- （一）年综合能源消费总量１万吨标准煤以上的用能单位； (1) units that consume an annual total of energy equaling over 10,000 tons of standard coal each; and
- （一）在城市市区噪声敏感建筑物集中区域内使用高音广播喇叭； (1) Using a high-pitch loudspeaker in an urban area where noise- sensitive structures are concentrated;
- （二）国务院有关部门或者省、自治区、直辖市人民政府管理节能工作的部门指定的年综合能源消费总量5000吨以上不满1万吨标准煤的用能单位。 (2) units that consume an annual total of energy equaling between 5,000 and 10,000 tons of standard coal each, as determined by the relevant department under the State Council or the administrative departments for energy conservation of the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government.
- (二)使用不符合国家安全标准或者行业安全标准的设备、器材、防护用品、安全检测仪器的； (2) using equipment, apparatus, protective appliances and safety examination and testing instruments manufactured not in compliance with the national safety standards or safety standards of the industry;
- （二）违反当地公安机关的规定，在城市市区街道、广场、公园等公共场所组织娱乐、集会等活动，使用音响器材，产生干扰周围生活环境的过大音量的； (2) Using, in violation of the regulations of the local public security organ, audio apparatus which produce such excessive sound volume as to impair the living environment of the neighbourhood when offering entertainment or holding gatherings in such public places as streets, squares or parks in urban areas; or
- （三）城市生活垃圾，是指在城市日常生活中或者为城市日常生活提供服务的活动中产生的固体废物以及法律、行政法规规定视为城市生活垃圾的固体废物。 (3) Urban house refuse means solid waste discharged from urban everyday life or from services provided to urban everyday life as well as the solid waste that is regarded as urban house refuse under laws and administrative rules and regulations.
- （八）未经消除污染的处理将收集、贮存、运输、处置危险废物的场所、设施、设备和容器、包装物及其他物品转作他用的。 (8) using sites, installations, equipment as well as containers, packages and other articles for collecting, storing, transporting and treating hazardous waste for other purposes without giving them treatment to eliminate pollution.
- 在大气受到严重污染，危害人体健康和安全的紧急情况下，当地人民政府应当及时向当地居民公告，采取强制性应急措施，包括责令有关排污单位停止排放污染物。 Under the emergency of a severe atmospheric pollution that may jeopardize human health and safety, the local people's government shall announce the situation to the local residents without delay and take compulsory emergency measures, including ordering the pollutant discharging units concerned to stop the discharge of pollutants.
- 在上级防汛指挥机构和本级人民政府的领导下，指挥本地区的防汛抗洪工作，其办事机构设在同级水行政主管部门； Under the leadership of the flood control headquarters at the next higher level and the people's governments at the same level, the flood control headquarters shall take control of the work of flood control and flood fighting and have their agencies in the water conservancy administrative departments at the same level.
- 被检查单位和个人必须如实报告情况，提供必要的工作条件。 Units and individuals that are being inspected must truth-fu1ly report the situations and provide necessary working conditions for the inspection.
- 驯养繁殖国家重点保护野生动物的单位和个人可以凭驯养繁殖许可证向政府指定的收购单位，按照规定出售国家重点保护野生动物或者其产品。 Units and individuals that domesticate and breed wildlife under special state protection may, by presenting their domestication and breeding licenses, sell wildlife under special state protection or the products thereof, in accordance with the relevant regulations, to purchasing units designated by the government.
- 在野生动物资源保护、科学研究和驯养繁殖方面成绩显著的单位和个人，由政府给予奖励。 Units and individuals that have made outstanding achievements in the protection of wildlife resources, in scientific research on wildlife, or in the domestication and breeding of wildlife shall be awarded by the state.
- 对在气象工作中做出突出贡献的单位和个人，给予奖励。 Units and individuals that make outstanding contributions in meteorological work shall be rewarded.
- 使用农用薄膜的单位和个人，应当采取回收利用等措施，防止或者减少农用薄膜对环境的污染。 Units and individuals that use agricultural film shall take measures to recycle it or other measures to prevent or reduce environmental pollution by agricultural film.
- 产生工业固体废物的单位必须按照国务院环境保护行政主管部门的规定，向所在地县级以上地方人民政府环境保护行政主管部门提供工业固体废物的产生量、流向、贮存、处置等有关资料。 Units discharging industrial solid waste must, in accordance with the regulations of the competent administrative department of environmental protection under the State Council, provide information about the quantity, flow direction, storage treatment and other matters concerning industrial solid waste to the competent administrative department of environmental protection of the local people's government at or above the county level in the place where such units are located.
- 在城市市区进行建设施工或者从事其他产生扬尘污染活动的单位，必须按照当地环境保护的规定，采取防治扬尘污染的措施。 Units that conduct construction operation or other activities that generate dust pollution in the city's urban areas must take measures to prevent and control the dust pollution in accordance with the local regulations on environmental protection.
- 凡是向已有地方排放标准的区域排放大气污染物的，应当执行地方排放标准。 Units that discharge atmospheric pollutants in areas where the local discharge standards have been established shall observe such local standards.
- 前款规定的排污单位排放大气污染物的种类、数量、浓度有重大改变的，应当及时申报； Units that discharge pollutants as specified in the preceding paragraph shall report in due time about any substantial change in the category, quantity or concentration of the atmospheric pollutants discharged.
- ????凡是向已有地方污染物排放标准的区域排放污染物的，应当执行地方污染物排放标准。 Units that discharge pollutants in areas where the local standards for the discharge of pollutants have been established shall observe such local standards.
- 需要倾倒废弃物的单位，必须向国家海洋管理部门提出申请，经国家海洋管理部门审批，发给许可证后，方可倾倒。 Units that need to dump wastes must file an application with the state administrative department of marine affairs and the dumping may be carried out only after a permit has been granted by the department.
- 在国家规定的期限内，生产、进口消耗臭氧层物质的单位必须按照国务院有关行政主管部门核定的配额进行生产、进口。 Units that produce or import ozone-layer-depleting substances must, within the time limit prescribed by the State, carry out the production and import in accordance with the quotas approved by competent administrative authorities under the State Council.
- 超过单位产品能耗限额用能，情节严重的，限期治理。限期治理由县级以上人民政府管理节能工作的部门按照国务院规定的权限决定。 Units that use energy exceeding the quota for energy consumption per unit product to a serious extent shall be required to solve the problem within a time limit. This shall be determined by the administrative departments for energy conservation of the people's governments at or above the county level within the limits of authority as prescribed by the State Council.
- 对在预备役军官工作中做出突出成绩的单位，应当依照有关规定给予表彰或者奖励。 Units which have made outstanding achievements in their work relating to reserve officers shall be commended or awarded in accordance with the relevant regulations.
- 矿山建设工程安全设施竣工后，由管理矿山企业的主管部门验收，并须有劳动行政主管部门参加；不符合矿山安全规程和行业技术规范的，不得验收，不得投入生产。 Upon completion, the safety facilities in mine construction projects shall be subject to inspection for acceptance by the authorities in charge of mining enterprises, with participation of the competent department of labour administration; those failing to comply with the safety rules and technological standards for mining industry may not pass inspection for acceptance, and may not be put into operation.
- 城市防洪规划，由城市人民政府组织水行政主管部门、建设行政主管部门和其他有关部门依据流域防洪规划、上一级人民政府区域防洪规划编制，按照国务院规定的审批程序批准后纳入城市总体规划。 Urban flood control planning shall, in accordance with the river basin flood control planning and the regional flood control planning of the people's government at the next higher level, be formulated by the water conservancy administrative department, the construct ion administrative department and other relevant administrative departments under the people's government of a city which shall organize those administrative departments in the formulation of the planning, and be included into the overall urban planning subject to approval through the examination and approval procedures stipulated by the State Council.
