- （八）保障少数民族的权利和尊重少数民族的风俗习惯，帮助本行政区域内各少数民族聚居的地方依照宪法和法律实行区域自治，帮助各少数民族发展政治、经济和文化的建设事业； (8) to safeguard the rights of minority nationalities and respect their folkways and customs, assist those areas where minority nationalities live in concentrated communities within its sphere of jurisdiction to exercise regional autonomy in accordance with the Constitution and the law and assist the various minority nationalities in their political economic and cultural development;
- （九）撤销乡、民族乡、镇的人民政府的不适当的决定和命令； (9) to annul inappropriate decisions and orders of the people's governments of townships, nationality townships, and towns;
- （九）在本级人民代表大会闭会期间，决定副省长、自治区副主席、副市长、副州长、副县长、副区长的个别任免；在省长、自治区主席、市长、州长、县长、区长和人民法院院长、人民检察院检察长因故不能担任职务的时候，从本级人民政府、人民法院、人民检察院副职领导人员中决定代理的人选；决定代理检察长，须报上一级人民检察院和人民代表大会常务委员会备案； (9) to decide, when its people's congress is not in session, on the appointment or removal of individual deputy governors, vice-chairmen of the autonomous region, deputy mayors, deputy prefects and deputy heads of the county or district; when, for any reason, the governor, chairman of the autonomous region, mayor, prefect, or head of the county or district, president of the people's court or chief procurator of the people's procuratorate is unable to perform his duties, to choose a person from among the deputy heads of the people's government, people's court or people's procuratorate at the corresponding level to act on his behalf; the choice of an acting chief procurator must be reported to the people's procuratorate and the standing committee of the people's congress at the next higher level for the record;
- （九）听取和审查本级人民政府和人民法院、人民检察院的工作报告； (9) to hear and examine reports on the work of the people's governments, the people's courts and the people's procuratorates at the corresponding levels;
- （九）保障宪法和法律赋予妇女的男女平等、同工同酬和婚姻自由等各项权利； (9) to safeguard women's rights as endowed by the Constitution and the law, such as equality with men, equal pay for equal work and freedom of marriage; and
- （一）建筑物及各项设施符合治安防范要求； 1. The buildings and the facilities shall meet the requirements of public security;
- （一）营业场地的布局和设施符合治安管理要求； 1. The layout and the facilities of the business spots shall meet the requirements of the administration of public security;
- （一）被吊销《特种行业许可证》的特种行业单位的法定代表人和经营负责人，自被吊销《特种行业许可证》之日起未满三年的； 1. The legal representative or responsible person for business operations in special trades of which the ""Special Trades License"" was revoked within last three years;
- （一）执行收购、寄售、典当和拍卖验证登记制度； 1. The registration systems of purchase, consignment, pawn and auction verification shall be carried out;
- （一）违反本条例第五条第二款规定，未取得《特种行业许可证》或者《公共场所许可证》，擅自开设特种行业或者公共场所的，予以取缔，处一千元以上一万元以下罚款；情节严重的，处一万元以上十万元以下罚款； 1. Those who violate Section2 of Article 5, and take the liberty to start a special trade or run a public place without obtaining the ""Special Trade License"" or the ""Public Place License"" are to be banned, and meanwhile, a fine between 1,000 and 10,000 yuan will be imposed. In serious cases, a fine between 10,000 and 100,000 yuan will be imposed;
- 十、 每一选民（三人以上附议）推荐的代表候选人的名额，不得超过本选区应选代表的名额。 10. The number of candidates for deputies recommended by any voter (seconded by three or more voters) shall not exceed the number of deputies to be elected from the electoral district.
- 二、 选举委员会的职权是： 2. The functions and powers of an election committee shall be:
- （二）具有中等以上学历； 2. The middle or above educational background; and
- （二）设置按摩项目的服务场所； 2. The service places providing massage services;
- （二）有与经营项目、活动人员容量相适应的场地； 2. There shall be suitable space for the business items and the people engaged;
- （二）符合该行业行政主管部门或者行业协会的资质条件； 2. They shall be approved correspondingly by the trade administration department or the trade association;
- （二）违反本条例第九条第三款、第十条、第十一条规定的，处警告、一千元以上一万元以下罚款；情节严重的，可以并处吊销《特种行业许可证》或者《公共场所许可证》； 2. Those who violate Section 3 of Article 9, Article 10, and Article 11 are to be warned, and a fine between 1,000 and 10,000 yuanwill be imposed. In serious cases, the ""Special Trade License"" or the ""Public Place License"" is to be revoked;
- （二）被吊销《公共场所许可证》的公共场所单位的法定代表人和经营负责人，自被吊销《公共场所许可证》之日起未满二年的； 2.The legal representative or responsible per for business operations in public places of which the ""Public Place License"" was rewoked within last two years;
- （三）营业场地的布局和设施符合治安管理要求； 3. The layout and the facilities of the business spots shall meet the requirements of the administration of public security;
- （三）有治安管理制度及相应的管理措施； 3. There shall be a system of administration rules of public security and corresponding measures for administration;
- （三）因犯有危害国家安全罪、危害公共安全罪、破坏社会主义市场经济秩序罪、侵犯财产罪、妨害社会管理秩序罪、贪污贿赂罪，被判处刑罚，执行期满未逾五年的； 3. Those who are punished for a crime of jeopardizing the safety of the State, or an offense against public security, or a crime of disrupting socialist market and economic order, or a crime against property, or a crime against social administrative order, or a crime of committing bribery and whose term of imprisonment does not go beyond five years; or
- （三）违反本条例第十二条、第十三条规定的，责令限期清退，并按每聘用一人处五百元以上二千元以下罚款； 3. Those who violate Articles 12 and 13 are to be ordered to lay off the employees within a definite time, and to be fined 500 and 2,000 yuan for every employee in question;
- （四）有符合条件的法定代表人和经营负责人； 4. There shall be a qualified legal representative or responsible person for business operations; and
- （四）有治安管理制度及相应的管理措施； 4. There shall be a system of the administration of public security and the corresponding measures; and
- （四）违反本条例第十四条、第十五条、第十六条、第十七条、第十八条、第十九条规定的，处警告、一千元以上一万元以下罚款； 4. Those who violate Articles 14, 15, 16, 17, 18 and 19 are to be warned and a fine between 1,000 and 10,000 yuan is to be imposed.
