In the formulation of the annual cutting quotas, the state-owned enterprise, institution, farmland, factory or mine shall be calculated as a unit for state-owned forests and trees, and the county as a unit for collectively used forests and trees and the privately owned trees. It shall see to it that the recovery rate and impoverishment rate in mining and recovery rate in ore-dressing meet the design requirements. 第二十九条开采煤炭资源必须符合煤矿开采规程，遵守合理的开采顺序，达到规定的煤炭资源回采率。 Article 29 In the exploitation of coal resources, coal mining regulations must be complied with, the rational mining sequence followed and the rate of extraction set for exploiting coal resources achieved.第二十九条禁止向水体排放油类、酸液、碱液或者剧毒废液。 Article 29 It is forbidden to discharge any oil, acid or alkaline solutions or deadly toxic liquid waste into any water body. 第二十九条 重点用能单位应当设立能源管理岗位，在具有节能专业知识、实际经验以及工程师以上技术职称的人员中聘任能源管理人员，并向县级以上人民政府管理节能工作的部门和有关部门备案。 Article 29 Key energy-using units shall establish positions for administration of energy, appoint employees to such positions from among the ones who have the expertise for and practical experience in energy conservation and who have the technical title at or above the level of engineer, and report the matter to the administrative department for energy conservation and the relevant departments of the people's government at or above the county level for the record.第二十九条 县级以上地方人民政府应当根据防御气象灾害的需要，制定气象灾害防御方案，并根据气象主管机构提供的气象信息，组织实施气象灾害防御方案，避免或者减轻气象灾害。 Article 29 Local people's governments at or above the county level shall, in light of the need for preventing meteorological disasters, work out plans for the purpose and, on the basis of the meteorological information provided by the competent meteorological departments, make arrangements for carrying out such plans, in order to avert or mitigate meteorological disasters.第二十九条矿山企业不得录用未成年人从事矿山井下劳动。 Article 29 Mining enterprises may not recruit adolescents to engage in underground work.第二十九条 大、中城市人民政府应当制定规划，对饮食服务企业限期使用天然气、液化石油气、电或者其他清洁能源。 Article 29 People's governments of large or medium-sized cities shall make plans for catering service enterprises to start the use of clean energy such as natural gas, liquefied petroleum gas and electricity within a prescribed time limit.第二十九条国务院水行政主管部门建立水土保持监测网络，对全国水土流失动态进行监测预报，并予以公告。 Article 29 The department of water administration under the State Council shall establish a monitoring network for water and soil conservation, so as to conduct monitoring and prediction of the nation-wide soil erosion developments and publicly announce the results thereof.第二十九条有关地方政府应当采取措施，预防、控制野生动物所造成的危害，保障人畜安全和农业、林业生产。 Article 29 The local governments concerned shall take measures to prevent and control the harm caused by wildlife so as to guarantee the safety of human beings and livestock and ensure agricultural and forestry production.第二十九条 在城市市区范围内，建筑施工过程中使用机械设备，可能产生环境噪声污染的，施工单位必须在工程开工十五日以前向工程所在地县级以上地方人民政府环境保护行政主管部门申报该工程的项目名称、施工场所和期限、可能产生的环境噪声值以及所采取的环境噪声污染防治措施的情况。 Article 29 The unit in charge of a construction project which may produce environmental noise pollution due to the use of machines and other equipment, must report, 15 days before commencement of construction, to the competent administrative department for environmental protection of the local people's government at or above the county level the name of the project, the construction site, the length of time needed for completion of the project, the possible level of environmental noise and the measures taken for prevention and control of such pollution.第二十九条 本办法自2007年5月1日起施行。 Article 29 These Measures shall enter into force as of May 1, 2007. 第二十九条 产生工业固体废物的单位应当建立、健全污染环境防治责任制度，采取防治工业固体废物污染环境的措施。 Article 29 Units discharging industrial solid waste must establish and improve the responsibility system for the prevention and control of environmental pollution and adopt measures for the prevention and control of environmental pollution by industrial solid waste.第二十九条 预备役军官犯罪，被依法判处剥夺政治权利或者三年以上有期徒刑的，应当剥夺其预备役军官军衔。批准剥夺预备役军官军衔的权限，与批准授予该级预备役军官军衔的权限相同。 Article 29 Where a reserve officer has committed a crime and has been deprived of his political rights or sentenced to fixed-term imprisonment of three years or more in accordance with law, he shall be deprived of his reserve rank. The limits of authority for approving the deprivation of a reserve rank shall be the same as those for approving the conferment of the rank. 第二十九条 国家所有的水工程，应当按照经批准的设计，由县级以上人民政府依照国家规定，划定管理和保护范围。 Article 29. Any state-owned water project shall have a zone for its management and protection, to be delimited by a people's government at or above the county level in accordance with the approved design and state provisions.
