Units or individuals who have suffered damage caused by marine environmental pollution shall be entitled to claim compensation from the party which caused the pollution damage. Disputes over the compensation liability and the amount of compensation may be settled by the competent authorities. Article 43 If a person, in violation of the provisions of this Law, purchases or sells mineral products which are to be purchased exclusively by the State, such products and his unlawful proceeds shall be confiscated, and he may also be fined. On the occasion of taking part in important celebration activities such as on the National Day and the Army Day, they may wear reserve officers uniforms with epaulets and insignias indicating their reserve ranks. 第四十三条 国务院环境保护行政主管部门应当会同国务院有关部门制定国家危险废物名录，规定统一的危险废物鉴别标准、鉴别方法和识别标志。 Article 43 The competent administrative department of environmental protection under the State Council shall, jointly with other relevant departments under the State Council, formulate a national catalog of hazardous waste, lay down unified criteria and methods for identifying and distinguishing hazardous waste.第四十三条 城市人民政府应当采取绿化责任制、加强建设施工管理、扩大地面铺装面积、控制渣土堆放和清洁运输等措施，提高人均占有绿地面积，减少市区裸露地面和地面尘土，防治城市扬尘污染。 Article 43 The municipal people's government shall take measures such as the responsibility system for afforestation, strengthening administration of construction operation, expanding the area of the paved ground, control of the heaping up of debris and waste and using clean transportation measures to increase the per capita possession of green land, reduce the size of bare land and surface dirt, and prevent and control the dust pollution in the urban areas.
