If the newly-added commodities in this announcement should be approved for processing trade by department of commercial administration before Apr 26, 2007, operators are allowed to apply for processing trade registration to Customs and finish contract in effective period; the network supervision enterprises that take enterprise as administration unit shall finish the contract before Apr 5, 2008.

- （四） 向被特许人提供产品、服务、设备的价格、条件等情况。 4. Information on prices and conditions of the products, services and equipment provide for the franchisee.
- （五） 为被特许人持续提供服务的情况。 5. Information on providing continuous services to the franchisee.
- 七、 外商独资银行、中外合资银行获准经营银行卡业务后，如需经营新的银行卡种类，如准贷记卡、贷记卡，应当按照本通知的规定报批。 7. If a wholly foreign-funded bank or Chinese-foreign equity joint bank, after getting the approval to conduct the bank card business, needs to conduct the business of such new types of bank cards as quasi-credit cards or credit cards, it shall make application for approval under the present Circular.
- 七、 按照《中华人民共和国枪支管理法》规定，禁止以加工贸易方式生产、出口仿真枪支。 7. In accordance with regulations of Law for Administration on Guns of the People's Republic of China, simulation guns are prohibited to be produced or exported by means of processing trade.

- 外商独资银行分行、中外合资银行分行经其总行授权经营银行卡业务，在经营银行卡业务前，应就拟经营的银行卡品种，持相关批准文件及其总行授权文件，向所在地中国银监会派出机构报告。 If a branch of a wholly foreign-funded bank or Chinese-foreign equity joint bank plans to conduct the bank card business upon authorization of its headquarters, it shall, before conducting such business, report to the local institution dispatched by the CBRC the types of bank cards which it plans to conduct upon the strength of the pertinent approval documents and the authorization of its headquarters.
- 事人逾期不申请复议也不向人民法院起诉、又不履行处罚决定的，作出处罚决定的机关可以申请人民法院强制执行。 If a party has not applied for reconsideration, nor brought a suit in a people's court within the time limit, nor complied with the decision on punishment, the department that has made the decision may apply to a people's court for compulsory execution.
- 当事人逾期不申请复议也不向人民法院起诉，又不履行处罚决定的，作出处罚决定的机关可以申请人民法院强制执行。 If a party neither applies for reconsideration, nor brings a suit in a People's Court within the time limit, nor execute the decision on administrative punishment, the organ that has made the decision may apply to a People's Court for compulsory execution.
- 有本条所列行为之一的吊销卫生许可证。 If a person commits any of the acts mentioned in this Article, his hygiene licence shall be revoked.
- 发行外币卡，应当具有经国务院外汇管理部门批准经营结汇、售汇业务的资格。 If a wholly foreign-funded bank or Chinese-foreign equity joint bank plans to issue foreign currency cards, it shall have the qualifications as approved by the foreign exchange administrative department of the State Council for conducting settlement of foreign exchange and sale of foreign currencies.
- 经检疫不合格的动物、动物产品，由货主在动物检疫员监督下作防疫消毒和其他无害化处理； If any animal or animal product has not passed quarantine inspection, the owner shall conduct disinfection for epidemic prevention or take other measures for innocent treatment.
- 对环保和能耗水平不达标或出现环境责任事故的企业，禁止其开展加工贸易业务。 If any enterprise fails to reach the standards for environmental protection and energy consumption or commits any environment responsible accident, it shall be prohibited from engaging in processing trade business.
- 如果发现其患检疫传染病或者监测传染病、疑似检疫传染病或者疑似监测传染病时，应当立即采取必要的卫生措施，将其就地诊验记录簿收回存查，并且报告当地卫生防疫机构和签发就地诊验记录簿的卫生检疫机关。 If he is found to have been contaminated with a quarantinable epidemic disease, or a monitored infectious disease, or if he is suspected of having been contaminated with a quarantinable epidemic disease or a monitored infectious disease, he is then required to undergo necessary sanitization and his casebook shall be taken back to keep on file for reference. At the same time his case shall be reported to the local health and disease prevention organ as well as the health and quarantine organ that has issued the casebook of on-site clinical check-up.
- 无法作无害化处理的，予以销毁。 If innocent treatment cannot be carried out, the animal or animal product must be destroyed.
- 拒不改正的，并处一万元以上三万元以下的罚款。 If it refuses to make corrections, the offender shall be fined not less than RMB 10,000 yuan and not more than RMB 30,000 yuan.
- 复议机关逾期不作出复议决定的，当事人可以在复议期满之日起十五日内向人民法院起诉。 If no decision has been made by the authorities responsible for reconsideration upon the expiry of the time limit, the party concerned may bring an action in a people's court within 15 days of the expiry of the time limit for reconsideration.
- 情节严重，造成重大经济损失的，对直接责任人员比照刑法第一百八十七条的规定追究刑事责任。 If the circumstances are serious and cause heavy economic losses, the criminal responsibility of the personnel directly responsible shall be investigated by applying mutatis mutandis the provisions of Article 187 of the Criminal Law.
- 情节严重的，可以并处违法所得五倍以下的罚款： If the circumstances are serious, the offender may be concurrently fined less than five times of the illegal gains.
