- 第二十二条在水力侵蚀地区，应当以天然沟壑及其两侧山坡地形成的小流域为单元，实行全面规划，综合治理，建立水土流失综合防治体系。 Article 22 In a water-eroded region, by taking a small river basin comprising the natural ravines and flanking hill slopes as a unit, a comprehensive system for the prevention and control of soil erosion shall be set up on the basis of overall planning and comprehensive rehabilitation.
- 第二十二条 依照本办法的规定参与评估、评审、测定的专家，利用职务上的便利收取他人财物或者谋取其他利益，或者出具虚假意见的，没收违法所得，依法给予处分；构成犯罪的，依法追究刑事责任。 Article 22 In accordance with provisions herein, where any expert involved in evaluation, review or check and determination gains properties or other benefits using functionary convenience, or issues false opinions, illegal income shall be seized and given sanctions by law; if a crime is constituted, criminal liabilities shall be investigated under the law.

- 第二十二条 各级林业主管部门负责组织森林病虫害防治工作。 Article 22 The competent forest authorities at various levels shall be responsible for the organization of the work of forest insect pest prevention.

- 第二十二条 违反本办法第八条规定，由县级人民政府公安机关给予警告，责令其限期改正；逾期拒不改正的，可视情节轻重，对再生资源回收经营者处500元以上2000元以下罚款，并可向社会公告。 Article 22 Those who violate regulations of Article 8 of these Measures should be warned by public security organs and ordered to correct in definite time period; those who refuse to correct shall be fined no less than 500 yuan and no more than yuan according to specific conditions. Public security organs may also announce the violation to the public.

- 第二十二条矿山企业职工必须遵守有关矿山安全的法律、法规和企业规章制度。 Article 22 Workers and staff of mining enterprises must observe the laws, regulations and enterprise rules concerning safety in mines.
- 第二十二条 机动车船向大气排放污染物不得超过规定的排放标准。对超过规定排放标准的机动车船，应当采取治理措施。 Article 22. Discharges of pollutants into the atmosphere by motor vehicles or vessels must not exceed prescribed standards, otherwise measures will have to be taken to tackle with the problem arising therefrom.
- 第二十二条 兴建水工程，必须遵守国家规定的基本建设程序和其他有关规定。凡涉及其他地区和行业利益的，建设单位必须事先向有关地区和部门征求意见，并按照规定报上级人民政府或者有关主管部门审批。 Article 22. The building of any water project must conform with the capital construction procedures and the other relevant provisions stipulated by the state. Where a project involves the interests of other regions and trades, the construction unit must first solicit opinions from the regions and departments concerned and, in accordance with the relevant provisions, report the project to the people's government at the higher level or the competent department concerned for approval.
- 第二十二条 国务院农牧业部门根据本法制定实施细则，报国务院批准后施行。 Article 22. The farming and animal husbandry department under the State Council shall, in accordance with this Law, formulate rules for its implementation and shall submit them to the State Council for approval before they are put into effect.

- 第二十二条 向海域排放含热废水，应当采取措施，保证邻近的渔业水域的水温符合国家水质标准，避免热污染对水产资源的危害。 Article 22. When discharging heated waste water into the sea, measures shall be taken to ensure that the water temperature in the adjacent fishing areas is kept within state water quality standards in order to avoid damage to the aquatic resources by heat pollution.
- 第二十三条禁止围湖造地。已经围垦的，应当按照国家规定的防洪标准进行治理，有计划地退地还湖。 Article 23 Enclosing a lake for cultivation is prohibited. Those reclaimed lakes should be put in order according to the standards set by the state for flood control and restored from farmland in a planned way.
- 第二十三条 用能单位应当建立节能工作责任制，对节能工作取得成绩的集体、个人给予奖励。 Article 23 Energy-using units shall establish a responsibility system for energy conservation and grant rewards to collectives and individuals that achieve successes in energy conservation.
- 第二十三条 餐饮、娱乐、宾馆等服务性企业，应当采用节能、节水和其他有利于环境保护的技术和设备，减少使用或者不使用浪费资源、污染环境的消费品。 Article 23 Enterprises purveying services, such as restaurants, places of entertainment, hotels, etc., shall adopt measures for energy and water conservation and other environmentally-friendly technologies and equipment and reduce or avoid the use and consumption of goods which waste resources and pollute the environment.
- 第二十三条 禁止毁林开垦和毁林采石、采砂、采土以及其他毁林行为。 Article 23 Land reclamation at the expense of deforestation, rock quarrying, sand quarrying, soil extracting and other activities at the expense of deforestation shall be forbidden.
- 第二十三条 各级人民政府应当组织有关部门开展防震减灾知识的宣传教育，增强公民的防震减灾意识，提高公民在地震灾害中自救、互救的能力；加强对有关专业人员的培训，提高抢险救灾能力。 Article 23 People's governments at all levels shall mobilize the departments concerned to disseminate knowledge about the importance of protecting against and mitigating earthquake disasters, enhancing the citizens' awareness of such importance and help increasing citizens' capability of self-and mutual-rescue from earthquake disasters; and improve the training of specialists in this field so as to enhance their ability of dealing with emergencies and providing disaster relief.
- 第二十三条 再生资源回收企业违反本办法第十条第一、二款规定，收购生产性废旧金属未如实进行登记的，由公安机关依据《废旧金属收购业治安管理办法》的有关规定予以处罚。 Article 23 Public security organs shall punish enterprises of renewable resources recovery that go against Paragraph 1 and Paragraph 2 of Article 10 of these Measures and fail to register the true information when producing waste metals in line with relevant regulations of Measures for Administration on Pubic Security of Waste Metal Purchasing Industry.
- ??? 第二十三条? 区域地质调查按照国家统一规划进行。区域地质调查的报告和图件按照国家规定验收，提供有关部门使用。? Article 23 Regional geological surveys shall be carried out in accordance with the unified State plan. Reports on regional geological surveys and the appended maps and other data shall be examined for acceptance in accordance with State regulations and then provided to relevant departments for use.
