- 第一条 为保障中华人民共和国对专属经济区和大陆架行使主权权利和管辖权，维护国家海洋权益，制定本法。 Article 1. This Law is enacted to ensure that the People's Republic of China exercise its sovereign rights and jurisdiction over its exclusive economic zone and its continental shelf and to safeguard its national marine rights and interests.

- 第一条 为合理开发利用和保护水资源，防治水害，充分发挥水资源的综合效益，适应国民经济发展和人民生活的需要，制定本法。 Article 1. This Law is formulated for the rational development and utilization of water resources and the protection of such resources, for the prevention and control of water disasters, and for the full derivation of comprehensive benefits from water resources in order to meet the needs in national economic development and in the livelihood of the people.

This Law is formulated in accordance with the provisions of the Constitution of the People's Republic of China with a view to improving the protection, management and development of grasslands and ensuring their rational use; protecting and improving the ecological environment; modernizing animal husbandry; enhancing the prosperity of the local economies of the national autonomous areas; and meeting the needs of socialist construction and the people's life.

- 第十条 重要气象设施建设项目，在项目建议书和可行性研究报告报批前，应当按照项目相应的审批权限，经国务院气象主管机构或者省、自治区、直辖市气象主管机构审查同意。 Article 10 Before the proposals and feasibility reports for the construction of key meteorological facility projects are submitted for approval, these projects shall, depending on the limits of authority for examination and approval of such projects, be subject to examination and agreement by the competent meteorological department under the State Council, or by the competent meteorological departments of provinces, autonomous regions, or municipalities directly under the Central Government.
- 第十条每个矿井必须有两个以上能行人的安全出口，出口之间的直线水平距离必须符合矿山安全规程和行业技术规范。 Article 10 Each underground mine must have at least two walkable safety outlets and the direct horizontal distance between such outlets must comply with the safety rules and technological standards for mining industry.
- 第十条国家确定的重要江河、湖泊的防洪规划，由国务院水行政主管部门依据该江河、湖泊的流域综合规划，会同有关部门和有关省、自治区、直辖市人民政府编制，报国务院批准。 Article 10 Flood control planning for major rivers and lakes designated by the state shall, in accordance with comprehensive river basin planning for these rivers and lakes, be formulated by the water conservancy administrative department under the State Council in conjunction with other relevant departments and the people's government(s) of the province(s), autonomous region(s) and municipality(s) concerned directly under the Central Government, and submitted to the State Council for approval.

Article 10 In mining mineral resources in national autonomous areas, the State should give consideration to the interests of those areas and make arrangements favourable to the areas' economic development and to the production and well-being of the local minority nationalities.
- 第十条 禁止向境外输出或者在境内与境外机构、个人合作研究利用我国特有的、新发现未经鉴定的畜禽遗传资源以及国务院畜牧兽医行政主管部门禁止出口的其他畜禽遗传资源。 Article 10 It is forbidden for any entity to engage in exporting to abroad, researching and utilizing unique, newly discovered and unverified Chinese livestock or poultry genetic resources as well as other livestock or poultry genetic resources banned by stockbreeding and veterinary administrative department of the State Council within China in cooperation with any foreign institution or individual.?

- 第十条 国务院地震行政主管部门负责制定全国地震监测预报方案，并组织实施。 Article 10 The competent administrative department for seismic work under the State Council shall be responsible for formulating national plans of earthquake monitoring and prediction and making arrangements for their implementation.
- 第十条 国务院环境保护行政主管部门对全国固体废物污染环境的防治工作实施统一监督管理。 Article 10 The competent administrative department of environmental protection under the State Council shall conduct unified supervision and management of the prevention and control of environmental pollution by solid waste throughout the country.
- 第十条 国务院林业主管部门主管全国林业工作。县级以上地方人民政府林业主管部门，主管本地区的林业工作。乡给人民政府设专程或者兼职人员负责林业工作。 Article 10 The competent forestry authorities under the State Council shall be responsible for the forestry work nationwide. The competent forestry authorities under the people's government above the county level shall be responsible for the forestry work in their jurisdiction. The people's government at the township level shall set up full-time or part-time posts responsible for the forestry work.
- 第十条国务院野生动物行政主管部门和省、自治区、直辖市政府，应当在国家和地方重点保护野生动物的主要生息繁衍的地区和水域，划定自然保护区，加强对国家和地方重点保护野生动物及其生存环境的保护管理。 Article 10 The department of wildlife administration under the State Council and governments of provinces, autonomous regions and municipalities directly under the Central Government shall, in the main districts and water areas where wildlife under special state or local protection lives and breeds, designate nature reserves and strengthen the protection and administration of wildlife under special state or local protection and the environment for its survival.
- 第十条 各级人民政府应当加强植树种草、城乡绿化工作，因地制宜地采取有效措施做好防沙治沙工作，改善大气环境质量。 Article 10 The people's governments at various levels shall redouble their efforts in afforestation, grass-planting, urban and rural greening, and take effective measures to do well the work of prevention and control of sand so as to improve the atmospheric environment.
- 第十条 国务院和省、自治区、直辖市人民政府的经济贸易、环境保护、计划、科学技术、农业等有关行政主管部门，应当组织和支持建立清洁生产信息系统和技术咨询服务体系，向社会提供有关清洁生产方法和技术、可再生利用的废物供求以及清洁生产政策等方面的信息和服务。 Article 10 The relevant administrative departments having responsibility for economics and trade, environmental protection, planning, science and technology and agricultural in the State Council and the people's governments of the provinces, autonomous regions and the municipalities directly under the central government shall exert their organizational efforts and provide support for the establishment of cleaner production information systems and technical consulting and services system to provide the public with information with respect to methodologies and technologies relating to cleaner production, and information and services relating to supply and demand for renewable and recyclable waste products and cleaner production policies.
- 第十条 国务院和省、自治区、直辖市人民政府应当根据能源节约与能源开发并举，把能源节约放在首位的方针，在对能源节约与能源开发进行技术、经济和环境比较论证的基础上，择优选定能源节约、能源开发投资项目，制定能源投资计划。 Article 10 The State Council and the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government shall, according to the principle of making efforts simultaneously to conserve energy and exploit it while giving first priority to the former, decide on the optional energy conservation and exploitation projects for investment and work out plans for such investment on the basis of a comparative demonstration in terms of technology, economy and environment with regard to energy conservation and exploitation.

- 第十条防治水污染应当按流域或者按区域进行统一规划。国家确定的重要江河的流域水污染防治规划，由国务院环境保护部门会同计划主管部门、水利管理部门等有关部门和有关省、自治区、直辖市人民政府编制，报国务院批准。 Article 10 To prevent and control water pollution, it is necessary to make unified plans on the basis of river basins or regions. Plans for preventing and controlling water pollution of basins of major rivers, designated as such by the State, shall be formulated by the environmental protection department under the State Council, together with the competent department of planning, water conservancy administration department and other departments concerned as well as the people's governments of relevant provinces, autonomous regions and municipalities directly under the Central Government, and shall be submitted to the State Council for approval.
- 第十条 再生资源回收企业回收生产性废旧金属时，应当对物品的名称、数量、规格、新旧程度等如实进行登记。 Article 10 When reclaiming producing waste metals, an enterprise of renewable resources recovery shall according to the facts, conduct registration of the name, quantity, specifications as well as the aging degree.
