Administrative organs shall fully heed the opinions of the parties and shall reexamine the facts, grounds and evidence put forward by the parties; if the facts, grounds and evidence put forward by the parties are established, the administrative organs shall accept them.第三十二条 同中国毗邻国家的外国人，居住在两国边境接壤地区的，临时入中国国境、出中国国境，有两国之间协议的按照协议执行，没有协议的按照中国政府的规定执行。 Article 32 Transistory entry into and exit from China by aliens who are nationals of a country adjacent to China and who reside in areas bordering on China shall be handled according to any relevant agreements between the two countries or, in the absence of such agreements, according to the relevant provisions of the Chinese Government.第三十二条有关行政机关对转办的信访事项，应当自收到之日起90日内办结，并可以视情况向转办机关回复办理结果。 Article 32 Within 90 days, the relevant administrative authority shall the complaint reporting matter which has been transferred to it and shall advise the administrative authority that originally transferred the result according to the circumstances. 第三十二条 监察机关立案调查的案件，应当自立案之日起六个月内结案；因特殊原因需要延长办案期限的，可以适当延长，但是最长不得超过一年，并应当报上一级监察机关备案。 Article 32. A case which is placed on file for investigation by supervisory organizations should be concluded in six months starting from the date the case was placed on file. Under special circumstances, if the case on file needs more time for investigation, the course of investigation and handling may be extended for a maximum period of one year and the extension of investigation and handing should be reported to the higher supervisory organization for record keeping.第三十二条 申请人向行政机关申请复议应当递交复议申请书。 Article 32. The institutions or individuals that furnish sites for the aliens' movable living facilities shall report to the local public security organ 24 hours ahead of time.第三十三条行政机关应当建立和完善有关制度，推行电子政务，在行政机关的网站上公布行政许可事项，方便申请人采取数据电文等方式提出行政许可申请；应当与其他行政机关共享有关行政许可信息，提高办事效率。 Article 33 An administrative organ shall establish and perfect the relevant systems, shall promote electronic administration by government, shall announce matters under administrative license on the website of the administrative organ, facilitate the applicants to file for administrative license by means of data messages. During a session of the Standing Committee, a group of ten or more members of the Committee may submit to the Standing Committee written questions addressed to the State Council and the ministries and commissions under the State Council. The Council of the Chairman shall decide whether to refer the questions to the organs concerned for written replies or to request the heads of those agencies to give oral replies at meetings of the Standing Committee or the relevant special committees.
