第三十一条各级人民政府可以将农村科学技术开发、技术推广的经费，适当用于农村职业培训。 Article 31 People's governments at various levels may allocate an appropriate part of the funds earmarked for developing science and technology and for spreading the use of advanced techniques in rural areas for the use of vocational training there.

第三十一条政府有关部门鼓励、帮助残疾人自愿组织起来从业或者个体开业。 Article 31 [Self-employment] Governmental departments concerned shall encourage and assist disabled persons to obtain employment through voluntary organization or to open individual business.

第三十二条　卫生部门和学校应当为未成年人提供必要的卫生保健条件，做好预防疾病工作。 Article 32 Departments of public health and schools shall provide minors with necessary sanitary and health-care conditions and make efforts to prevent diseases.

第三十二条社会力量所办学校的教师的待遇，由举办者自行确定并予以保障。 Article 32 The material benefits of teachers at schools run by different sectors of the society shall be determined and guaranteed by the sponsors themselves.

第三十三条高等学校依法自主设置和调整学科、专业。 Article 33 Institutions of higher learning independently set up and adjust disciplines and specialties.

第三十三条职业学校、职业培训机构举办企业和从事社会服务的收入应当主要用于发展职业教育。 Article 33 The earnings derived by vocational schools or vocational training institutions from running enterprises or providing social services shall be mainly used for developing vocational education.

第三十三条中外合作办学机构的招生简章和广告应当报审批机关备案。 Article 33 The enrollment brochures and advertisements of Chinese-foreign cooperatively-run schools shall be submitted to the examination and approval authorities for the record.

第三十三条国家保障妇女享有与男子平等的人身权利。 Article 33. The state shall guarantee that women enjoy equal rights with men relating to their persons.

第三十四条中外合作办学机构实施学历教育的，按照国家有关规定颁发学历证书或者其他学业证书； Article 34 Chinese-foreign cooperatively-run schools offering education for academic qualifications shall grant academic qualifications certificates or other education certificates in accordance with the relevant provisions of the State;

第三十四条国家鼓励金融机构运用信贷手段，扶持发展职业教育。 Article 34 The State encourages financial institutions to support the development of vocational education by providing loans.

第三十四条国家支持和鼓励社会组织或者个人向依法成立的奖励教师的基金组织捐助资金，对教师进行奖励。 Article 34 The State shall encourage and support social organizations and individuals to donate money to foundations established according to law for awarding teachers.

第三十四条妇女的人身自由不受侵犯。禁止非法拘禁和以其他非法手段剥夺或者限制妇女的人身自由；禁止非法搜查妇女的身体。 Article 34. Women's freedom of the person shall be inviolable. Unlawful detention or deprivation or restriction of women's freedom of the person by other illegal means shall be prohibited; and unlawful body search of women shall be prohibited.

第三十五条　学校及其他教育机构中的管理人员，实行教育职员制度。 Article 35 A system of educational administrators shall be applied for administrative personnel of schools and other institutions of education.

第三十五条残疾职工所在单位应当对残疾职工进行岗位技术培训，提高其劳动技能和技术水平。 Article 35 [Training of Employees] Enterprises and institutions where disabled persons work shall provide in-service technical training for disabled employees with a view to upgrading their skills and techniques.

第三十六条　国家依法保护未成年人的智力成果和荣誉权不受侵犯。 Article 36 The State shall protect according to law the intellectual achievements and the right of honour of minors from encroachment.

第三十七条禁止卖淫、嫖猖。 Article 37. Prostitution or whoring shall be prohibited.

第三十八条中外合作办学机构的收费项目和标准，依照国家有关政府定价的规定确定并公布；未经批准，不得增加项目或者提高标准。 Article 38 The items and standards of charges by Chinese-foreign cooperatively-run schools shall be determined and publicized in accordance with the relevant provisions of the State on price fixing by the government; no additional items or increase in charges shall be allowed without approval.

第三十八条国家和社会采取下列措施，丰富残疾人的精神文化生活： Article 38 [Measures] The state and society shall adopt the following measures to enrich the spiritual and cultural life of disabled persons:

第三十九条中外合作办学机构收取的费用应当主要用于教育教学活动和改善办学条件。 Article 39 All fees collected by Chinese-foreign cooperatively-run schools shall be mainly used for educational and teaching activities and for improving the conditions of school operation.

第三十九条教师对学校或者其他教育机构侵犯其合法权益的，或者对学校或者其他教育机构作出的处理不服的，可以向教育行政部门提出申诉，教育行政部门应当在接到申诉的三十日内，作出处理。 Article 39 Teachers whose legitimate rights and interests are infringed upon by schools or other institutions of education or who are not satisfied with the settlement made by schools or other institutions of education may appeal to the administrative departments of education. The administrative departments of education shall deal with the matter within 30 days from receipt of the appeal.

第三十九条国家举办的高等学校实行中国*高等学校基层委员会领导下的校长负责制。 Article 39 The state-run institutions of higher learning practice the president responsibility system under the leadership of the grass-roots committees of the Chinese Communist Party in institutions of higher learning.

第三十九条在职业教育活动中违反教育法规定的，应当依照教育法的有关规定给予处罚。 Article 39 Whoever violates the provisions of the Education Law in vocational education activities shall be punished in accordance with the relevant provisions of the Education Law.

第四条中外合作办学者、中外合作办学机构的合法权益，受中国法律保护。 Article 4 The legal rights and interests of Chinese and foreign cooperators in running schools and of Chinese-foreign cooperatively-run schools shall be protected by the laws of China.

第四条　保护未成年人的工作，应当遵循下列原则： Article 4 The protection of minors shall follow the following principles:

第四条　国家对回国定居的华侨给予安置。 Article 4 The state shall make arrangements for overseas Chinese who have returned to the country and taken it as their place of permanent residence.
