- 第十二条 药品生产企业必须对其生产的药品进行质量检验；不符合国家药品标准或者不按照省、自治区、直辖市人民政府药品监督管理部门制定的中药饮片炮制规范炮制的，不得出厂。 Article 12 The pharmaceutical producing enterprises must conduct quality inspections on the pharmaceuticals they produce; products which do not meet national pharmaceutical standards or are not prepared in conformity with the processing standards stipulated by the pharmaceutical supervisory and administrative departments of the provinces, autonomous regions, or municipalities directly under the central government shall not leave the factory.

- 第十二条 生产单位和供应单位托运精神药品（包括邮寄），应当在货物的运单上，写明该精神药品的具体名称，并在发货人记事栏内加盖“精神药品专用章”，凭此办理运输手续。 Article 12 When consigning psycho pharmaceuticals, the production unit or the supply unit must fill out the full name of the drug on the parcel form, and stamp, in the space for the consigner, a special Seal for Psychotropic drugs.
- 第十二条 国家实行有计划的预防接种制度。 Article 12. The state shall practise a planned prophylactic vaccination system.
- 第十三条（申请材料的提交） Article 13 (Application Documents to Be Submitted)
- 第十三条符合下列条件的进口医疗器械产品为较高风险等级： Article 13 Any imported medical instrument that satisfy the following requirements shall be at a level of relatively high risk:
- 第十三条医疗机构对临床用血必须进行核查，不得将不符合国家规定标准的血液用于临床。 Article 13 Medical institutions must conduct verification over blood for clinical use and must not use blood not in conformity with standards prescribed by the state for clinical purposes.
- 第十三条 经国务院药品监督管理部门或者国务院药品监督管理部门授权的省、自治区、直辖市人民政府药品监督管理部门批准，药品生产企业可以接受委托生产药品。 Article 13 Pharmaceutical producing enterprises can accept the authorization to produce pharmaceuticals after they obtain approval from the pharmaceutical supervisory and administrative department under the State Council or the pharmaceutical supervisory and administrative departments of the provinces, autonomous regions, or municipalities directly under the central government authorized by the supervisory and administrative department of pharmaceuticals under the State Council.
- 第十三条中药一级保护品种的处方组成、工艺制法，在保护期限内由获得《中药保护品种证书》的生产企业和有关的药品生产经营主管部门、卫生行政部门及有关单位和个人负责保密，不得公开。? Article 13 The ingredient and formulae, and its technical know-how of the preparation for varieties under Grade 1 protection shall be kept as a secret within the protection period. Enterprises granted with ""the Certificate of Variety of Traditional Chinese Medicine under Protection"", the responsible departments for the preparation and management of traditional Chinese medicines, the health administrative departments concerned, and all units and individuals concerned shall not make it known to the public.
- 第十三条省、自治区、直辖市人民政府根据本地区的实际情况，制定婚前医学检查制度实施办法。 Article 13 The people's governments of provinces, autonomous regions or municipalities directly under the Central Government shall, on the basis of the actual conditions of their respective areas, formulate measures for implementing the pre-marital medical examination system.
- 第十三条 红十字会有权处分其接受的救助物资；在处分捐赠款物时，应当尊重捐赠者的意愿。 Article 13 The Red Cross Society of China shall have the right to dispose of the relief goods and materials accepted; and in disposing of the contributed money and goods, it shall honour the wishes of the donors.
- 第十三条国家实行医师执业注册制度。 Article 13 The state practices a registration system for doctors to practice medicine.
- 第十三条 运输单位承运精神药品，必须加强管理，及时运输，缩短在车站、码头、机场存放时间。 Article 13 the transportation units must strengthen administration work to ensure prompt shipment of psychotropic drugs by shortening its storage time at the station, on the dock or at the airport.
- 第十三条 供水单位供应的饮用水必须符合国家规定的卫生标准。 Article 13. The drinking water provided by a water supply unit must conform to the hygienic standards set by the state.
- 第十四条（申请设置个体诊所、个体护理站应当提交的材料） Article 14 (Application Documents to Be Submitted for the Establishment of A Private Clinic or A Private Nursing Station)
- 第十四条公民临床用血时只交付用于血液的采集、储存、分离、检验等费用； Article 14 A citizen shall only pay the expenses incurred in the collection, storage, separation and inspection of blood for the blood in clinical use;
- 第十四条未列入高风险、较高风险等级的进口医疗器械属于一般风险等级。 Article 14 Any other imported medial instruments that are not listed in the levels of high risk and relatively high risk shall be at the level of ordinary risk.
- 第十四条向国外转让中药一级保护品种的处方组成、工艺制法的，应当按照国家有关保密的规定办理。? Article 14 Any transference to areas outside the country of the ingredient and formulae, and its technical know-how for the preparation of varieties under Grade 1 protection shall be conducted in pursuit of the security regulations stipulated by the state.
- 第十四条医师经注册后，可以在医疗、预防、保健机构中按照注册的执业地点、执业类别、执业范围执业，从事相应的医疗、预防、保健业务。 Article 14 Doctors may, upon registration, work in institutions of medical treatment, prevention or health care according to the registered place, category and scope of business to engage in relevant services of medical treatment, prevention or health care.
- 第十四条 在自然灾害和突发事件中，执行救助任务并标有红十字标志的人员、物资和交通工具有优先通行的权利。 Article 14 In conducting relief operations during natural calamities and emergencies, personnel, goods and materials, and transportation vehicles marked with the sign of the Red Cross shall enjoy the priority of passage.
- 第十四条 精神药品在运输途中如有丢失，承运单位必须认真查找，并立即报告当地公安机关和卫生行政部门查处。 Article 14 In the event that any of the psychotropic drugs is found missing in the course of transportation, the freighter-unit must report the case promptly to the local public security organ and the health administrative department for investigation.
- 第十四条医疗保健机构应当为育龄妇女和孕产妇提供孕产期保健服务。 Article 14 Medical and health institutions shall provide health-care services to women in their child-bearing age or women during the pregnant and perinatal period.
- 第十四条 开办药品批发企业，须经企业所在地省、自治区、直辖市人民政府药品监督管理部门批准并发给《药品经营许可证》； Article 14 The establishment of pharmaceutical wholesale enterprises must be sanctioned by the competent local authorities of the production and trade of pharmaceuticals of the provinces, autonomous regions or municipalities directly under the central government, which will issue a Pharmaceutical Trade License.
- 第十四条 传染病病人、病原携带者和疑似传染病病人，在治愈或者排除传染病嫌疑前，不得从事国务院卫生行政部门规定禁止从事的易使该传染病扩散的工作。 Article 14. Infectious disease patients, pathogen carriers and suspected infectious disease patients shall, before they are cured or cleared of suspicion, be barred from jobs which the health administration department under the State Council prohibits them from doing because of the likelihood of causing the spread of infectious diseases.
