The workers and staff members of enterprises and institutions which are located in a township, a nationality township or a town but are not affiliated to a government below the county level may participate only in the election of deputies to the people's congress at the county level, and not in the election of deputies to the people's congress of the township, the nationality township or the town.八、本规定由财政部负责解释。 8. The presidium shall decide whether to place the bill or proposal on the agenda of the people's congress or to first refer it to a relevant special committee for deliberation and a recommendation on whether to place it on the agenda before the presidium makes such a decision.本条例所称复议机构，是指复议机关内设的负责有关复议工作的机构。 The ""reconsideration office"" , as mentioned in these Regulations, refers to the offices which are set up within the administrative bodies for reconsideration and are responsible for affairs relating to the reconsideration.以上所列人员参加选举，由选举委员会和执行监禁、羁押、拘留或者劳动教养的机关共同决定，可以在流动票箱投票，或者委托有选举权的亲属或者其他选民代为投票。被判处拘役、受拘留处罚或者被劳动教养的人也可以在选举日回原选区参加选举。 The above-mentioned persons may participate in the elections at movable ballot boxes or entrust their relatives who have voting rights or other voters to vote on their behalf as may be decided jointly by the election committee and the institutions effecting the imprisonment, custody, detention or rehabilitation through labour. Those who are sentenced to criminal detention, who are being punished by detention or who are undergoing rehabilitation through labour may also go back to their original electoral districts to participate in the elections on the election day.收支帐目应当及时公布，接受居民监督。 the accounts of revenues and expenditures shall be made public without delay for supervision by the residents.（三）撤销或者合并机构后编制的调整。 The adjustment in staffing after dissolution or merger of the institution.加强行政性收费和罚没收入管理工作，有利于依法行政和公正执法；有利于从源头上预防和治理腐败，加强勤政廉政建设；有利于建设高素质的执纪执法队伍；有利于整顿财政分配秩序，振兴国家财政，提高财政资金使用效益。 The administration of administrative charges and incomes from fines and confiscations should be strengthened so as to help govern by law and enforce laws fairly, help prevent and check corruption at the source and promote the building of a hardworking and honest government, help build up a contingent of high quality personnel responsible for enforcing laws and maintaining disciplines, and help improve financial distribution structure, promote the increase of state revenue and improve the utilization of financial capital.国务院行政机构及其司级内设机构不得擅自变更名称。 The administrative agencies of the State Council and their internal institutions at the departmental level shall not alter their titles without authorization.国务院行政机构不得干预地方各级人民政府的行政机构设置和编制管理工作，不得要求地方各级人民政府设立与其业务对口的行政机构。 The administrative agencies of the State Council shall not interfere with the establishment and staffing administration of the agencies of the local people’s governments at various levels, and shall not require the local people’s governments at various levels to establish agencies corresponding to their administrative work.国务院行政机构的处级内设机构的设立、撤销或者合并，由国务院行政机构根据国家有关规定决定，按年度报国务院机构编制管理机关备案。 The administrative agency of the State Council shall, according to the provisions stipulated by the State, decide the establishment, dissolution or merger of internal institutions at the divisional level within an administrative agency of the State Council, which shall be submitted to the agency and staffing administration organ of the State Council for the record.上级行政机关有权处理的，依法予以处理；上级行政机关无权处理的，提请有权机关依法处理。处理期间，复议机关停止对本案的审理。 The administrative body at a higher level that has the power to handle the case, shall handle it according to the law; if the administrative body at a higher level does not have the power to handle the case, it shall be submitted to an body that has the power to handle it.
