- 制造、修理计量器具的企业未取得《制造计量器具许可证》或者《修理计量器具许可证》的，工商行政管理部门不予办理营业执照。 The administrative departments for industry and commerce shall not issue a business licence to an enterprise engaged in manfacturing or repairing measuring instruments which has not obtained a Licence for Manufacturing Measuring Instruments or a Lincence for Repairing Measuring Instruments.
