- 第十八条国家确定的重要江河流域的水资源保护工作机构，负责监测其所在流域的省界水体的水环境质量状况，并将监测结果及时报国务院环境保护部门和国务院水利管理部门；有经国务院批准成立的流域水资源保护领导机构的，应当将监测结果及时报告流域水资源保护领导机构。 Article 18 Water resources protection agencies for major river basins determined as such by the State shall be responsible for monitoring the water environment quality conditions of such river basins within the boundaries of the provinces where they are located and shall, without delay, report the monitoring findings to the environmental protection department under the State Council and the water conservancy administration department under the State Council; where there are leading bodies for protection of water resources of the river basins that are set up with the approval of the State Council, such findings shall, without delay, be reported to those leading bodies.
- 第十八条 跨行政区域转移再生资源进行储存、处置的，应当依照《中华人民共和国固体废物污染环境防治法》第二十三条的规定办理行政许可。 Article 18 When trans-regional transferring is needed for storage and disposal, administrative license shall be dealt with in accordance with Article 23 of Law on the Prevention and Control of Environmental Pollution by Solid Wastes.

The discharge of harmful substances into the sea by coastal units must be conducted in strict compliance with the standards for discharge and the relevant regulations promulgated by the state or the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government.
- 第十八条 草原所有权、使用权受到侵犯的，被侵权人可以请求县级以上地方人民政府农牧业部门处理。有关农牧业部门有权责令侵权人停止侵权行为，赔偿损失。被侵权人也可以直接向人民法院起诉。 Article 18. When a person's right of ownership of grasslands or his right to use them has been infringed upon, he may apply for settlement to the farming and animal husbandry department of the local people's government at the county level or above. The farming and animal husbandry department concerned shall have the power to order the infringing party to stop such infringement and compensate for the losses sustained by the victim. - 第十九条 建设工程必须按照抗震设防要求和抗震设计规范进行抗震设计，并按照抗震设计进行施工。 Article 19 All construction projects shall be designed in compliance with the requirements for fortification against earthquakes and in conformity with the standard aseismatic design and shall be constructed in accordance with the design.

- 第十九条 与畜禽遗传资源引进、输出和对外合作研究利用的单位以及与境外机构或者个人有利害关系的人员，不得参与对有关申请的评估、评审以及对进境畜禽遗传资源的测定、评估工作。 Article 19 Any interested entity or person with import and export, foreign cooperative research utilization, any foreign institution or individual of livestock or poultry genetic resource shall not participate in evaluation and review for applications concerned as well as check and determination, and evaluation work of imported livestock or poultry genetic resource.
- 第十九条猎捕者应当按照特许猎捕证、狩猎证规定的种类、数量、地点和期限进行猎捕。 Article 19 Anyone engaged in the hunting or catching of wildlife shall observe the prescriptions in his special hunting and catching license or his hunting license with respect to the species, quantity, area and time limit.
