If any party is not satisfied with the decision on an administrative penalty, he may, within fifteen days of receiving the notification on the penalty, file an application for reconsideration with the department at the level next higher to the department that made the decision on the penalty. Disputes over the limits of mining areas that straddle provinces, autonomous regions, or municipalities directly under the Central Government shall be settled by the people's governments of the relevant provinces, autonomous regions or municipalities directly under the Central Government through consultation.
