- 第二十八条 违反本法规定，篡改统计资料、编造虚假数据，骗取荣誉称号、物质奖励或者晋升职务的，由做出有关决定的机关或者其上级机关、监察机关取消其荣誉称号、追缴物质奖励和撤销晋升的职务。 Article 28 If a person, in violation of the provisions of this Law, tampers with or fabricates statistical data and thus gains titles of honour, material rewards or promotion, the institution that made such decision or the institution at a higher level, or a supervisory institution shall have the titles of honour annulled, the material rewards recovered and the promotion canceled.
- 第二十八条办理信访的工作人员与信访事项或者信访人有直接利害关系的，应当回避。 Article 28 If a staff member engaged in handling complaint reporting has direct interests with a complaint reporting or concerning the complainant, he shall excuse himself from the handling of the complaint reporting.
- 第二十八条违法行为构成犯罪，人民法院判处拘役或者有期徒刑时，行政机关已经给予当事人行政拘留的，应当依法折抵相应刑期。 Article 28 If an illegal act constitutes a crime, for which a People's Court sentences him to criminal detention or fixed-term imprisonment, and if an administrative organ has already imposed administrative detention on the party, the length of detention shall be made the same as the term of imprisonment in accordance with law.

- 第二十八条违反本条例规定，构成犯罪的，依法追究刑事责任。 Article 28 Those who violate the present regulations and whose behavior are considered to constitute a crime are subject to penal sanctions.
- 第二十八条 地方各级人民代表大会举行会议的时候，代表十人以上联名可以书面提出对本级人民政府和它所属各工作部门以及人民法院、人民检察院的质询案。质询案必须写明质询对象、质询的问题和内容。 Article 28 When a local people's congress at any level is in session, a group of at least ten of the deputies may submit a written proposal for addressing questions to the people's government or any of its departments, the People's Court or the People's Procuratorate at the corresponding level. In the proposal shall clearly be stated to whom the questions are addressed and the specific questions themselves.

- 第二十八条 公民、法人或者其他组织对行政机关的具体行政行为不服申请复议的，该行政机关是被申请人。 Article 28. Where a citizen, legal person or organization applies for reconsideration against a specific administrative act undertaken by an administrative body, the said administrative body is the defending party of the application.
- 第二十八条 有下列违反交通管理行为之一的，处五元以下罚款或者警告： Article 28. Whoever commits one of the following acts in violation of traffic regulations shall be fined a maximum of five yuan or given a warning:
- 第二十八条(2)举行集会、游行、示威，有违反治安管理行为的，依照治安管理处罚条例有关规定予以处罚。 Article 28Those who commit acts in violation of public security administration in the process of an assembly, a procession or a demonstration shall be punished in accordance with the relevant provisions of the Regulations on Administrative Penalties for Public Security.
- 第二十九条 当事人、法定代理人，可以委托一至二人代为诉讼。 Article 29 Each party or legal representative may entrust one or two persons to represent him in litigation.
- 第二十九条 外国人在宾馆、饭店、旅店、招待所、学校等企业、事业单位或者机关、团体及其他中国机构内住宿，应当出示有效护照或者居留证件，并填写临时住宿登记表。在非开放地区住宿还要出示旅行证。 Article 29 For lodging at guest house, hotel, inn, hostel, school or other enterprises and institutions or at government organs or other Chinese organizations, aliens shall present valid passports or residence certificates and fill in registration forms of temporary accommodation. They shall present travel permits when seeking accommodation in areas closed to aliens.
- 第二十九条 对违反本法规定，非法入境、出境的，在中国境内非法居留或者停留的，未持有效旅行证件前往不对外国人开放的地区旅行的，伪造、涂改、冒用、转让入境、出境证件的，县级以上公安机关可以处以警告、罚款或者十日以下拘留处罚； Article 29 If a person, in violation of the provisions of this Law, enters or leaves China illegally, establishes illegal residence or makes an illegal stopover in China, travels to places closed to aliens without a valid travel document, forges or alters an entry or exit certificate, uses another person's certificate as his own or transfers his certificate, he may be penalized by a public security organ at or above the county level with a warning, a fine or detention for not more than ten days.
- 第二十九条行政机关及其工作人员在办理信访事项过程中，不得将检举、揭发、控告材料及有关情况透露或者转送给被检举、揭发、控告的人员和单位。 Article 29 In handling complaint reporting matters, administrative authorities and their staffs shall not release or transfer any material concerning accusations, expositions or charges to the person or organization accused, exposed or charged.
- 第二十九条本条例所称的责令改正的期限，不得超过十五日；停业整顿的期限为十五日以上六个月以下。 Article 29 The time limit stipulated in the present Regulations for those who are ordered to make corrections shall not go beyond 15 days, while the time limit of those who are ordered to suspend business to bring up to standard is 15 days to 6 months.
- 第二十九条 在地方各级人民代表大会审议议案的时候，代表可以向有关地方国家机关提出询问，由有关机关派人说明。 Article 29 When a local people's congress at any level examines a bill or proposal, its deputies may address questions to the local state organs concerned, which shall send their personnel to the congress to give explanations.
- 第二十九条公民、法人或者其他组织从事特定活动，依法需要取得行政许可的，应当向行政机关提出申请。 Article 29 Where a citizen, legal person or any of other institutions has to obtain an administrative license prior to dealing in a special activity, it shall file an application with the administrative organ
- 第二十九条违法行为在二年内未被发现的，不再给予行政处罚。法律另有规定的除外。 Article 29 Where an illegal act is not discovered within two years of its commission, administrative penalty shall no longer be imposed, except as otherwise prescribed by law.
- 第二十九条 利用统计调查窃取国家秘密或者违反本法有关保密规定的，依照有关法律规定处罚。 Article 29 Whoever makes use of statistical investigation to steal State secrets or violates the provisions of this Law regarding the maintenance of secrets shall be punished according to provisions of relevant laws.
- 第二十九条 常务委员会会议由委员长召集，一般两个月举行一次。 Article 29. Meetings of the Standing Committee, usually held once every other month, shall be called by its Chairman.

- 第二十九条 公民、法人或者其他组织向有管辖权的行政机关申请复议，应当在知道具体行政行为之日起十五日内提出，法律、法规另有规定的除外。 Article 29. Where a citizen, a legal person or any other organization files an application for reconsideration with the administrative body that has jurisdiction over the case, he/she or it shall do so within 15 days from the day when he/she or it becomes aware of the specific administrative act, except as otherwise stipulated by the laws and regulations.
