In the event that under specific circumstances it is absolutely necessary to burn bitumen, asphalt felt, rubber, plastics, leather, or other materials which may produce toxic or other harmful dusts, or gases with offensive odor at population centers, such conducts must have the approval of local environmental protection authorities, and be effected in specially provided furnaces in a way they are burned collectively.

The people's governments at various levels shall provide better protection for the agricultural environment by preventing and controlling soil pollution, the desertification and alkalization of land, the impoverishment of soil, the deterioration of land into marshes, earth subsidence, the damage of vegetation, soil erosion, the drying up of sources of water , the extinction of species and the occurence and development of other ecological imbalances, by extending the scale of a comprehensive prevention and control of plant diseases and insect pests, and by promoting a rational application of chemical fertilizers, pesticides and plant growth hormone.

It shall not be permitted to fish in prohibited fishing areas and during closed seasons, to fish with gear and methods banned by the fishery authority or to use fishing nets with meshes smaller than the minimum prescribed sizes.

Where the building of any water project or any other construction project has an adverse effect on the current use of water for irrigation, the existing source of water supply or the present flow of the navigation channel, the unit constructing the project shall adopt remedial measures or otherwise make compensation.
- 第二十一条 生产大型机电设备、机动运输工具以及国务院经济贸易行政主管部门指定的其他产品的企业，应当按照国务院标准化行政主管部门或者其授权机构制定的技术规范，在产品的主体构件上注明材料成分的标准牌号。 Article 21 Any enterprise producing large-sized electromechanical equipment, motor-driven transport apparatuses, and other any products designated accordingly by the relevant departments for economic and trade under the State Council shall place the standard label listing material composition on a main structural component of the product in accordance with the technical specifications therefor devised by the relevant administrative department responsible for such standardization under the State Council or its duly authorized organizations.
- 第二十一条 畜牧兽医行政主管部门工作人员在畜禽遗传资源引进、输出和对外合作研究利用审批过程中玩忽职守、滥用职权、徇私舞弊的，依法给予处分；构成犯罪的，依法追究刑事责任。 Article 21 Any staff of stockbreeding and veterinary administrative department neglecting his duty, abusing authority or committing illegalities for personal gains in the process of examination and approval for import, export and foreign cooperative research utilization of livestock or poultry genetic resource shall be given sanctions by law; if a crime is constituted, criminal liabilities shall be investigated under the law.
- 第二十一条 用能单位应当按照合理用能的原则，加强节能管理，制定并组织实施本单位的节能技术措施，降低能耗。 Article 21 Energy-using units shall, in accordance with the principle of rational use of energy, exercise strict administration of energy conservation, formulate and implement technical measures for energy conservation in respective units so as to reduce energy consumption.
- ??? 第二十一条? 关闭矿山，必须提出矿山闭坑报告及有关采掘工程、不安全隐患、土地复垦利用、环境保护的资料，并按照国家规定报请审查批准。? Article 21 If a mine is to be closed down, a report must be prepared with information about the mining operations, hidden dangers, land reclamation and utilization, and environmental protection, and an application for examination and approval must be filed in accordance with relevant State regulations.
- ????第二十一条 对造成固体废物严重污染环境的企业事业单位，限期治理。 Article 21 If an enterprise or institution causes severe environmental pollution with solid waste, it shall be required to bring it under control within a time limit.
- 第二十一条在生活饮用水源受到严重污染，威胁供水安全等紧急情况下，环境保护部门应当报经同级人民政府批准，采取强制性的应急措施，包括责令有关企业事业单位减少或者停止排放污染物。 Article 21 In case of emergency, such as severe pollution of a domestic and drinking water source which threatens the safe supply of water, the environmental protection department shall, with the approval of the people's government at the same level, take compulsory emergency measures, including ordering the enterprises or institutions concerned to reduce or stop the discharge of pollutants.
