- 第四十八条除农业机械因当地田间作业需要在公路上短距离行驶外，铁轮车、履带车和其他可能损害公路路面的机具，不得在公路上行驶。确需行驶的，必须经县级以上地方人民政府交通主管部门同意，采取有效的防护措施，并按照公安机关指定的时间、路线行驶。对公路造成损坏的，应当按照损坏程度给予补偿。 Article 48 Except short crossing by farm machineries to perfom necessary operation in fields, iron-wheel carts, caterpillar vehicles and other machines and tools that might damage road surface are not allowed to run on the roads. If the running of such vehicles is needed, prior approval should be conveyed from transportation departments of the local people's governments above the county level and effective measures should be adopted to protect road surface and the running can only be carried out at the time and along the routes designated by the related public security organs. Damages to the roads should be compensated for according to the seriousness of cases.
- 第四十八条民用航空器遇险时，机长有权采取一切必要措施，并指挥机组人员和航空器上其他人员采取抢救措施。 Article 48 In case a civil aircraft is in distress, the pilot-in-command has the right to take all necessary measures, and direct the crew members and other persons on board the aircraft to take rescue measures.

Within the waters of fishing harbours, the state fisheries administration and fishing harbour superintendency agencies shall exercise the functions and powers of the competent authority as provided in this Law, being responsible for the supervision and administration of traffic safety and for the investigation and handling of traffic accidents between fishing vessels in coastal waters. Concrete measures for implementation shall be separately prescribed by the State Council.
- 第四十九条对损毁、移动铁路信号装置及其他行车设施或者在铁路线路上放置障碍物的，铁路职工有权制止，可以扭送公安机关处理。 Article 49 Any railway worker shall have the right to stop any person who is about to damage or destroy, or cause to move or shift, any railway signalling installation or other facilities for traffic operation, and any person who is about to place obstacle(s) on the railway track. The railway worker may catch such a person and hand him over to the public security authorities.
- 第四十九条拍卖船载货物由海事法院指定的本院执行人员和聘请的拍卖师组成的拍卖组织实施，或者由海事法院委托的机构实施。 Article 49 Auction of the goods on board shall be executed by an auction organization composed of execution officers appointed, and auctioneers engaged by the maritime court, or executed by an agency authorized by the maritime court.

The internal administration of offshore military jurisdictional areas and military vessels and installations; the administration of surface and underwater operations carried out for military purposes; and the inspection and registration of public security vessels, the provision of their personnel and the issuing of their port entry and departure visas shall be separately prescribed by the relevant competent departments, of the state in accordance with this Law.
- 第四条 民航局审批外航经营许可实行互惠对等的原则。外国政府航空主管部门对中华人民共和国航空运输企业申请经营中华人民共和国地点和外国地点间规定航线的经营许可进行不合理限制的，民航局采取对等措施。 Article 4 Civil Aviation Administration can execute under the principle of mutual benefit and equality while approving business license of foreign airline. If a foreign aviation administration has unreasonable restriction on business licenses applied by Chinese air transport enterprises for route between Chinese and foreign countries, Chinese Civil Aviation Administration shall adopt measures alike.?
- 第五条本法所称民用航空器，是指除用于执行军事、海关、警察飞行任务外的航空器。 Article 5 Civil aircraft as referred to in this Law means aircraft other than those used in flight missions of military, customs and police services.
