第十八条　归侨、侨眷申请自费出国学习，按照国家有关规定给予照顾。 Article 18 Returned overseas Chinese and the family members of overseas Chinese who apply to go abroad for the purpose of study at their own expense shall be given preferential treatment in accordance with the relevant state regulations.

第十八条　国家实行九年制义务教育制度。 Article 18 The State applies a system of nine-year compulsory education.

第十八条国家保障残疾人受教育的权利。 Article 18 [Responsibilities] The state shall guarantee the right of disabled persons to education.

第十九条（解释部门）本办法具体的应用问题，由市教育行政部门负责解释。 Article 19 (Department Responsible for Interpretation in Application) The municipal educational administrative departments shall be responsible for the interpretation of the present Procedures in the specific application.

第十九条　国家实行职业教育制度和成人教育制度。 Article 19 The State applies a system of vocational education and a system of adult education.

第十九条残疾人教育，根据残疾人的身心特性和需要，按照下列要求实施： Article 19 [Education According to Different Characteristics] The education of disabled persons shall be carried out according to their physical and psychological features and needs and shall meet the following requirements:

第十九条本条例的实施办法，由国务院学位委员会制定，报国务院批准。 Article 19. Measures for the implementation of these Regulations shall be formulated by the Academic Degrees Committee of the State Council and submitted to the State Council for approval.

第十九条各级人民政府和有关部门应当采取措施，组织妇女接受职业教育和技术培训。 Article 19. People's governments at various levels and departments concerned shall take measures to organize women in receiving vocational education and technological training.

第二条　本法所称未成年人是指未满十八周岁的公民。 Article 2 Minors as used in this Law refer to citizens under the age of eighteen.

第二条外国教育机构同中国教育机构（以下简称中外合作办学者）在中国境内合作举办以中国公民为主要招生对象的教育机构（以下简称中外合作办学机构）的活动，适用本条例。 Article 2 These Regulations apply to the activities of the cooperation between foreign educational institutions and Chinese educational institutions (hereinafter referred to as Chinese and foreign cooperators in running schools) in establishing educational institutions (hereinafter referred to as Chinese-foreign cooperatively-run schools) within the territory of China to provide education service mainly to Chinese citizens.

第二条本法适用于各级各类职业学校教育和各种形式的职业培训。国家机关实施的对国家机关工作人员的专门培训由法律、行政法规另行规定。 Article 2 This Law applies to vocational schools of all types and levels and to all forms of vocational training. Specialized training provided by State organs for their functionaries shall be governed by separate laws and administrative rules and regulations.

第二条本法适用于在各级各类学校和其他教育机构中专门从事教育教学工作的教师。 Article 2 This Law shall apply to teachers specially engaged in education and teaching at schools of various levels and categories or other institutions of education.

第二条　在中华人民共和国境内的各级各类教育，适用本法。 Article 2 This Law shall be applicable to education of all types and at all levels offered within the territory of the People's Republic of China.

第二条在中华人民共和国境内从事高等教育活动，适用本法。 Article 2 This Law shall be applicable to engagement in activities of higher education within the territory of the People's Republic of China.

第二条凡是拥护中国*的领导、拥护社会主义制度，具有一定学术水平的公民，都可以按照本条例的规定申请相应的学位。 Article 2. Any citizen who supports the leadership of the Communist Party of China and the socialist system and has attained certain academic standards may apply for an appropriate academic degree in accordance with the provisions of these Regulations.

第二十条（施行日期）本办法自发布之日起施行。 Article 20 (Date of Implementation) The present Procedures shall become effective on the date of promulgation.

第二十条接受高等学历教育的学生，由所在高等学校或者经批准承担研究生教育任务的科学研究机构根据其修业年限、学业成绩等，按照国家有关规定，发给相应的学历证书或者其他学业证书。 Article 20 Students receiving higher curricula education shall be issued corresponding certificates of educational background or other certificates of studies by the institutions of higher learning or scientific research institutes approved to undertake the task of post graduate education they have been in on the basis of the length of schooling and achievements in studies in accordance with the relevant provisions of the state.

第二十条　国家实行国家教育考试制度。 Article 20 The State applies a national education examination system.

第二十一条各级人民政府应当采取措施，为少数民族地区和边远贫困地区培养、培训教师。 Article 21 People's governments at various levels shall adopt measures to cultivate and train teachers for regions inhabited by national minorities and for outlying and poverty-stricken areas.

第二十一条　各级人民政府应当创造条件，建立和改善适合未成年人文化生活需要的活动场所和设施。 Article 21 People's governments at various levels shall create conditions to establish and improve places and facilities suited to the needs of minors for cultural life.

第二十一条　国家实行学业证书制度。 Article 21 The State applies a system of education certificates.

第二十一条国家实行高等教育自学考试制度，经考试合格的，发给相应的学历证书或者其他学业证书。 Article 21 The state practices self-taught higher education examination system. Students having passed the examination shall be issued corresponding certificates of educational background or other certificates of studies.

第二十一条国家举办残疾人教育机构，并鼓励社会力量办学、捐资助学。 Article 21 [Channels of Education] The state shall set up educational institutions for disabled persons and encour age social forces to run schools and donate funds for schools.

第二十二条　国家实行学位制度。 Article 22 The State applies a system of academic degree.

第二十二条普通教育机构对具有接受普通教育能力的残疾人实施教育。 Article 22 [Methods of Ordinary Education] Ordinary educational institutions shall provide education for disabled persons who are able to receive ordinary education.
