- 第二十九条船舶扣押期间届满，被请求人不提供担保，而且船舶不宜继续扣押的，海事请求人可以在提起诉讼或者申请仲裁后，向扣押船舶的海事法院申请拍卖船舶。 Article 29 If, on the expiration of the period of arresting a ship, the party who opposes the claim fails to provide guarantee, and the ship is not suitable for being arrested longer, the maritime claimant may apply to the maritime court arresting the ship for auction of the ship after bringing a law suit or applying for arbitration.
- 第二十九条 严禁利用国家给予保税区的优惠和便利条件进行走私违法活动。 Article 29 It is strictly prohibited to engage in illegal activities of smuggling by taking advantage of the preferential treatment and conveniences granted by the State to the bonded area.
- 第二十九条地方各级人民政府对公路建设依法使用土地和搬迁居民，应当给予支持和协助。 Article 29 Local people's governments at all levels should provide necessary support and assistance to the lawful use of land and resettlement of people for construction of highway roads.
- 第二十九条 仲裁员接受当事人选定或仲裁委员会主任指定的，应当签署仲裁员声明书。声明书应当转交各方当事人。 Article 29 The arbitrators shall sign the Arbitrator's Declaration if they accept the appointment by the parties or the Chairman of the Arbitration Commission. The Declaration shall be delivered to the parties.
- 第二十九条兴建铁路、机场、电站、水库、水渠，铺设管线或者进行其他建设工程，需要挖掘公路，挖掘、占用、利用公路用地及公路设施时，建设单位必须事先取得公路主管部门同意，影响车辆通行的，还须征得公安交通管理机关同意。 Article 29 When a highway must be dug or when the land reserved for use by a highway or highway facilities must be dug or used temporarily to facilitate the construction of railways, airfields, power stations, reservoirs or irrigation canals, or the laying of pipelines, the construction unit must obtain the approval of the highway department in advance. - 第二十九条 违反本条例规定，有下列行为之一的，港务监督可视情节对有关当事人(自然人)处以警告或者200元以下罚款；对船舶所有人、经营人处以或者5000元以下罚款： Article 29. The harbour superintendency administration may, depending on the circumstances, warn or impose a fine of not more than 200 yuan on the persons concerned (natural person), or impose a warning or a fine of not more than 5,000 yuan on the owners or managers of the vessels, if they violate these Regulations in one of the following manners:
- 第二十九条 邮件通过海上运输时，不参与分摊共同海损。 Article 29. When transported by sea, postal materials shall not be included in arrangements for sharing common sea losses.
- 第二十九条 外航以欺骗、贿赂等不正当手段取得经营许可的，民航局撤销该项许可，给予警告并处以三万元以下罚款，该申请人自被撤销许可之日起三年内不得重新申请；构成犯罪的，依法追究刑事责任。 Article 29 If a foreign airline acquires business license by means of fraud, bribe or others, Civil Aviation Administration shall revoke such business license, give warning and ask for fines below RMB30,000. Such applicant should not reapply 3 years after the license being revoked. If it’s regarded as crime, the foreign airline shall bear criminal obligation.
- 第二条 外国航空运输企业（以下简称“外航”）申请经营外国地点和中华人民共和国地点间规定航线，应当符合中外双方政府民用航空运输协定或者有关协议的规定，并先经其本国政府通过外交途径对其进行指定，双方航空运输协定或有关协议另有规定的除外。 Article 2 The routes between []s at home and abroad applied by foreign air transport enterprises (hereinafter referred to as “foreign airline”) should comply with civil aviation transport agreement between both governments or prescription of related agreement, and should be firstly confirmed by diplomatic means by homeland government except for special prescriptions defined in air transport agreement between both parties or related agreements.
- 第三条本法所称船舶，是指海船和其他海上移动式装置，但是用于军事的、政府公务的船舶和２０总吨以下的小型船艇除外。 Article 3 ""Ship"" as referred to in this Code means sea-going ships and other mobile units, but does not include ships or craft to be used for military or public service purposes, nor small ships of less than 20 tons gross tonnage.
- 第三条民用航空安全保卫工作实行统一管理、分工负责的原则。 Article 3 Centralized management and division of responsibility shall be exercised in the work of civil aviation security.
- 第三条 进出保税区的货物、运输工具和个人携带物品，必须经由设有海关机构的出入口进出，如实向海关申报，接受海关检查。 Article 3 Goods, means of transport, or articles carried by individuals entering or leaving the bonded area must go through the entrance and exit of the Customs establishments.They shall be declared at the Customs truthfully and accept the inspection of the Customs.
- 第三条中华人民共和国缔结或者参加的国际条约与《中华人民共和国民事诉讼法》和本法对涉外海事诉讼有不同规定的，适用该国际条约的规定，但中华人民共和国声明保留的条款除外。 Article 3 If an international treaty concluded or acceded to by the People's Republic of China contains provisions that differ from provisions of the Civil Procedure Law of the People's Republic of China and this Law in respect of foreign-related maritime procedures, the provisions of the international treaty shall apply, except those on which China has made reservations.
- 第三条 仲裁委员会根据当事人在争议发生之前或者之后达成的将争议提交仲裁委员会仲裁的仲裁协议和一方当事人的书面申请,受理案件。 Article 3 The Arbitration Commission takes cognizance of cases in accordance with an arbitration agreement between the parties concluded before or after the occurrence of the dispute to refer their dispute to the Arbitration Commission for arbitration and upon the written application by one of the parties.
- 第三条 在中华人民共和国内海、领海及大陆架上铺设海底电缆、管道以及为铺设所进行的路由调查、勘测及其他有关活动的主管机关是中华人民共和国国家海洋局（以下简称主管机关）。 Article 3 The competent authorities for the administration of the laying of submarine cables and pipelines in such areas as the said inland seas, territorial seas and continental shelves, and also for the investigations and survey of routes and other relevant activities for the aforesaid engineering projects, shall be the State Oceanographic Bureau of the People's Republic of China (hereinafter referred to as ""the competent authorities"").
- 第三条国务院民用航空主管部门对全国民用航空活动实施统一监督管理；根据法律和国务院的决定，在本部门的权限内，发布有关民用航空活动的规定、决定。 Article 3 The competent civil aviation authority under the State Council exercises unified supervision and administration over civil aviation activities in the whole country; issues regulations and decisions concerning civil aviation activities within the scope of its authority in accordance with laws and the decisions of the State Council.
- 第三条国务院铁路主管部门主管全国铁路工作，对国家铁路实行高度集中、统一指挥的运输管理体制，对地方铁路、专用铁路和铁路专用线进行指导、协调、监督和帮助。 Article 3 The competent department in charge of railways under the State Council shall be responsible for railway affairs throughout the country, implement over the State railway network a transport control system which is highly centralized and under unified command, and shall provide guidance for, coordination among, supervision over and assistance to local railways, industrial railways and railway private sidings.
- 第三条公路的发展应当遵循全面规划、合理布局、确保质量、保障畅通、保护环境、建设改造与养护并重的原则。 Article 3 The development of highways in the country shall follow the principles of overall planning, rational distribution, good quality and clearance of obstructions, protecting the environment and giving equal stress to construction, renovation and maintenance.
- 第三条中华人民共和国交通部主管全国公路事业。 Article 3 The Ministry of Communications of the PRC is the institution in charge of the nation-wide highway undertaking.
- 第三条中国籍居民自出境之日起，至本次进境之日止，在境外连续居留时间满一年以上(含一年)的，进境时携带的行李物品，在本规定所附《中国籍居民带进物品限量表》规定的物品、数量内，海关按规予以征税或者免税放行。 Article 3. Clearance shall be given by the Customs, upon duty levying or exemption according to Customs provisions, to items and amounts of inbound luggage and articles within limits as prescribed in the attached ""Table of Limits on Articles Carried into China by Chinese Citizens (Referred hereafter as ""Table of Limits"", see Appendix 1) if they are carried by Chinese citizens who have resided continuously outside China for a year or more before the date of entry.

- 第三条 中华人民共和国港务监督机构，是对沿海水域的交通安全实施统一监督管理的主管机关。 Article 3. The harbour superintendency agencies of the People's Republic of China shall be the competent authorities responsible for the unified supervision and administration of traffic safety in the coastal waters.
- 第三条 国务院邮政主管部门所属的邮政企业是全民所有制的经营邮政业务的公用企业。 Article 3. The postal enterprises attached to the competent department of postal services under the State Council are public enterprises, owned by the whole people, that operate postal businesses.
- 第三条 本条例适用于船舶、设施在中华人民共和国沿海水域内发生的海上交通事故。 Article 3. These Regulations shall apply to the maritime traffic accidents happening to the vessels and installations in the coastal waters of the People's Republic of China.
