- 第二条（医疗机构的含义） Article 2 (Implication of Medical Institutions)
- 第二条 精神药品是指直接作用于中枢神经系统，使之兴奋或抑制，连续使用能产生依赖性的药品。 Article 2 Psychotropic drugs refer to those drugs that produce direct effect on the central nerve system so as to excite or sooth the sense and may result in drug dependence through constant use.
- 第二条 在中华人民共和国境内从事药品的研制、生产、经营、使用和监督管理的单位或者个人，必须遵守本法。 Article 2 The law shall be applicable to any units or individuals engaged in research, production, trade, use, supervision and management of pharmaceuticals within the territory of the People's Republic of China.
- ? 第二条 中国红十字会是中华人民共和国统一的红十字组织，是从事人道主义工作的社会救助团体。 Article 2 The Red Cross Society of China is a unitary Red Cross organization of the People's Republic of China and a social relief and aid society that engages in humanitarian work.
- 第二条国家实行无偿献血制度。 Article 2 The State practices the system of blood donation without compensation.
- 第二条国家发展母婴保健事业，提供必要条件和物质帮助，使母亲和婴儿获得医疗保健服务。 Article 2 The State shall develop the maternal and infant health care undertakings and provide necessary conditions and material aids so as to ensure that mothers and infants receive medical and health care services.

- 第二条本条例适用于中国境内生产制造的中药品种，包括中成药、天然药物的提取物及其制剂和中药人工制成品。? Article 2 This Decree is applicable for all varieties of traditional Chinese medicines produced and/or prepared within the territory of China, including the traditional Chinese proprietary medicines, the extract and preparation of medicinal herbs, and the processed traditional Chinese herbs.
- 第二条依法取得执业医师资格或者执业助理医师资格，经注册在医疗、预防、保健机构中执业的专业医务人员，适用本法。 Article 2 This Law is applicable to professional medical workers who are qualified as medical practitioners or assistant medical practitioners according to law and registered to practice medicine in institutions of medical treatment, prevention or health care.
- 第二条 国家对传染病实行预防为主的方针，防治结合，分类管理。 Article 2. The state shall implement a policy of putting the emphasis on prevention, combining prevention with treatment and classified management with respect to infectious diseases.
- 第二十条（建筑设计） Article 20 (Architectural Design)
- 第二十条口岸检验检疫机构应当对报检材料进行审查，不符合要求的，应当通知报检人；经审查符合要求的，签发《入境货物通关单》，货物办理海关报关手续后，应当及时向检验检疫机构申请检验。 Article 20 A customs IQ organ shall examine the inspection application materials, and inform the inspection applicants if the requirements are not satisfied; in the case of any satisfied requirements upon examination, it shall issue a Circular of Customs Clearance of Inbound Goods, and the importer shall timely apply for inspection to the IQ organ after the goods have gone through the formalities of customs declaration.
- 第二十条县级以上地方人民政府卫生行政部门应当将准予注册和注销注册的人员名单予以公告，并由省级人民政府卫生行政部门汇总，报国务院卫生行政部门备案。 Article 20 Administrative departments of health under local people’s governments at or above the county level should announce to the public the name lists of persons whose registration has been granted or cancelled. Administrative departments of health under provincial people’s governments should collect these lists and report the combined lists to the administrative department of health under the State Council for the record.
- 第二十条临床用血的包装、储存、运输，不符合国家规定的卫生标准和要求的，由县级以上地方人民政府卫生行政部门责令改正，给予警告，可以并处一万元以下的罚款。 Article 20 Anyone whose packaging, storage and transportation of blood for clinical use fail to meet hygienic standards and requirements prescribed by the state shall be ordered by the department of public health under the local people’s government at or above the county level to make a rectification, administered a warning and may concurrently be imposed a fine of less than RMB 10,000 Yuan.
- 第二十条生产中药保护品种的企业及中药生产经营主管部门，应当根据省、自治区、直辖市卫生行政部门提出的要求，改进生产条件，提高品种质量。? Article 20 Enterprises engaged in the preparation of the protected varieties of traditional Chinese medicines and responsible departments at the local level in charge of the preparation and management of traditional Chinese medicines shall, following the requirements raised by the health administrative departments at the provincial/ municipal/ autonomous regional level, constantly improve its working conditions and raise the quality of its products.
- 第二十条生育过严重缺陷患儿的妇女再次妊娠前，夫妻双方应当到县级以上医疗保健机构接受医学检查。 Article 20 In respect of a woman who has given birth to an infant with a serious defect, prior to her second gestation, both the husband and the wife shall receive medical examination in a medical and health institution at or above the county level.
- 第二十条 药品经营企业必须制定和执行药品保管制度，采取必要的冷藏、防冻、防潮、防虫、防鼠等措施，保证药品质量。 Article 20 Rules for storage of pharmaceuticals shall be formulated and implemented by pharmaceutical trading enterprises, which must adopt necessary measures to facilitate cold storage and protection against freezing, moisture, insects and rodents to ensure pharmaceutical quality.

- 第二十条 出口精神药品、应当向卫生部提出申请，并交验进口国政府主管部门签发的进口许可证，经卫生部审查批准， Article 20 The units that export psychotropic drugs are required to submit an application to the Ministry of Public Health, together with an import license issued by the competent government department of the importing country, for examination and approval.
- 第二十条 对从事传染病预防、医疗、科研、教学的人员，现场处理疫情的人员，以及在生产、工作中接触病病原体的其他人员，有关单位应当根据国家规定，采取有效的防护措施和医疗保健措施。 Article 20. For persons engaged in the prevention or treatment of infectious diseases or in scientific research or teaching related to such diseases, for persons who handle the epidemic situation on the spot, and for persons who, in productive pursuits or other types of work, are in contact with infectious disease pathogens, the units concerned shall, in accordance with the relevant provisions of the state, take effective measures of protection and of medical and health care.
- 第二十一条（申请登记手续） Article 21 (Process of Application for the Registration)
- 第二十一条血站违反本法的规定，向医疗机构提供不符合国家规定标准的血液的，由县级以上人民政府卫生行政部门责令改正； Article 21 A blood station that supplies blood which fails to meet standards prescribed by the state to medical institutions in violation of the provisions of this Law shall be ordered by the department of public health under the people’s government at or above the county level to make a rectification;
- 第二十一条医师在执业活动中享有下列权利： Article 21 A doctor enjoys the following rights in practicing medicine:
- 第二十一条中药保护品种在保护期内向国外申请注册的，须经国务院卫生行政部门批准。? Article 21 Application for registration in areas outside the country of any protected variety of traditional Chinese medicines within the protection period is subject to the approval of the health administrative departments under the State Council.
- 第二十一条医师和助产人员应当严格遵守有关操作规程，提高助产技术和服务质量，预防和减少产伤。 Article 21 Physicians and midwives shall strictly observe re-levant operational procedures, improve the skills of midwifery and the quality of services so as to prevent or reduce maternal injuries.
