The railway departments and other relevant departments shall act in accordance with such plans and take effective measures to mitigate environmental noise pollution.????第三十九条??对经限期治理逾期未完成治理任务的企业事业单位，除依照国家规定加收超标准排污费外，可以根据所造成的危害后果处以罚款，或者责令停业、关闭。 Article 39. An enterprise or institution that has failed to eliminate or control pollution by the deadline as required shall, as provided for by the state, pay a fee for excessive discharge; in addition, a fine may be imposed on it on the basis of the damage incurred, or the enterprise or institution may be ordered to suspend its operations or close down. 第三十九条 县级以上人民政府防汛指挥机构统一指挥防汛抗洪工作。 Article 39. The flood prevention headquarters under the people's governments at or above the county level shall exercise unified command over the work of preventing and fighting floods. 第三十九条 获准倾倒废弃物的单位，应当按许可证注明的期限及条件，到指定的区域进行倾倒。废弃物装载之后，批准部门应予核实。利用船舶倾倒废弃物的，由驶出港的港务监督核实。 Article 39. Units that have obtained permits for dumping wastes shall dump wastes at the designated place, within the time limit and in accordance with the conditions specified in the permit. Wastes to be dumped shall be verified by the approving department after their loading. Wastes to be dumped by means of vessels shall be supervised and verified by the harbour superintendency administration at the port of departure. 第四条 节能是国家发展经济的一项长远战略方针。 Article 4 Energy conservation is a long-term concept of strategy of the State for national economic development.第四条 县、市气象主管机构所属的气象台站应当主要为农业生产服务，及时主动提供保障当地农业生产所需的公益性气象信息服务。 Article 4 Meteorological offices and stations subordinate to the competent meteorological departments of counties or cities shall chiefly serve agricultural production, providing, on their own initiative and in a timely manner, public welfare meteorological information services needed by local agricultural production. 第四条 防震减灾工作，应当纳入国民经济和社会发展计划。 Article 4 Protection against and mitigation of earthquake disasters shall be incorporated into plans for national economic and social development.第四条国有煤矿企业、外商投资煤矿企业取得煤炭生产许可证，应当具备下列条件： Article 4 State-owned coal enterprises and foreign investment coal enterprises applying for coal production licenses shall meet the following requirements:第四条 县级以上人民政府环境保护行政主管部门对大气污染防治实施统一监督管理。 Article 4 The administrative department of environmental protections under the people's governments at or above the county level shall be the instrument conducting unified supervision and management of the prevention and control of atmospheric pollution.第四条国务院地质矿产主管部门和省、自治区、直辖市人民政府地质矿产主管部门是探矿权、采矿权转让的审批管理机关。 Article 4 The competent department of geology and mineral resources under the State Council and the competent departments of geology and mineral resources of people’s governments of the provinces, autonomous regions and municipalities directly under the Central Government shall be the organs for the administration of examination and approval of the transfer of mineral exploration right and mining right.第四条国务院劳动行政主管部门对全国矿山安全工作实施统一监督。 Article 4 The competent departments of labour administration under the State Council shall exercise unified supervision over the work of safety control throughout the country.第四条各级人民政府的环境保护部门是对水污染防治实施统一监督管理的机关。 Article 4 The environmental protection departments of the people's governments at various levels shall be the organs exercising unified supervision and management of prevention and control of water pollution.第四条开发利用和保护水资源，应当服从防洪总体安排，实行兴利与除害相结合的原则。 Article 4 The exploration and protection of water resources should be subject to the overall arrangements for flood control and observe the principle of combining the promotion of advantages with the elimination of disadvantages.第四条 从境外引进畜禽遗传资源，应当具备下列条件： Article 4 The following requirements shall be satisfied for importing a livestock or poultry genetic resource from abroad: 第四条 森林分为以下五类： Article 4 The forests are divided into the following five categories:第四条 国家鼓励和促进清洁生产。国务院和县级以上地方人民政府，应当将清洁生产纳入国民经济和社会发展计划以及环境保护、资源利用、产业发展、区域开发等规划。 Article 4 The nation is committed to encouraging and promoting cleaner production.
