Where any international treaty or agreement relating to international or border rivers or lakes, concluded or acceded to by the People 's Republic of China, contains provisions differing from those in the laws of the People's Republic of China, the provisions of the international treaty or agreement shall apply, unless the provisions are ones on which the People's Republic of China has made reservations.第五十二条造成水体严重污染的企业事业单位，经限期治理，逾期未完成治理任务的，除按照国家规定征收两倍以上的超标准排污费外，可以根据所造成的危害和损失处以罚款，或者责令其停业或者关闭。 Article 52 An enterprise or institution which has caused severe pollution to a water body but has failed to eliminate such pollution on expiration of the time limit shall, according to regulations of the State, pay twice or more the fee for excess discharge, and may, in the light of consequent damage and loss, also be fined or ordered to suspend operation or close down.第五十二条 违反本法第十七条的规定，对经限期治理逾期未完成治理任务的企业事业单位，除依照国家规定加收超标准排污费外，可以根据所造成的危害后果处以罚款，或者责令停业、搬迁、关闭。 Article 52 Any enterprise or institution that, in violation of the provisions of Article 17 of this Law, fails to put the pollution under control at the expiration of the time limit, may be fined or ordered to suspend production or to relocate or close down in light of the hazards so caused, in addition to paying fees for excessive emission of noise as required by the State.第五十二条 预备役军官参加军事训练、执行军事勤务期间，违反纪律的，依照中央军事委员会的有关规定给予行政处分；构成犯罪的，依法追究刑事责任。 Article 52 Any reserve officer who has violated discipline during the period when he is participating in military training or carrying out military duties shall be given administrative sanctions in accordance with the relevant regulations of the Central Military Commission; those whose act has constituted a crime shall be investigated for criminal responsibility according to law.第五十二条有防洪任务的地方各级人民政府应当根据国务院的有关规定，安排一定比例的农村义务工和劳动积累工，用于防洪工程设施的建设、维护。 Article 52 Local people's governments at all levels responsible for flood control should, according to the relevant provisions of the State Council, assign village compulsory labor and accumulative labor at a proper ratio for the construction and maintenance of flood control works.??? 第五十二条? 本法实施细则由国务院制定。?
