- 第十条申请转让探矿权、采矿权的，审批管理机关应当自收到转让申请之日起40日内，作出准予转让或者不准转让的决定，并通知转让人和受让人。 Article 10 With respect to applicants for the transfer of mineral exploration right or mining right, the examination and approval administration organ should, within 40 days from the date of receipt of the application for transfer, make a decision on the approval of the transfer or the non-approval of the transfer and inform the transferor and the transferee of the same.

Reclamation of limited stretches of grassland by users of such land must be approved by the local people's governments at the county level or above. Where land reclamation has already caused aridity or serious soil erosion, the local people's governments at the county level or above shall close the area for a limited time and order the reclaimers to restore the vegetation and defer farming for a return to animal husbandry.
