall be a red flag with five stars.第二条在发生严重危及国家的统一、安全或者社会公共安全的动乱、暴乱或者严重骚乱，不采取非常措施不足以维护社会秩序、保护人民的生命和财产安全的紧急状态时，国家可以决定实行戒严。 Article 2 The State may decide to apply martial law when such state of emergency as unrest, rebellion or grave riot occurs which seriously endangers unification and security of the State or public security and under which public order cannot be maintained and safety of people's lives and property cannot be ensured unless extraordinary measures are taken.第二条国家安全机关负责本细则的实施。 Article 2 The State security organs shall be responsible for carrying out these Rules.第二条 国家安全机关是本法规定的国家安全工作的主管机关。 Article 2 The State security organs, as stipulated by this Law, are the competent authorities in charge of State security.第二条 本法所称军事设施，是指国家直接用于军事目的的下列建筑、场地和设备：? Article 2 The term ""military installations"" referred to in this Law denotes the following buildings, sites and equipment used by the State directly for military purposes:第二条本条例所称核出口，是指本条例附件《核出口管制清单》（以下简称《管制清单》）所列的核材料、核设备和反应堆用非核材料等物项及其相关技术的贸易性出口及对外赠送、展览、科技合作和援助。 ARTICLE 2 The term nuclear exports used hereinafter refers to trading, gifts to and exhibitions in foreign countries, as well as scientific and technical cooperation with and assistance to foreign countries that involve nuclear materials, nuclear equipment, non-nuclear materials used for reactors, and other items as well as their related technologies, as listed in the attachment, entitled ""Nuclear Exports Control List"" (hereinafter referred to as ""Control List""), to these regulations.??? 第二条 中华人民共和国领海和邻邦接中华人民共和国陆地领土和内水的带海域。 Article 2 The territorial sea of the People's Republic of China is the sea belt adjacent to the land territory and the internal waters of the People's Republic of China.第二条 世界上只有一个中国，大陆和台湾同属一个中国，中国的主权和领土完整不容分割。 Article 2 There is only one China in the world. Both the mainland and Taiwan belong to one China. China's sovereignty and territorial integrity brook no division.第二条 国家秘密是关系国家的安全和利益，依照法定程序确定，在一定时间内只限一定范围的人员知悉的事项。 Article 2. State secrets shall be matters that have a vital bearing on state security and national interests and, as specified by legal procedure, are entrusted to a limited number of people for a given period of time. 第二条 中华人民共和国实行义务兵役制为主体的义务兵与志愿兵相结合、民兵与预备役相结合的兵役制度。 Article 2. The People's Republic of China shall practise a military service system which is based mainly on conscription and which combines conscripts with volunteers and a militia with a reserve service.第二条 本法适用于中华人民共和国同外国缔结的双边和多边条约、协定和其他具有条约、协定性质的文件。 Article 2. This Law shall be applicable to bilateral or multilateral treaties and agreements, and other instruments of the nature of a treaty or agreement concluded between the People's Republic of China and foreign states.第二十条 香港驻军人员犯罪的案件由军事司法机关管辖； Article 20 Criminal offences committed by members of the Hong Kong Garrison shall be under the jurisdiction of the military judicial organs;第二十条国家原子能机构可以会同国防科学技术工业委员会、对外贸易经济合作部、外交部、海关总署等部门根据实际情况，对《管制清单》进行调整，报国务院批准后执行。 ARTICLE 20 In light of the practical situation, the CAEA, together with COSTIND, MOFTEC, the Ministry of Foreign Affairs, the General Administration of Customs, and other departments, may update the ""Control List"" and submit it to the State Council for approval before implementation.第二十条 划为军事管理区的军民合用机场、港口、码头的管理办法，由国务院和中央军事委员会规定。? Article 20 Measures for the administration of the airfields, harbours and docks that are designated as military administrative zones and jointly used for military and civilian purposes shall be formulated by the State Council and the Central Military Commission.第二十条 任何个人和组织都不得非法持有属于国家秘密的文件、资料和其他物品。 Article 20 No individual or organization may unlawfully hold any document, material or other articles classified as State secrets.
