Units that discharge pollutants into the atmosphere should strengthen management of their anti-air pollution installations that are being commissioned after acceptance checks, and conduct regular inspections and maintenance, or updating when necessary, of these installations, so as to guarantee their normal operation. 第七条 国家建设征用集体所有的草原，按照《国家建设征用土地条例》的规定办理。 Article 7. When grasslands owned by collectives are to be requisitioned for state construction the matter shall be handled in accordance with the provisions of the Regulations Concerning Land Requisition for State Construction. 第七十条 罚款一律上交国库，任何单位和个人不得截留。 Article 70 All penalties shall be turned over to the State Treasury, no unit or individual may retain them. 第七十条违反本法第三十一条的规定，擅自开采保安煤柱或者采用危及相邻煤矿生产安全的危险方法进行采矿作业的，由劳动行政主管部门会同煤炭管理部门责令停止作业；由煤炭管理部门没收违法所得，并处违法所得一倍以上五倍以下的罚款，吊销其煤炭生产许可证； Article 70 If an enterprise, in violation of the provisions of Article 31 of this Law and without authorization, mines safety pillars or adopts dangerous mining methods which threaten production safety of an adjacent coal mine, the labor administration department, together with the department in charge of the coal industry, shall order it to stop mining, and the department in charge of the coal industry shall confiscate its unlawful proceeds, impose on it a fine of not less than one time and not more than five times the unlawful proceeds, and revoke its coal production license; 第七十一条违反本法第四十八条的规定，未经审查批准，擅自从事煤炭经营活动的，由负责审批的部门责令停止经营，没收违法所得，可以并处违法所得一倍以上五倍以下的罚款。 Article 71 If an enterprise, in violation of the provisions of Article 48 of this Law, deals in coal without undergoing examination for approval, the department in charge of examination and approval shall order it to stop such activity, confiscate its unlawful proceeds and may also impose on it a fine of not less than one time and not more than five times its unlawful proceeds.? ?第七十一条 受到固体废物污染损害的单位和个人，有权要求依法赔偿损失。 Article 71 Units and individuals that have suffered damage caused by solid waste pollution shall have the right to claim compensation according to law. 第七十二条违反本法第五十三条的规定，在煤炭产品中掺杂、掺假，以次充好的，责令停止销售，没收违法所得，并处违法所得一倍以上五倍以下的罚款，可以依法吊销煤炭生产许可证或者取消煤炭经营资格；构成犯罪的，由司法机关依法追究刑事责任。 Article 72 If an enterprise, in violation of the provisions of Article 53 of this Law, adulterates coal and sells inferior coal as quality coal, it shall be ordered to stop selling coal, its unlawful proceeds shall be confiscated and it shall be imposed with a fine of not less than one time and not more than five times its unlawful proceeds, and its coal production license may be revoked or it may be disqualified from dealing in coal in accordance with law; if the violation constitutes a crime, the judicial organ shall investigate its criminal responsibility. 第七十二条 违反本法规定，收集、贮存、处置危险废物，造成重大环境污染事故，导致公私财产重大损失或者人身伤亡的严重后果的，比照刑法第一百一十五条或者第一百八十七条的规定追究刑事责任。 Article 72 Whoever collects, stores and treats hazardous waste against the provisions of this Law and has caused a serious environmental pollution accident that leads to grave consequences resulting in heavy public or private property losses or serious personal injury or death shall be investigated for criminal responsibility by applying mutatis mutandis the provisions of Article 115 or Article 187 of the Criminal Law. 第七十三条 固体废物污染环境防治监督管理人员滥用职权、玩忽职守、徇私舞弊，构成犯罪的，依法追究刑事责任；尚不构成犯罪的，依法给予行政处分。 Article 73 If any person engaged in supervision and administration of the prevention and control of environmental pollution by solid waste abuses his power, neglects his duty or practises irregularities for personal gain and if the case constitutes a crime, he shall be investigated for criminal responsibility according to law, if the case does not constitute a crime, he shall be given an administrative sanction according to law.
