- 第二条 国务院和地方各级人民政府，必须将大气环境保护工作纳入国民经济和社会发展计划，合理规划工业布局，加强防治大气污染的科学研究，采取防治大气污染的措施，保护和改善大气环境。 Article 2 The State Council and the local people's governments at various levels must incorporate the protection of the atmospheric environment into their national economic and social development plans, make rational plans for the distribution of industrial layout, strengthen the scientific research on the prevention and control of atmospheric pollution, adopt preventive and curative measures against atmospheric pollution, and protect and improve the atmospheric environment.
- 第二条 本法所称能源，是指煤炭、原油、天然气、电力、焦炭、煤气、热力、成品油、液化石油气、生物质能和其他直接或者通过加工、转换而取得有用能的各种资源。 Article 2 The term ""energy"" as used in this Law refers to coal, crude oil, natural gas, power, coke, coal gas, heat, processed oil, liquefied petroleum gas, biomass energy and other resources from which useful energy can be derived directly or through processing or conversion.
- 第二条 本法所称预备役军官是被确定为人民解放军预备役排级以上职务等级或者初级以上专业技术职务等级，被授予相应的预备役军官军衔，并经兵役机关登记的预备役人员。 Article 2 The term ""reserve officers"" as used in this Law refers to the reservists who have been assigned reserve post grades at or above the level of platoon leader, or specialized technical post grades at or above the junior level, of the People's Liberation Army, granted corresponding military ranks for reserve officers, and registered with military service organs.

- 第二条 从境外引进畜禽遗传资源，向境外输出或者在境内与境外机构、个人合作研究利用列入畜禽遗传资源保护名录的畜禽遗传资源，应当遵守《中华人民共和国畜牧法》，并依照本办法的规定办理审批手续。 Article 2 Where a livestock or poultry genetic resource is to be imported from abroad, any livestock or poultry genetic resource included in the protection list is to be exported from China or is to be researched and utilized within China in cooperation with any foreign institution or individual, the applicant shall observe Stock-breeding Law of the People’s Republic of China, and go through the procedures for examination and approval in accordance with provisions herein.

- 第二条 本法所称水资源，是指地表水和地下水。在中华人民共和国领域内开发、利用、保护、管理水资源，防治水害，必须遵守本法。 Article 2. The "" water resources "" referred to in this Law includes surface water and groundwater. This Law must be observed in the development, utilization, protection and management of water resources and in the prevention and control of water disasters within the territory of the People's Republic of China.
- 第二条 中华人民共和国的专属经济区，为中华人民共和国领海以外并邻接领海的区域，从测算领海宽度的基线量起延至二百海里。 Article 2. The exclusive economic zone of the People's Republic of China covers the area beyond and adjacent to the territorial sea of the People's Republic of China, extending to 200 nautical miles from the baselines from which the breadth of the territorial sea is measured.

The People's Governments at various levels under the Central Administration are held responsible for the quality of atmospheric environment of areas under their jurisdiction, and should adopt measures to prevent air pollution, and protect and improve the atmospheric environment.
- 第二条 本法适用于中华人民共和国的内海、领海以及中华人民共和国管辖的一切其他海域。 Article 2. This Law shall apply to the internal seas and territorial seas of the People's Republic of China and all other sea areas under the jurisdiction of the People's Republic of China.

- 第二十条 我国的畜禽遗传资源信息，包括重要的畜禽遗传家系和特定地区遗传资源及其数据、资料、样本等，未经国务院畜牧兽医行政主管部门许可，任何单位或者个人不得向境外机构和个人转让。 Article 20 Any entity or individual shall not transfer to any foreign institution or individual Chinese information of livestock or poultry genetic resource including important livestock or poultry genetic genealogy and resource in given regions as well as data, documents and samples without permission of stockbreeding and veterinary administrative department of the State Council.
- 第二十条 单位因发生事故或者其他突然性事件，排放和泄漏有毒有害气体和放射性物质，造成或者可能造成大气污染事故、危害人体健康的，必须立即采取防治大气污染危害的应急措施，通报可能受到大气污染危害的单位和居民，并报告当地环境保护行政主管部门，接受调查处理。 Article 20 Any unit that, as a result of an accident or any other exigency, discharges or leaks toxic or harmful gases or radioactive substances, thereby causing or threatening to cause an accident of atmospheric pollution and jeopardize human health, must promptly take emergency measures to prevent and control the atmospheric pollution hazards, make the situation known to such units and inhabitants as are likely to be endangered by the atmospheric pollution hazards, report the situation to the local administrative department of environmental protection and accept its investigation and settlement.
- 第二十条 未依法取得营业执照而擅自从事再生资源回收经营业务的，由工商行政管理部门依照《无照经营查处取缔办法》予以处罚。 Article 20 Enterprises or individuals undertake renewable resources recovery without business license shall be punished by department of industrial and commercial administration in accordance with Measures on Investigating, Punishing and Stamping out Operation without Business License.
- 第二十条在自然保护区、禁猎区和禁猎期内，禁止猎捕和其他妨碍野生动物生息繁衍的活动。 Article 20 In nature reserves and areas closed to hunting, and during seasons closed to hunting, the hunting and catching of wildlife and other activities which are harmful to the living and breeding of wildlife shall be prohibited.
- 第二十条 禁止擅自关闭、闲置或者拆除工业固体废物污染环境防治设施、场所； Article 20 It is forbidden to close down, leave idle or dismantle, without authorization, installations or places for the prevention and control of environmental pollution by industrial solid waste.
