- 第二十九条 违反户口或者居民身份证管理，有下列第一项至第三项行为之一的，处五十元以下罚款或者警告；有第四项或者第五项行为的，处一百元以下罚款或者警告： Article 29. Whoever commits one of the following acts, from item one to item three, in violation of residence control or administration of resident cards shall be fined a maximum of fifty yuan or given a warning; whoever commits an act in item four or item five shall be fined a maximum of one hundred yuan or fined:
- 第二十九条(2)举行集会、游行、示威，有犯罪行为的，依照刑法有关规定追究刑事责任。 Article 29Any participant in an assembly, a procession or a demonstration who commits a crime shall be investigated for criminal responsibility in accordance with the relevant provisions of the Criminal Law.
- 第二条(2)在中华人民共和国境内举行集会、游行、示威，均适用本法。 Article 2This Law shall apply to assemblies, processions and demonstrations held within the territory of the People's Republic of China.
- 第三条一切国家机关、武装力量、政党、社会团体、企业事业单位和公民都有保护档案的义务。 Article 3 Every State organ, unit of the armed forces, political party, public organization, enterprise, institution and every citizen shall have the obligation to protect archives.
- 第三条 外国人入境、出境、边境，必须从对外国人开放的或者指定的口岸通行，接受过防检查机关的检查。 Article 3 For entry, exit and transit, aliens must pass through ports open to aliens or other designated ports and must be subject to inspection by the frontier inspection offices.
- 第三条 根据外国人来中国的身份和所持护照和种类，分别发给外交签证、礼遇签证、公务签证、普通签证。 Article 3 In accordance with their status and the types of passports they hold, different aliens coming to China shall be issued diplomatic, courtesy, service or ordinary visas respectively.
- 第三条上海市公安局是本市特种行业和公共场所治安管理工作的主管部门，负责实施本条例。 Article 3 Shanghai Public Security Bureau is the department in charge of the administration of peace and order in special trades and public places within Shanghai and responsible for implementing the present regulations.
- 第三条 国家机关、社会团体、企业事业组织和个体工商户等统计调查对象，必须依照本法和国家规定，如实提供统计资料，不得虚报、瞒报、拒报、迟报，不得伪造、篡改。 Article 3 State organs, public organizations, enterprises, institutions, and self-employed industrialists and businessmen that are under statistical investigation shall, in accordance with the provisions of this Law and State regulations, provide truthful statistical data. They may not make false entries or conceal statistical data, and they may not refuse to submit statistical reports or report statistical data belatedly. Falsification of or tampering with statistical data shall be prohibited.
- 第三条各级行政机关应当做好信访工作，认真处理来信、接待来访，倾听人民群众的意见、建议和要求，接受人民群众的监督，努力为人民服务。 Article 3 The administrative authorities at various levels shall properly handle the handling of complaint reporting, carefully deal with letters, receive visitors, attend to the opinions, proposals and requests of the people, subject themselves to the supervision of the people and exert themselves to serve the people.
- 第三条 行政许可的设定和实施，适用本法。 Article 3 The Law shall be applicable to the establishment and implementation of administrative licenses
- 第三条 自治区、自治州、自治县的自治机关除行使本法规定的职权外，同时依照宪法、民族区域自治法和其他法律规定的权限行使自治权。 Article 3 The organs of self-government of autonomous regions, autonomous prefectures and autonomous counties shall, in addition to exercising the functions and powers specified in this Law, exercise the power of autonomy within the limits of their authority as prescribed by the Constitution, the Law on Regional National Autonomy and other laws.
- 第三条 人民法院依法对行政案件独立行使审判权，不受行政机关、社会团体和个人的干涉。 Article 3 The people's courts shall, in accordance with the law, exercise judicial power independently with respect to administrative cases, and shall not be subject to interference by any administrative organ, public organization or individual.
- 三、各省、自治区、直辖市人民政府和国务院办公厅、国务院各部委的印章，直径５厘米，中央刊国徽、国徽外刊机关名称，自左而右环行（图二），由国务院制发。 Article 3 The seals of the people’s government at the province, autonomous region and municipality level, General Office of the State Council and the ministries and commissions of the State Council shall be made and distributed by the State Council with the diameter of 5 centimeters, a national emblem in the center and the title of the organizations around the national emblem from left to right. (See illustration 2)

- 第三条国务院根据宪法和国务院组织法的规定，行使国务院行政机构设置和编制管理职权。 Article 3 The State Council shall, according to the provisions stipulated in the Constitution and the Organic Law of the State Council, exercise the functions and powers of administration over establishment and staffing of the administrative agencies of the State Council.
- 第三条公民、法人或者其他组织违反行政管理秩序的行为，应当给予行政处罚的，依照本法由法律、法规或者规章规定，并由行政机关依照本法规定的程序实施。 Article 3 Where administrative penalty needs to be imposed on citizens, legal persons or other organizations for their violations of the order of administration, it shall be prescribed by laws, rules or regulations pursuant to this Law and imposed by administrative organs in compliance with the procedure prescribed by this Law.
- 第三条 全国人民代表大会代表选出后，由全国人民代表大会常务委员会代表资格审查委员会进行审查。 Article 3. After deputies to the National People's Congress have been elected, their credentials shall be examined by the Credentials Committee of the Standing Committee of the National People's Congress.
- 第三条 监察机关依法行使职权，不受其他行政部门、社会团体和个人的干涉。 Article 3. Supervisory organs exercise their functions and powers according to law, and are not subject to interference by other administrative organs, social groups, and individuals.
- 第三条 复议机关依法行使职权，不受其他机关、社会团体和个人的非法干预。 Article 3. The administrative body for reconsideration shall exercise its functions and powers according to law and shall not be subject to any illegal interference from other bodies, public organizations and individuals.
- 第三条 国务院行使宪法第八十九条规定的职权。 Article 3. The State Council shall exercise the functions and powers prescribed in Article 89 of the Constitution.

- 第三条 在中华人民共和国领域内发生的违反治安管理行为，除法律有特别规定的以外，适用本条例。 Article 3. These Regulations shall apply to acts violating the administration of public security within the territory of the People's Republic of China, except when otherwise stipulated by law.
- 第三十条 代理诉讼的律师，可以依照规定查阅本案有关材料，可以向有关组织和公民调查，收集证据。对涉及国家秘密和个人隐私的材料，应当依照法律规定保密。 Article 30 A lawyer who serves as an agent ad litem may consult materials pertaining to the case in accordance with relevant provisions, and may also investigate among and collect evidence from the organizations and citizens concerned. If the information involves state secrets or the private affairs of individuals, he shall keep it confidential in accordance with relevant provisions of the law.
- 第三十条行政机关应当将法律、法规、规章规定的有关行政许可的事项、依据、条件、数量、程序、期限以及需要提交的全部材料的目录和申请书示范文本等在办公场所公示。 Article 30 An administrative organ shall display the licensing matters, basis, conditions, quantity, procedures and time limit as provided for in the laws, regulations and rules, the catalogue of the complete set of materials that shall be submitted and the exemplary application in its office place
- 第三十条 有本法第二十九条所列行为情节严重的，公安部可以处以限期出境或者驱逐出境处罚。 Article 30 In cases where a person commits any of the acts stated in Article 29 of this Law, if the circumstances are serious, the Ministry of Public Security may impose a penalty by ordering him to leave the country within a certain time or may expel him from the country.
