- 第十一条 县级以上地方各级人民政府监察机关正职、副职领导人员的任命或者免职，在提请决定前，必须经上一级监察机关同意。 Article 11. Approval of superior supervisory organs is needed before proposing and deciding on the appointment and removal of chiefs and deputy chiefs of supervisory organs under various levels of people's government at county level or higher.
- 第十一条 向全国人民代表大会提出的议案，在交付大会表决前，提案人要求撤回的，对该议案的审议即行终止。 Article 11. Deliberation on a bill or proposal submitted to the National People's Congress shall terminate upon the request of its sponsor for its withdrawal before it is put to a vote in the Congress.
- 第十一条 对县级以上的地方各级人民政府工作部门的具体行政行为不服申请的复议，由上一级主管部门管辖。但有下列情形之一的，由本级人民政府管辖： Article 11. If a specific administrative act has been undertaken by the working department of a local people's government at or above the county level and an application is filed for reconsideration, the case shall be under the jurisdiction of the people's government at the same level or the competent department at a higher level.

The State Council may, according to work requirements and the principle of simplified and efficient administration, set up a certain number of directly subordinate agencies to take charge of various specialized work and a certain number of administrative offices to assist the Premier in handling specialized affairs. Each agency or office shall have two to five persons responsible.
- 第十一条主管机关认为按照申请的时间、地点、路线举行集会、游行、示威，将对交通秩序和社会秩序造成严重影响的，在决定许可时或者决定许可后，可以变更举行集会、游行、示威的时间、地点、路线，并及时通知其负责人。 Article 11If the competent authorities are of the opinion that the holding of an assembly, a procession or a demonstration at the time or place or along the route specified in the application will seriously affect traffic and public order, they may, upon or after granting permission, change the time, place or route and inform the responsible person(s) of the change in good time.

- 第十二条特种行业和公共场所单位聘用的从业人员应当持有合法的身份证明或者务工证明，境外人员还应当符合国家和本市规定的其他条件。 Article 12 Employees working in the special trades or the public places shall possess the legal identity or legal working certificate. Personnel from abroad should also conform to the other conditions stipulated by the State and the Municipality.
- 第十二条多人反映共同意见、建议和要求的，一般应当采用书信、电话等形式提出； Article 12 If a group of people wish to present a common opinion, proposal or request, the matter shall generally be presented through letters or by telephone.
- 第十二条 县级以上的地方各级人民代表大会会议由本级人民代表大会常务委员会召集。 Article 12 Sessions of local people's congresses at or above the county level shall be convened by their standing committees.
- 第十二条 对下列外国人，边防检查站有权阻止入境或者出境： Article 12 The border check-posts have the right to prevent the entry or exit of aliens coming under the following categories:
- 第十二条博物馆、图书馆、纪念馆等单位保存的文物、图书资料同时是档案的，可以按照法律和行政法规的规定，由上述单位自行管理。 Article 12 The cultural relics, books and reference materials which are kept in museums, libraries and memorial halls and are concurrently archives may be administered by the above-mentioned units in accordance with the provisions of laws and administrative rules and regulations.

- 十二、驻外国的大使馆、领事馆的印章，直径４．２厘米，中央刊国徽，国徽外刊机关名称，自左而右环行（图十二），由外交部制发。 Article 12 The seals of the embassy and consulate stationed in foreign counties shall be made and distributed by the Ministry of Foreign Affairs of the People’ Republic of China with the diameter of 4.2 centimeters, a national emblem in the center and the title of the organizations around the national emblem from left to right. (See illustration 12)
- 十二、驻外国的大使馆、领事馆的印章，直径４．２厘米，中央刊国徽，国徽外刊机关名称，自左而右环行（图十二），由外交部制发。 Article 12 The seals of the embassy and consulate stationed in foreign counties shall be made and distributed by the Ministry of Foreign Affairs of the People’ Republic of China with the diameter of 4.2 centimeters, a national emblem in the center and the title of the organizations around the national emblem from left to right. (See illustration 12)
- 第十二条 对违反本法和国家规定编制发布的统计调查表，有关统计调查对象有权拒绝填报。 Article 12 The units and individuals under statistical investigation shall have the right to refuse to fill in statistical investigation forms drawn up and issued in violation of this Law and relevant State regulations.
- 第十二条国务院行政机构设立后，需要对职能进行调整的，由国务院机构编制管理机关提出方案，报国务院决定。 Article 12 Where functions need to be adjusted after the establishment of an agency, the agency and staffing administration organ of the State Council shall bring forward the proposal of the programmer thereof which shall be submitted to the State Council for a decision.
- 第十二条 醉酒的人违反治安管理的，应予处罚。 Article 12. An intoxicated person who violates the administration of public security shall be penalized.
- 第十二条 对地方各级人民政府的具体行政行为不服申请的复议，由上一级人民政府管辖。 Article 12. If an application for reconsideration is filed by a person who does not accept a specific administrative act undertaken by any of the local people's governments at various levels, the case shall be under the jurisdiction of the people's government at a higher level.
- 第十二条居民委员会成员应当遵守宪法、法律、法规和国家的政策，办事公道，热心为居民服务。 Article 12. Members of a residents committee shall observe the Constitution, the laws, the regulations and the state policies, be fair in handling matters and serve the residents warmheartedly.
- 第十二条 全国人民代表大会会议对于宪法的修改案、法律案和其他议案的通过，依照中华人民共和国宪法的有关规定。 Article 12. Sessions of the National People's Congress shall adopt bills amending the Constitution, legislative bills and other bills in accordance with the relevant provisions of the Constitution of the People's Republic of China.
- 第十二条 监察机关对监察人员执行职务和遵守纪律实行监督的制度。 Article 12. Supervisory organs practice a supervisory system over supervisory personnel in performing duties and in abiding by discipline.
- 第十二条申请举行的集会、游行、示威，有下列情形之一的，不予许可： Article 12No permission shall be granted for an application for an assembly, a procession or a demonstration which involves one of the following circumstances:
