Acts caused by civil disputes which violate the administration of public security, such as brawling and damaging or destroying another person's property, if the adverse effects are minor, may be handled by public security organs through mediation.第五条 全国人民代表大会每次会议举行预备会议，选举本次会议的主席团和秘书长，通过本次会议的议程和其他准备事项的决定。 Article 5. The person being penalized may also file a suit directly with a local people's court.第五十条 县级以上的地方各级人民代表大会常务委员会设立代表资格审查委员会。 Article 50 The standing committee of each local people's congress at or above the county level shall establish a credentials committee.第五十条被许可人需要延续依法取得的行政许可的有效期的，应当在该行政许可有效期届满三十日前向作出行政许可决定的行政机关提出申请。但是，法律、法规、规章另有规定的，依照其规定。 Article 50 Where a licensee needs to extend the valid period of an administrative license it obtained in accordance with the law, it shall file an application with the administrative organ that made the decision about the administrative license 30 days prior to the expiry of the valid period of this administrative license. But, if it is otherwise provided for in the laws, regulations and rules, the latter shall prevail第五十条 复议机关送达复议决定书，应当直接送交受送达人； Article 50. When a written reconsideration decision is served by the administrative body for reconsideration, it shall be delivered directly to the recipient of the service;第五十一条 人民法院对行政案件宣告判决或者裁定前，原告申请撤诉的，或者被告改变其所作的具体行政行为，原告同意并申请撤诉的，是否准许，由人民法院裁定。 Article 51 Before a people's court announces its judgment or order on an administrative case, if the plaintiff applies for the withdrawal of the suit, or if the defendant amends its specific administrative act and, as a result, the plaintiff agrees and applies for the withdrawal of the suit, the people's court shall decide whether or not to grant the approval.
