- （一）在全国首创或者在本市属先进的； 1. That has been initiated in the country or is advanced in this Municipality;
- （二）经过2年以上教育教学实践检验，效果明显的； 2. That has been tried and tested for more than two years of educational and teaching practice and has evident effect; and
- （三）在本市或者全国产生一定影响的。 3. That creates municipal or nationwide influence to a certain degree.
- 中华人民共和国教师法 Teachers Law of the People's Republic of China
- 高等学校的教师取得前款规定的职务应当具备下列基本条件： Teachers of institutions of higher learning should meet the following basic conditions for acquiring the positions prescribed in the preceding paragraph:
- 特殊教育教师和手语翻译，享受特殊教育津贴。 Teachers of special education and sign language interpreters shall enjoy allowances for special education.
- 全社会都应当尊重教师。 Teachers shall be respected in the whole society.
- 对有重大贡献的教师，依照国家有关规定授予荣誉称号。 Teachers who have made major contributions shall be conferred honorary titles in accordance with relevant provisions of the State.
- 教师认为当地人民政府有关行政部门侵犯其根据本法规定享有的权利的，可以向同级人民政府或者上一级人民政府有关部门提出申诉，同级人民政府或者上一级人民政府有关部门应当作出处理。 Teachers who hold that the administrative departments concerned under the local people's governments have infringed upon the rights they shall enjoy under this Law may appeal to the people's governments at the corresponding levels or to the departments concerned under the people's governments at the next higher levels. The departments concerned under the people's governments at the corresponding levels or the departments concerned under the people's governments at the next higher levels shall deal with the appeals.
- 学位评定委员会负责审查通过学士学位获得者的名单；负责对学位论文答辩委员会报请授予硕士学位或博士学位的决议，作出是否批准的决定。 The academic degree evaluation committee shall be responsible for examining and approving the list of holders of the bachelor's degree and for making a decision whether or not to approve each resolution on the conferment of a master's or doctor's degree submitted by the dissertation committee.
- 国家教育考试由国务院教育行政部门确定种类，并由国家批准的实施教育考试的机构承办。 The administrative department of education under the State Council shall determine the types of national education examination which shall be undertaken by the institutions that conduct such education examination as approved by the State.
- 教育行政部门对教师的考核工作进行指导、监督。 The administrative departments of education shall guide and supervise the assessment work for teachers.
- 县级以上地方各级人民政府教育行政部门主管本行政区域内的教育工作。 The administrative departments of education under the people's governments at or above the county level shall be in charge of the educational work in their respective administrative regions.
- 残疾人的公民权利和人格尊严受法律保护。 The citizen's rights and personal dignity of disabled persons shall be protected by law.
- 残疾标准由国务院规定。 The criteria for classification of disabilities shall be established by the State Council.
- 中外合作办学机构招收境外学生，按照国家有关规定执行。 The enrollment of overseas students by Chinese-foreign cooperatively-run schools shall be conducted in accordance with the relevant provisions of the State.
- 全社会应当尊重教师。 The entire society should respect teachers.
- 全社会应当关心和支持教育事业的发展。 The entire society should show concern for and give support to the development of educational undertakings.
- 设立中外合作办学机构，参照国家举办的同级同类教育机构的设置标准执行。 The establishment of a Chinese-foreign cooperatively-run school shall follow the standards for the establishment of State-run educational institutions of the same type and at the same level.
- 各级人民政府、国务院有关部门用于举办职业学校和职业培训机构的财政性经费应当逐步增长。 The fiscal appropriations provided by the people's governments at various levels and by relevant departments under the State Council for the establishment and maintenance of vocational schools and vocational training institutions shall gradually increase.
- 外方合作办学者应当从本教育机构中选派一定数量的教师到中外合作办学机构任教。 The foreign cooperator shall send a certain number of teachers from its own educational institution to teach in the Chinese-foreign cooperatively-run school.
- 中外合作办学许可证由国务院教育行政部门制定式样，由国务院教育行政部门和劳动行政部门按照职责分工分别组织印制； The format of the permit for Chinese-foreign cooperation in running a school shall be determined by the education administrative department of the State Council and the printing be arranged separately by the education administrative department and the labour administrative department of the State Council in accordance with their respective functions and duties;
- 高等学校学生的合法权益，受法律保护。 The legitimate rights and interests of students of institutions of higher learning are protected by law.
- 祖国期望他们早日学成回国，建功立业。 The motherland wishes that they can succeed in their studies and come home to make contributions and achievements.
- 每次评审活动开始3个月前，市教育行政部门应当向社会公布。 The municipal educational administrative departments shall publish to the society three months before the start of each evaluation.
