If the safety of the lives and property of inhabitants is endangered by severe environmental pollution, the competent department of environmental protection administration of the local people's government at or above the county level must promptly report to the local people's government. The people's government concerned shall take effective measures to remove or alleviate the hazard. 第三十二条 国家对直接从地下或者江河、湖泊取水的，实行取水许可制度。为家庭生活、畜禽饮用取水和其他少量取水的，不需要申请取水许可， Article 32. The state shall put into practice a license system for drawing water directly from subterranean streams, rivers or lakes. However, it shall not be necessary to apply for a license if water is drawn for household use or for livestock and poultry to drink, or if a small amount of water is drawn for other purposes. 第三十二条 船舶进行加油和装卸油作业时， 必须遵守操作规程， 采取有效的预防措施，防止发生漏油事故。 Article 32. Vessels, when bunkering or loading and unloading oil, must observe operating instructions and take effective measures to prevent oil spills. 第三十三条 破坏性地震发生后，地震灾区的各级地方人民政府应当组织各方面力量，抢救人员，并组织基层单位和人员开展自救和互救； Article 33 After the occurrence of a destructive earthquake, the local people's governments at all levels in the earthquake-stricken areas shall mobilize forces from all quarters to rescue people and mobilize grassroots units and personnel for self- and mutual-rescue.??? 第三十三条? 在建设铁路、工厂、水库、输油管道、输电线路和各种大型建设物或者建筑群之前，建设单位必须向所在省、自治区、直辖市地质矿产主管部门了解拟建工程所在地区的矿产资源分布和开采情况。非经国务院授权的部门批准，不得压覆重要矿床。? Article 33 Before the construction of railways, factories, reservoirs, oil pipelines, transmission lines and various large structures or architectural complexes, the units responsible for the construction must obtain information from the departments in charge of geology and mineral resources under the local people's governments of provinces, autonomous regions, or municipalities directly under the Central government about the geographical distribution and mining of the mineral resources in the areas where the construction projects are to be built. Those projects shall not be constructed over important mineral deposits unless approved by departments authorized by the State Council. 第三十三条关闭煤矿和报废矿井，应当依照有关法律、法规和国务院煤炭管理部门的规定办理。 Article 33 Coal mines shall be closed or abandoned in accordance with the relevant laws and regulations as well as the rules of the department in charge of the coal industry under the State Council.第三十三条县级以上各级人民政府劳动行政主管部门对矿山安全工作行使下列监督职责： Article 33 Competent departments of labour administration of the people's governments at or above the county level shall exercise the following supervisory functions and responsibilities with respect to safety work in mines:第三十三条违反本法规定，未取得狩猎证或者未按狩猎证规定猎捕野生动物的，由野生动物行政主管部门没收猎获物和违法所得，处以罚款，井可以没收猎捕工具，吊销狩猎证。 Article 33 If anyone, in violation of the provisions of this Law, hunts or catches wildlife without a hunting license or in violation of the prescriptions of the hunting license, his catch and unlawful income shall be confiscated and he shall be fined by the department of wildlife administration and, in addition, his hunting gear may be confiscated and his hunting license revoked.第三十三条禁止在江河、湖泊、运河、渠道、水库最高水位线以下的滩地和岸坡堆放、存贮固体废弃物和其他污染物。 Article 33 It is forbidden to pile or deposit solid wastes and other pollutants on beaches and bank slopes below the highest water level of rivers, lakes, canals, irrigation channels and reservoirs.
