中外合作办学机构终止，应当妥善安置在校学生； A Chinese-foreign cooperatively-run school shall make proper arrangements for its students at school upon its termination;

中外合作办学机构应当将所开设的课程和引进的教材报审批机关备案。 A Chinese-foreign cooperatively-run school shall report the courses that it offers and the teaching materials that it has introduced in to the examination and approval authorities for the record.

中外合作办学机构提出终止申请时，应当同时提交妥善安置在校学生的方案。 a Chinese-foreign cooperatively-run school shall submit a plan for such arrangements while applying for termination thereof.

接受职业培训的学生，经培训的职业学校或者职业培训机构考核合格，按照国家有关规定，发给培训证书。 A student who has received vocational training provided by a vocational school or vocational training institution and passed the examinations administered by the school or vocational training institution shall be issued a certificate of training in accordance with relevant State regulations.

学校及其他教育机构中的教学辅助人员和其他专业技术人员，实行专业技术职务聘任制度。 A system of appointment for professional or technical post shall be applied for auxiliary teaching staff and other professional or technical personnel in schools and other institutions of education.

大学还必须设有三个以上国家规定的学科门类为主要学科。 A university must also have more than three departments of disciplines prescribed by the state as major disciplines.

（二）依据残疾类别和接受能力，采取普通教育方式或者特殊教育方式； Adopt ordinary or special methods of education according to different categories of disabilities and varied abilities of response of the disabled persons; and

对在国外说过一些错话、做过一些错事的，一律不予追究。 All those who made improper remarks or did wrong things abroad are exempt from investigation.

高等学校在民事活动中依法享有民事权利，承担民事责任。 An institution of higher learning has civil rights in accordance with law in civil activities and bears civil liability.

（四）教学成果取得实践效果的学校的证明。 and 4. Certificate issued by the school where the teaching achievements are reflected in teaching practice.

从事技术工种的职工，上岗前必须经过培训；从事特种作业的职工必须经过培训，并取得特种作业资格。 Any worker who is to do a technical type of job must undergo training beforehand; and any worker who is to do a job that requires special skills must undergo training and obtain the necessary qualifications for such a job.

对要求将因公普通护照换为因私普通护照的，也可给予办理； Applications to change a common service passport into a common private passport may be accepted.

高等学校的校长、副校长按照国家有关规定任免。 Appointment and relief from duties of presidents and vice presidents of institutions of higher learning shall be made pursuant to the relevant provisions of the state.

第一条　为了保护归侨、侨眷的合法的权利和利益，根据宪法，制定本法。 Article 1 This Law is enacted in accordance with the Constitution with a view to protecting the lawful rights and interests of returned overseas Chinese and the family members of overseas Chinese.

第十条（回避制度）市评审委的成员应当客观、公正地进行评审。 Article 10 (Challenge System) The members of the Municipal Prize-Jury shall give an objective and impartial evaluation and examination.

第十条国家对在职业教育中作出显著成绩的单位和个人给予奖励。 Article 10 The State gives awards to units and individuals that have made outstanding achievements in vocational education.

第十条国家实行教师资格制度。 Article 10 The State shall institute a system of qualifications for teachers.

第十一条（评审周期）市级教学成果奖每4年评审1次。 Article 11 (Evaluation Period) The teaching achievement prizes at the municipal level shall be awarded once every four years.

第十一条国家积极培养和选拔女干部。 Article 11. The state shall actively train and select female cadres.

第十二条（授奖部门）市级教学成果特等奖和一等奖，由上海市人民政府批准并授予；二等奖和三等奖，由市评审委授予。 Article 12 (Prize-giving Department) The special prize and the first prizes of teaching achievement prize at the municipal level shall be approved and awarded by the Shanghai Municipal People's Government. The second prize and the third prize shall be awarded by the Municipal Prize-Jury.

第十二条申请设立实施本科以上高等学历教育的中外合作办学机构，由国务院教育行政部门审批； Article 12 An application for establishing a Chinese-foreign cooperatively-run school offering higher education for academic qualifications at or above the regular university education shall be subject to examination and approval of the education administrative department of the State Council;

第十二条　父母或者其他监护人不履行监护职责或者侵害被监护的未成年人的合法权益的，应当依法承担责任。 Article 12 The parents or other guardians of minors who refuse to perform their duties as guardians or encroach upon the lawful rights and interests of the minors under their guardianship shall bear the responsibility therefor according to law.
