- （八）外汇资金的收支安排； (8) The arrangements for the revenues and expenditures in foreign exchange;
- （八）所在国家或者地区的金融监管制度完善，金融监管部门与中国金融监管机构已签订监管合作谅解备忘录，并保持着有效的监管合作关系； (8) The country or area concerned has a sound financial supervision system. Its financial supervisory authorities have signed memorandum of understanding for supervision cooperation with Chinese financial supervision authorities and kept effective cooperative relationship in respect of supervision with their Chinese counterparts;
- （八）中资商业银行（不包括城市商业银行、农村商业银行和农村合作银行）授权的一级分支机构的最高拆入限额和最高拆出限额由该机构的总行授权确定，纳入总行法人统一考核。 (8) The maximum amount of interbank borrowing or interbank lending for a first-class branch as authorized by a Chinese-invested commercial bank (excluding urban commercial banks, rural commercial banks and rural cooperative banks) shall be decided upon authorization of the headquarters thereof, and shall be included into the corresponding amount of its headquarters for unified assessment.

- 9．部分钢铁制品（石油套管除外）出口退税率下调至5%，《财政部 国家税务总局关于海洋工程结构物增值税实行退税的通知》（财税［2003］46号）规定的内销海洋工程结构物仍按原退税率执行； (9) The rate of export tax rebate for some steel products (petroleum casing pipes excluded) shall be lowered to 5%, but the oceanographic engineering structures for domestic sale as stipulated in the ""Circular of the Ministry of Finance and the State Administration of Taxation Concerning the Application of VAT Rebate to Oceanographic Engineering Structures"" (Cai Shui [2003] No. 46) shall still be governed by the original rate of tax rebate;

- *7．电信公司 *7.Tele communication companies
- （一）对相同产品或者直接竞争产品的国内生产或者销售采取限制措施； 1. Taking restrictive measures over the domestic production or sale of the products that are of the same kind or that directly compete with each other;
- （一）申请人应当按照本办法第十条的规定向市或者区、县工商局提出申请，填写《上海市户外广告设施设置申请审批表》（以下简称《申请审批表》） 1. The applicant shall submit the application to the municipal or district / county SAIC in accordance with Article 10 of these Procedures, fill out the Application Form of Shanghai Municipality For Installation Outdoor Advertising Facilities (hereinafter referred to as the application form) together with the materials listed in Article 11 of these Procedures;
- （一） 担保情况发生变更，不能继续提供有效担保的； 1. The conditions for guaranty are changed, and no valid guaranty can be continuously provided any more;
- (一)在广告中损害未成年人或者残疾人身心健康的； 1. The contents of an advertisement are harmful to the physical and mental health of underage persons or handicapped persons;
- 一、 法律设置的发展对外经济合作和技术交流的特定地区，是指深圳、珠海、汕头、厦门和海南经济特区；国务院已规定执行上述地区特殊政策的地区，是指上海浦东新区。 1. The expression ""special zones set up by law for advancing foreign economic cooperation and technological communication"" means Shenzhen, Zhuhai, Shanou, Xiamen and Hainan Special Economic Zones. The expression ""the area where the State Council has provided for the implementation of the abovementioned special policy"" means Pudong New District of Shanghai.
- （一）请求仲裁的意思表示； 1. the expression of the parties' wish to submit to arbitration;
