第六十一条　国家财政性教育经费、社会组织和个人对教育的捐赠，必须用于教育，不得挪用、克扣。 Article 61 Educational appropriations from the State and contributions and donations offered by social organizations or individuals for education shall be used for education; they shall not be diverted to any other purposes or withheld.

第六十一条高等学校的举办者应当保证稳定的办学经费来源，不得抽回其投入的办学资金。 Article 61 Sponsors of institutions of higher learning should guarantee the stable source(s) of funds for running a school and must not withdraw the funds he/she/they put in running the school.

第六十二条国务院教育行政部门会同国务院其他有关部门根据在校学生年人均教育成本，规定高等学校年经费开支标准和筹措的基本原则； Article 62 The department of education administration under the State Council provides in conjunction with the other departments concerned under the State Council for the standards for expenditures of funds and the basic principles of fund-raising of institutions of higher learning on the basis of per capita annual educational cost of students in school;

第六十二条　国家鼓励运用金融、信贷手段，支持教育事业的发展。 Article 62 The State encourages the use of loans and other financial means to support the development of educational undertakings.

第六十三条　各级人民政府及其教育行政部门应当加强对学校及其他教育机构教育经费的监督管理，提高教育投资效益。 Article 63 People's governments at various levels and their administrative departments of education shall strengthen supervision and control over educational appropriations for schools and other institutions of education in order to achieve better results of investment in education.

第六十三条国家对高等学校进口图书资料、教学科研设备以及校办产业实行优惠政策。 Article 63 The state adopts a preferential policy with regard to the import of books and materials and equipment for teaching and scientific research as well as school-run industries by institutions of higher learning.

第六十六条对高等教育活动中违反教育法规定的，依照教育法的有关规定给予处罚。 Article 66 Penalties shall be imposed pursuant to the relevant provisions of the Education Law for activities of higher education in violation of the provisions of the Education Law.

第六十七条　国家鼓励开展教育对外交流与合作。 Article 67 The State encourages foreign exchange and cooperation in education.

第七条（申请程序）申请市级教学成果奖，应当遵循下列程序： Article 7 (Application Procedures) The procedures of applying for teaching achievement prizes at the municipal level are as follows:

第七条　教育应当继承和弘扬中华民族优秀的历史文化传统，吸收人类文明发展的一切优秀成果。 Article 7 In education the brilliant historic and cultural tradition of the Chinese nation shall be inherited and carried forward and all other excellent achievements of human civilization shall be absorbed.

第七条教师享有下列权利： Article 7 Teachers shall enjoy the following rights:

第七条　各级人民政府和有关部门对保护未成年人有显著成绩的组织和个人，给予奖励。 Article 7 The people's governments at various levels and departments concerned shall give awards to organizations and individuals that have made outstanding achievements in the protection of minors.

第七条国家采取措施，发展农村职业教育，扶持少数民族地区、边远贫困地区职业教育的发展。 Article 7 The State adopts measures to develop vocational education in rural areas and provides support and assistance to areas inhabited by minority nationalities and outlying and poverty-stricken areas in developing vocational education.

第七条　国家对安置归侨的农场、林场等企业给予扶持，任何组织或者个人不得侵占其合法使用的土地，不得侵犯其合法权益。 Article 7 The state shall give support to enterprises such as agricultural or forest farms which have provided placement for returned overseas Chinese. No organization or individual may appropriate the land lawfully used by such enterprises or infringe upon their lawful rights and interests.

第七条对保障妇女合法权益成绩显著的组织和个人，各级人民政府和有关部门给予表彰和奖励。 Article 7. People's governments at various levels and relevant departments shall commend and award the organizations and individuals that have made notable achievements in the protection of women's lawful rights and interests.

第七条国务院设立学位委员会，负责领导全国学位授予工作。 Article 7. The State Council shall establish an Academic Degrees Committee to direct the work of conferring academic degrees throughout the country.

第八条（提交材料）单位或者个人申请市级教学成果奖，应当提交下列材料： Article 8 (Materials to be Submitted) While applying for teaching achievement prizes at the municipal level the unit or individual shall submit the following documents:

第八条　教育活动必须符合国家和社会公共利益。 Article 8 Educational activities shall conform to the State and public interests.

第八条教师应当履行下列义务： Article 8 Teachers shall perform the following obligations:

第八条国家根据少数民族的特点和需要，帮助和支持少数民族地区发展高等教育事业，为少数民族培养高级专门人才。 Article 8 The state assists and supports minority nationality regions in the development of the cause of higher education and training of senior specialized talents for minority nationalities in the light of the characteristics and requirements of minority nationalities.

第八条学士学位，由国务院授权的高等学校授予；硕士学位、博士学位，由国务院授权的高等学校和科学研究机构授予。 Article 8. The bachelor's degree shall be conferred by those institutions of higher learning authorized by the State Council. The master's and doctor's degrees shall be conferred by those institutions of higher learning and scientific research institutes authorized by the State Council.

第八条国家保障妇女享有与男子平等的政治权利。 Article 8. The state shall guarantee that women enjoy equal political rights with men.

第八十二条　军事学校教育由中央军事委员会根据本法的原则规定。 Article 82 Regulations on education in military schools shall be formulated by the Central Military Commission in accordance with the principles of this Law.

第八十三条　境外的组织和个人在中国境内办学和合作办学的办法，由国务院规定。 Article 83 Measures governing the establishment of schools within the territory of China by organizations or individuals outside China or through their cooperation with organizations or individuals inside China shall be formulated by the State Council.

第九条（市评审委员会）市级教学成果奖由上海市教学成果奖评审委员会（以下简称市评审委）负责评审。 Article 9 (Municipal Prize-Jury) The Shanghai Municipal Teaching Achievement Prize-Jury (hereinafter referred to as the Municipal Prize-Jury) shall be responsible for deciding teaching achievement prizes at the municipal level.
