The implementation of the administrative penalty shall not be ceased.第六十五条本细则由国务院化学工业主管部门负责解释。 ARTICLE 65 The chemical industry authorities under the State Council shall be responsible for the interpretation of the Implementation Details.第六十六条本细则自发布之日起施行。 ARTICLE 66 The Implementation Details shall be effective on the day of issuance.第七条 所有生产、经销企业必须严格执行下列规定： Article 7 All the manufacturers and the marketing firms must observe strictly the following rules:第七条 我国境内的计算机信息网络直接进行国际联网，必须使用邮电部国家公用电信网提供的国际出入口信道。 Article 7 Computer information networks within the territory of China, when connected with international networks, must use international inward and outward channels provided by the national public telecommunication network of the Ministry of Posts and Telecommunications.第七条 国家标准、行业标准分为强制性标准和推荐性标准。保障人体健康，人身、财产安全的标准和法律、行政法规规定强制执行的标准是强制性标准，其他标准是推荐性标准。 Article 7 National standards and trade standards shall be classified into compulsory standards and voluntary standards.Those for safeguarding human health and ensuring the safety of the person and of property and those for compulsory execution as prescribed by the laws and administrative rules and regulations shall be compulsory standards,the others shall be voluntary standards.第七条 各级人民政府应当加强对农业技术推广工作的领导，组织有关部门和单位采取措施，促进农业技术推广事业的发展。 Article 7 People's governments at various levels shall strengthen their leadership in the work of agro-technical popularization and organize the relevant departments and units to take measures to promote the development of agro-technical popularization.第七条 国务院有关主管部门和省、自治区、直辖市人民政府有关主管部门，根据本部门的特殊需要，可以建立本部门使用的计量标准器具，其各项最高计量标准器具经同级人民政府计量行政部门主持考核合格后使用。 Article 7 The competent department concerned of the State Council and the competent department concerned of the people's governments of the provinces,autonomous regions,and municipalities directly under the Central Government may, in light of their own specific needs,establish standards of measurement for their own use.The ultimate standards of measurement of each kind shall be put into use after being checked and found to be qualified by the metrological administrative authorities of the people's government at the corresponding level.第七条 国务院制定科学技术发展规划，确定科学技术和重大项目、与科学技术密切相关的重大项目，保障科学技术进步与经济建设和社会发展相协调。 Article 7 The State Council shall formulate science and technology development programmes, determine major science and technology projects and other major projects closely related to science and technology, and secure the coordination of science and technology progress with economic construction and social development.第七条 国家依靠科学技术进步和发展教育振兴农业。 Article 7 The State shall vitalize agriculture by relying on the progress of science and technology and on the development of education.第七条 对在消防工作中有突出贡献或者成绩显著的单位和个人，应当予以奖励。 Article 7 Units and individuals who make prominent contribution or achievements in fire control work shall be awarded.第七条 企业实行厂长（经理）负责制。 Article 7. The enterprise shall implement the system whereby the factory director (manager) assumes overall responsibility for the work of the enterprise.第七十五条 任何单位和个人不得阻挠和干涉对事故的依法调查处理。 Article 75 No entity or individual may obstruct or interfere with the lawful investigation and handling of accidents.第七十七条 负有安全生产监督管理职责的部门的工作人员，有下列行为之一的，给予降级或者撤职的行政处分； Article 77 Any staff member of the departments responsible for the supervision and administration of production safety who commits any of the following acts shall be given an administrative punishment of being demoted or removed from his position.第八条 已经建立的中国公用计算机互联网、中国金桥信息网、中国教育和科研计算机网、中国科学技术网等四个互联网络，分别由邮电部、电子工业部、国家教育委员会和中国科学院管理。 Article 8 China Public Computer Interconnected Network, China Golden Bridge Information Network, China Education and Research Computer Network, China Science and Technology Network are under the administration of Ministry of Posts and Telecommunications, Ministry of Electronic Industry, State Education Commission and Chinese Academy of Sciences respectively.第八条 企业、事业单位根据需要，可以建立本单位使用的计量标准器具，其各项最高计量标准器具经有关人民政府计量行政部门主持考核合格后使用。 Article 8 Enterprises or institutions may,according to their needs, establish standards of measurement for their own use.The ultimate standard of measurement of each kind shall be put into use after being checked and found to be qualified by the metrological administrative department of the people's government concerned.第八条 国务院科学技术行政部门，负责全国科学技术工作的宏观管理和统筹协调。 Article 8 The administrative department in charge of science and technology under the State Council shall be responsible for the macroscopic management and overall coordination of the nationwide science and technology work.第八条申请生产特别许可的单位和个人应具备以下条件： ARTICLE 8 The following shall be required of work units and individuals that apply for SPLs:第八条 制定标准应当有利于保障安全和人民的身体健康，保护消费者的利益，保护环境。 Article 8 The formulation of standards shall be conducive to ensuring safety and the people's health,safeguarding consumer interests and protecting the environment.第八条 国家发展水利农业和农用生产资料工业，为农业生产的稳定增长提供物质保障。 Article 8 The State shall develop water conservancy undertakings and industries of means of agricultural production so as to ensure the material supplies for the steady growth of agricultural production.第八条 对在农业技术推广工作中做出贡献的单位和个人，给予奖励。 Article 8 The units or individuals that have made contributions to the work of agro-technical popularization shall be awarded.第八条 城市人民政府应当将包括消防安全布局、消防站、消防供水、消防通信、消防车通道、消防装备等内容的消防规划纳入城市总体规划，并负责组织有关主管部门实施。 Article 8 Urban people's governments shall bring the fire control plan into the overall urban planning, including fire control safety layout, fire control station, fire control communication, fire truck passageway and fire control equipment, etc, and take the charge of organizing relevant departments for its implementation.第八条 中国*在企业中的基层组织，对党和国家的方针、政策在本企业的贯彻执行实行保证监督。 Article 8. The grassroots organization of the Chinese Communist Party in the enterprise shall guarantee and supervise the implementation of the guiding principles and policies of the Party and the state in the enterprise.第九条 生产、储存和装卸易燃易爆危险物品的工厂、仓库和专用车站、码头，必须设置在城市的边缘或者相对独立的安全地带。 Article 9 Existing factories and warehouses and specialized depots and wharves for production, storage, loading and unloading of inflammable and explosive dangerous goods, shall be established at urban border area or independent safety zone.
