When the residents committees in their localities discuss problems related to them and their presence becomes necessary, these units shall send representatives to the meetings. In the meantime, these units shall abide by the relevant decisions of the residents committees and the joint pledges of the residents.
- 第十九条 监察机关履行职责，有权采取下列措施： Article 19. Supervisory organs have the right to adopt the following measures to fulfil their functions:
- 第十九条 全国人民代表大会举行会议的时候，应当为少数民族代表准备必要的翻译。 Article 19. When the National People's Congress is in session, deputies from the minority nationalities shall be provided with the necessary facilities for interpretation.
- 第十九条 行政机关因复议管辖发生争议，争议双方应当协商解决。协商不成的，由它们的共同上一级行政机关指定管辖。 Article 19. Where a dispute arises between administrative bodies over jurisdiction for reconsideration, the dispute shall be resolved by the parties to the dispute through consultation. If consultation fails, the administrative body immediately over the two parties shall designate jurisdiction.
- 第十九条 有下列扰乱公共秩序行为之一,尚不够刑事处罚的,处十五日以下拘留、二百元以下罚款或者警告： Article 19. Whoever commits one of the following acts disturbing public order, if it is not serious enough for criminal punishment, shall be detained for a maximum of fifteen days, fined a maximum of two hundred yuan or given a warning.

- 第二条 外国人入境、过境和在中国境内居留，必须经中国政府主管机关许可。 Article 2 Aliens must obtain the permission of the competent authorities of the Chinese Government in order to enter, transit or reside in China.
- 第二条行政处罚的设定和实施，适用本法。 Article 2 Creation and imposing of administrative penalty shall be governed by this Law.
- 第二条本法所称的档案，是指过去和现在的国家机构、社会组织以及个人从事政治、军事、经济、科学、技术、文化、宗教等活动直接形成的对国家和社会有保存价值的各种文字、图表、声像等不同形式的历史记录。 Article 2 For the purpose of this Law, ""archives"" mean historical records in various forms, including writings in different languages, pictures, diagrams, audio-visual, etc., whose preservation is of value to the State and society and which have been or are being directly formed by State organs, public organizations and individuals in their political, military, economic, scientific, technological, cultural, religious and other activities.
- 第二条 公民、法人或者其他组织认为行政机关和行政机关工作人员的具体行政行为侵犯其合法权益，有权依照本法向人民法院提起诉讼。 Article 2 If a citizen, a legal person or any other organization considers that his or its lawful rights and interests have been infringed upon by a specific administrative act of an administrative organ or its personnel, he or it shall have the right to bring a suit before a people's court in accordance with this Law.
- 第二条 公安部授权的口岸签证机关设立在下列口岸： Article 2 Port visa agencies authorized by the Ministry of Public Security are set up at the following ports:
- 第二条 县级以上的地方各级人民代表大会设立常务委员会。 Article 2 Standing committees shall be established by local people's congresses at and above the county level.
- 第二条 统计的基本任务是对国民经济和社会发展情况进行统计调查、统计分析，提供统计资料和统计咨询意见，实行统计监督。 Article 2 The fundamental task of statistical work is to make statistical investigation and analysis of national economic and social development, to provide statistical data and advice and to exercise statistical supervision.
- 第二条本条例适用于本市行政区域内的旅馆、印章刻制、印刷、旧货、音像制品复制等特种行业和下列公共场所： Article 2 The present regulations are applicable to the special trades such as hotels, seal engraving, printings, second-hand goods business, copying business of audio-visual products and the following public places within the administrative scope of Shanghai:

- 第二条 本法所称行政许可，是指行政机关根据公民、法人或者其他组织的申请，经依法审查，准予其从事特定活动的行为。 Article 2 The term ""administrative licenses"" as mentioned in the Law refers to the acts that the administrative organs permit, upon examination according to law, the citizens, legal persons or other organization to engage in special activities according to their applications
- 第二条本条例所称信访，是指公民、法人和其他组织采用书信、电话、走访等形式，向各级人民政府、县级以上各级人民政府所属部门（以下简称各级行政机关）反映情况，提出意见、建议和要求，依法应当由有关行政机关处理的活动。 Article 2 The term “Complaint Reporting” used in these Regulations refers to the activities which citizens, legal persons and other organizations, through letters, telephone or personal appearance, report situations or submit opinions, proposals or requests to the people’s governments at various levels or departments of the people’s governments at and above the county level (hereinafter referred to as the “administrative authorities”), and the relevant administrative authorities deal with according to law.
- 第二条 全国人民代表大会常务委员会应当在全国人民代表大会会议举行一个月以前，将开会日期和建议大会讨论的主要事项通知全国人民代表大会代表。 Article 2. A month before the convening of a session of the National People's Congress, its Standing Committee shall notify the deputies of the date of the session and of the main items on the proposed agenda.
- 第二条居民委员会是居民自我管理、自我教育、自我服务的基层群众性自治组织。 Article 2. An urban residents committee shall be a mass organization for self government at the grassroots level, in which the residents manage their own affairs, educate themselves, and serve their own needs.
- 第二条 监察机关是人民政府行使监察职能的机关，依照本法对国家行政机关、国家公务员和国家行政机关任命的其他人员实施监察。 Article 2. Supervisory organs are organs of the people's government organs which exercise supervisory functions. In line with this law, they exercise supervision over state administrative organs, government functionaries, and other personnel appointed by state administrative organs.
