- 第十三条 县级以上的地方各级人民代表大会每次会议举行预备会议，选举本次会议的主席团和秘书长，通过本次会议的议程和其他准备事项的决定。 Article 13 A preliminary meeting shall be held for each session of a local people's congress at or above the county level to elect the presidium and secretary-general of that session, adopt the agenda for the session and decide on other preparations.

They shall be equipped with necessary facilities to ensure the safety of the archives. They shall adopt advanced technology to modernize the administration of archives.
- 第十三条 外国人出境，须缴验有效护照或者其他有效证件，以及准予在中国停留的签证或者居留证件。 Article 13 For exit, aliens shall submit for examination their valid passports or other valid certificates as well as visas or residence certificates permitting their stay in China.

- 第十三条 基层人民法院管辖第一审行政案件。 Article 13 The basic people's courts shall have jurisdiction as courts of first instance over administrative cases.
- 第十三条信访人应当如实反映情况，不得捏造、歪曲事实，不得诬告、陷害他人。 Article 13 The complainants shall present the true facts, shall not fabricate statements, distort truth or falsely accuse or frame other persons.

- 第十三条居民委员会根据需要设人民调解、治安保卫、公共卫生等委员会。居民委员会成员可以兼任下属的委员会的成员。居民较少的居民委员会可以不设下属的委员会，由居民委员会的成员分工负责有关工作。 Article 13. A residents committee shall, when necessary, establish sub-committees for people's mediation, public security, public health and other matters. Members of the residents committee may concurrently be members of the sub-committees. A residents committee with a smaller population in its area may dispense with the sub-committees; instead, members of the residents committee shall have a division of responsibilities for various types of work.
- 第十三条 全国人民代表大会常务委员会委员长、副委员长、秘书长、委员的人选，中华人民共和国主席、副主席的人选，中央军事委员会主席的人选，最高人民法院院长和最高人民检察院检察长的人选，由主席团提名，经各代表团酝酿协商后，再由主席团根据多数代表的意见确定正式候选人名单。 Article 13. Candidates for Chairman, Vice-Chairmen, Secretary-General and other members of the Standing Committee of the National People's Congress, President and Vice-President of the People's Republic of China, Chairman of the Central Military Commission, President of the Supreme People's Court and Procurator-General of the Supreme People's Procuratorate shall be nominated by the Presidium which, after consultation among the various delegations, shall decide upon a formal list of candidates, based on the opinion of the majority of deputies.
- 第十三条 一人有两种以上违反治安管理行为的，分别裁决，合并执行。 Article 13. If a person commits two or more acts violating the administration of public security, rulings shall be made separately but executed concurrently.
- 第十三条 对两个或者两个以上行政机关以共同的名义作出的具体行政行为不服申请的复议，由它们的共同上一级行政机关管辖。 Article 13. If an application for reconsideration is filed by a person who does not accept a specific administrative act undertaken jointly by two or more administrative bodies, the case shall be under the jurisdiction of an administrative body at the next higher level over the aforesaid two or more administrative bodies.
- 第十三条 监察人员依法执行职务，受法律保护。 Article 13. Supervisory personnel perform official duties according to law and are protected by law.
- 第十三条(1)集会、游行、示威的负责人对主管机关不许可的决定不服的，可以自接到决定通知之日起三日内，向同级人民政府申请复议，人民政府应当自接到申请复议书之日起三日内作出决定。 Article 13If the person(s) responsible for an assembly, a procession or a demonstration does not accept the competent authorities' decision not to grant permission, he may apply to the people's government at the same level for reconsideration within three days of receiving the notice on thedecision, and the people's government shall make a decision within three days of receiving the application for reconsideration.
- 第十四条 被签证机关指定通行口岸的外国人和外国人的交通工具，必须从指定的口岸入、出境。 Article 14 Aliens and their means of transport required by the visa agencies to pass through designated ports shall only enter or depart through the said ports.
- 第十四条 依照中国法律在中国投资或者同中国的企业、事业单位进行经济、科学技术、文化合作以及其他需要在中国长期居留的外国人，经中国政府主管机关批准，可以获得长期居留或者永久居留资格。 Article 14 Aliens who, in compliance with Chinese laws, find it necessary to establish prolonged residence in China for the purpose of investing in China or engaging in cooperative projects with Chinese enterprises or institutions in the economic, scientific, technological and cultural fields, or for other purposes, are eligible for prolonged or permanent residence in China upon approval by the competent authorities of the Chinese Government.
- 第十四条 本法第十二条所列事项，法律可以设定行政许可。尚未制定法律的，行政法规可以设定行政许可。 Article 14 As to the matters listed in Article 12 of the Law, administrative licenses may be established by means of law. Where there is no governing law, administrative licenses may be established by means of administrative regulations
- 第十四条除本法第九条、第十条、第十一条、第十二条以及第十三条的规定外，其他规范性文件不得设定行政处罚。 Article 14 No administrative penalties shall be created in any other regulatory documents in addition to the ones as stipulated in Articles 9, 10, 11, 12 and 13 of this Law.
- 第十四条 国家统计局和省、自治区、直辖市的人民政府统计机构依照国家规定，定期公布统计资料。 Article 14 Statistical data shall, in accordance with State regulations, be published periodically by the State Statistics Bureau and statistics institutions of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government.
- 第十四条保密档案的管理和利用，密级的变更和解密，必须按照国家有关保密的法律和行政法规的规定办理。 Article 14 The administration and use of confidential archives, changes in their security classification, and the declassification of such archives must be effected according to the provisions of the laws and administrative rules and regulations of the State regarding secrecy.
