Disputes over the right of ownership of grasslands or the right to use them shall be settled by the parties concerned through negotiation on the principle of mutual understanding and mutual accommodation in the interest of unity. If no agreement can be reached through such negotiation, the disputes shall be handled by the people's governments.第六条 向大气排放污染物的建设项目投入生产或者使用前，其大气污染防治设施必须经过审批该项目环境影响报告书的环境保护部门检验，符合下列条件： Article 6. Installations for the prevention of air pollution of construction projects which discharge pollutants into the atmosphere must be tested by the same environmental protection authorities which examined and approved the environmental impact reports of the said projects prior to their commissioning or usage to the effect that they conform to the conditions hereunder:第六条 中华人民共和国主管机关有权对专属经济区的跨界种群、高度洄游鱼种、海洋哺乳动物、源自中华人民共和国河流的溯河产卵种群、在中华人民共和国水域内度过大部分生命周期的降河产卵鱼种，进行养护和管理。 Article 6. The department of fishery administration under the State Council shall be in charge of the administration of fisheries throughout the country. Departments of fishery administration under people's governments at or above the county level shall be in charge of fisheries in their respective areas. These departments shall be authorized to set up fishery superintendency agencies in important fishing areas and fishing ports. 第六条 海岸工程建设项目的主管单位，必须在编报计划任务书前，对海洋环境进行科学调查，根据自然条件和社会条件，合理选址，并按照国家有关规定，编报环境影响报告书。 Article 6. Units in charge of coastal construction projects must, before drawing up and submitting their project plan descriptions, conduct scientific surveys of the marine environment, select suitable sites in the light of natural and social conditions and formulate and submit Environmental Impact Statements in accordance with relevant state regulations.第六十条 违反本法第四十四条第一款的规定，造成环境噪声污染的，由公安机关责令改正，可以并处罚款。 Article 60 Any operators or managers who, in violation of the provisions of Paragraph 1 of Article 44 of this Law, cause environmental noise pollution shall be ordered to set it right and may also be fined by the public security organ.
