- 因前款规定的违法行为给有关当事人造成损害的，由动物检疫员所在单位承担赔偿责任。 If the illegal act mentioned in the preceding paragraph causes damage to the interested party, the unit to which the animal quarantine officer belongs shall bear the liability for compensation.

- 当事人逾期不申请复议也不向人民法院起诉、又不履行处罚决定的，作出处罚决定的机关可以申请人民法院强制执行。 If the party concerned does not apply for reconsideration, nor bring a suit in a people's court upon the expiry of the time limit, nor carry out the decision on sanction, the authorities that have made the decision on sanction may apply to the people’s court for compulsory enforcement.
- 当事人在法定期限内不申请复议、不提起诉讼又不履行具体行政行为的，作出具体行政行为的工商行政管理部门和卫生行政部门可以依据《中华人民共和国行政诉讼法》的规定，申请人民法院强制执行。 If the party concerned neither applies for reconsideration or bring an action, nor perform the specific administrative act within the statutory period, the industrial and commercial administrative department or the public health administration department which has made the decision on the specific administrative act may apply to the people's court for enforcement in accordance with the provisions of the ""Administrative Litigation Law of the people's Republic of China"".
- 当事人对工商行政管理部门或者卫生行政部门的具体行政行为不服的，可以按照《行政复议条例》和《中华人民共和国行政诉讼法》的规定，申请行政复议或者提起行政诉讼。 If the party concerned refuses to accept the specific administrative act of the industrial and commercial administrative department and the public health administrative department, it may apply for administrative reconsideration or bring an administrative action in accordance with the provisions of the ""Regulations on Administrative Reconsideration"" and the ""Administrative Litigation Law of the people's Republic of China"".

- 复议机关逾期不作出复议决定的，当事人可以在复议期满之日起十五日内向人民法院起诉。 If the reconsideration organ fails to make a reconsideration decision within the prescribed period, the party may bring a suit within 15 days after the expiration of the period for reconsideration.

- 根据2007年《中华人民共和国进出口税则》和国家宏观调控的要求，商务部、海关总署和环保总局拟定了2007年加工贸易禁止类商品目录，现予公布并将有关事项公告如下： In accordance with Import and Export Tariff of the People's Republic of China and requirements of national macro-control, Ministry of Commerce, General Administration of Customs and State Environmental Protection Administration formulated Commodity Catalogue Prohibited for Processing Trade of 2007, which is now released. Related matters are announced as follows:
- 根据《保险法》第四十条规定，确定保险标的保险价值的方式有两种，一是由投保人和保险人约定并在合同中载明，二是按照保险事故发生时保险标的的实际价值确定。 In accordance with provisions of Article 40 of the Insurance Law, two ways may be adopted for determining the insurance value of an insurance subject matter, namely, either be stipulated by the insured and the insurer and indicated in the insurance contract or be determined in accordance with the actual value of the insurance subject matter when insurance accident occurs.
- 已经设立县级烟草专卖行政主管部门的地方，也可以由且县级烟草专卖行政主管部门审查批准发给烟草专卖零售许可证。 In areas where departments of tobacco monopoly administration at the county level have been set up, such departments may, after their examination and approval, also issue tobacco monopoly retail licenses.
- 携带、邮寄前款规定的名录所列的动植物、动植物产品和其他检疫物进境的，作退回或者销毁处理。 In case any animals or plants, animal or plant products or other quarantine objects specified in the catalogues mentioned in the preceding paragraph are carried or posted into the country, they shall either be returned or destroyed.
- 但内销商品如涉及配额、许可证等特殊管理措施的，仍须按规定报省级商务主管部门或商务部审批。 In case any commodity to be sold in domestic market involves quota, license or any other special administrative measure, it shall still be submitted to the provincial competent commerce department or the Ministry of Commerce for approval as required.
- 发现有本法第十八条规定的名录所列的病虫害的，作除害处理或者不准过境。 in case any disease, insect pest or harmful organism specified in the catalogues as stipulated in Article 18 of this Law is discovered, it shall be subjected to a treatment of disinfection and disinfestation or denial of transit.
- 为了保证入境直通列车的正常运输，卫生检疫机关可以派员随车实施检疫，列车长应当提供方便。 In order that the entry through train can run normally, the health and quarantine organ may have its personnel exercise quarantine inspection on board the train in operation. The head of the train crew shall provide conveniences.
- 为进一步完善加工贸易管理，鼓励加工贸易企业优化结构、提高效益、自主创新、积极履行社会责任，限制和减少加工贸易企业从事能源消耗高、环境污染重、附加值低的生产加工，有效推进加工贸易转型升级，促进加工贸易健康发展，各级商务主管部门在加工贸易业务管理中要不断加强制度建设，据实核查加工贸易企业的经营资格和加工生产能力，把好企业准入关。现将有关问题通知如下： In order to further perfect the administration of processing trade, encourage processing trade enterprises to optimize structure, improve economic performance, independently innovate and actively perform social responsibilities, restrict and decrease activities of processing trade enterprises conducting the processing trade with high consumption of energy, serious pollution of environment and low added value, effectively accelerate the transformation and upgrading of processing trade and promote the sound development of processing trade, the competent departments of commerce at various levels shall ceaselessly reinforce system construction in the administration of processing trade business, check the business qualification and processing production capacity of processing trade enterprises as well as do well in access administration.
