- 第一章总则 I. General Rules
- （九）使用国家明令淘汰、禁止使用的危及生产安全的工艺、设备的。 i. Using any of the techniques or equipments that endanger production safety and that have been explicitly announced to be eliminated or to be prohibited from use.
- 当事人逾期不申请复议或者不向人民法院起诉又不履行处罚决定的，由作出处罚决定的机关申请人民法院强制执行。 If a party neither applies for reconsideration nor brings a suit before a people's court within the prescribed time nor complies with the punishment decision,the office that made the punishment decision shall apply to a people's court for compulsory execution.
- 违反本办法第十二条规定的，对个人由公安机关处5000元以下的罚款；对法人和其他组织用户由公安机关给予警告，可以并处15000元以下的罚款。 If acting in violation of Article 12 of these Rules, individuals shall be imposed a fine less than RMB 5,000 and legal persons as well as other institutional subscribers shall be given warning and imposed a fine less than RMB 15,000 by public security departments.
- 已经取得认证证书的产品不符合国家标准或者行业标准的，以及产品未经认证或者认证不合格的，不得使用认证标志出厂销售。 If products for which authentication certificates have been granted do not conform to national or trade standards,or if products have not undergone authentication or found not up to the standards after the authentication proceedings,no authentication marks shall be permitted for use on such products leaving factories for sale.

- 公共消防设施、消防装务不足或者不适应实际需要的，应当增建、改建、配置或者进行技术改造。 In case public fire control facilities and equipage are insufficient or do not fit in with actual demand, efforts should be made on expansion, rebuilding, allocation and purchase or technical reform.
- 在设有车间或者仓库的建筑物内，已经设置员工集体宿舍的，应当限期加以解决。 In case rooms in a building with workshop or warehouse have already been used as dormitory, the problem shall be solved within a time limit.
- 国际出入口信道提供单位、互联单位每年二月份向国务院信息化工作领导小组办公室提交上一年度有关网络运行、业务发展、组织管理的报告。 In every February, suppliers of international inward and outward channels and interconnected units shall submit reports about their network operation, business development and organizational management in the previous year to the office of Leading Group for Information Technology Advancement under the State Council.
