- 第十八条（对违反城市建设、治安管理规定行为的处罚） Article 18 Penalties for Acts Violating Provisions Concerning City Construction and Public Security Administration
- 第十八条 进口重点旧机电产品经过检验检疫合格后，方可进口。 Article 18 The specified used mechanical and electronic products are allowed to be imported when they passed inspection and quarantine.
- 第十八条有下列进口属于进口自动许可机电产品情形之一的，不适用本办法： Article 18 These Measures are not applicable to the import of mechanical and electronic products subject to automatic import license in any of following circumstances:
- 第十八条进口实行进口自动许可的机电产品，进口单位应当在办理海关报关手续前，向商务部或地方、部门机电办申领《中华人民共和国进口自动许可证》（以下简称《进口自动许可证》），并持《进口自动许可证》按海关规定办理通关手续。 Article 18 To import the mechanical and electronic products subject to automatic import license, import entities shall apply and obtain the Automatic Import License of the People’s Republic of China (hereafter referred as Automatic Import License) from the MOFCOM or local and departmental mechanical and electronic offices before transaction of clearance procedures, and handle clearance procedures according to provisions of customs against the Automatic Import License.
- 第十九条 电力企业应当加强安全生产管理，坚持安全第一、预防为主的方针，建立、健全安全生产责任制度。 Article 19 Electric power enterprises shall strengthen the management on safe production, adhere to the principle of safety first and prevention prevailing, and set up and improve the responsibility system of safe production.
- 第十九条 未经有关部门依照国家有关规定批准，任何单位和个人不得收购电力设施器材。 Article 19 No unit or individual is allowed to purchase power facilities and supplies without approval according to the relevant regulations of the State.
- 第十九条（复议和诉讼）当事人对行政管理部门的具体行政行为不服的，可以按照《行政复议条例》和《中华人民共和国行政诉讼法》的规定，申请行政复议或者提起诉讼。 Article 19 Review and Legal Proceedings If the party concerned refuses to accept as final the specific administrative act of the environmental protection administrative departments, he or she may apply for administrative review or take legal action in accordance with the Regulations of Administrative Review and the provisions of the Administrative Litigation Law of the People''s Republic of China.

- 第二条（定义）本规定所称空调设备，系指窗式空调机、分体式空调室外机、柜式空调室外机、集中式空调系统的室外机组、冷（热）水机组以及其他辅助设施和固定支撑架。 Article 2 Definition Air-conditioning equipment as defined in these Provisions refer to window-type air-conditioners, outdoor units of separate-bodied air-conditioners, outdoor units of cabinet-type air-conditioners, outdoor units of central air-conditioning systems, cooling heating water units and other auxiliary equipment and fixing racks.
- 第二条本办法所称机电产品（含旧机电产品），是指机械设备、电气设备、交通运输工具、电子产品、电器产品、仪器仪表、金属制品等及其零部件、元器件。机电产品的具体范围见附件。 Article 2 The mechanical and electronic products hereof (including used mechanical and electronic products) refer to mechanical equipment, electric equipment, means of transportation, electronic products, electric appliances, instruments and meters, metal products as well as their components and parts. See appendix for the specific scope of mechanical and electronic products.
- 第二条 本条例适用于中华人民共和国境内已建或在建的电力设施（包括发电设施、变电设施和电力线路设施及其有关辅助设施，下同）。 Article 2 The regulations are eligible to be applied to all power facilities including power generating equipment, power transforming equipment and power transmission lines and their related ancillary equipment (the same below).
- 第二条 本办法适用于将重点旧机电产品进口到中华人民共和国关境内的行为。 Article 2 These Measures shall be applicable to the import of specified used mechanical and electronic products to the People’s Republic of China.
- 第二条本办法适用于将列入进口自动许可的机电产品（含相应的旧机电产品，下同）进口到中华人民共和国关境内的行为。 Article 2 These Measures shall be applicable to the import of the mechanical and electronic products (including corresponding used mechanical and electronic products) subject to automatic import license to the People’s Republic of China.
- 第二条 本法适用于中华人民共和国境内的电力建设、生产、供应和使用活动。 Article 2 This law is applicable to activities concerning the construction, production, supply and utilization of electric power within the boundaries of the People's Republic of China.
- 第二十条 发电燃料供应企业、运输企业和电力生产企业应当依照国务院有关规定或者合同约定供应、运输和接卸燃料。 Article 20 Enterprises engaged in the supply and transportation of fuel for electricity generation and electric power production enterprises shall supply,transport, and unload and take delivery of such fuel in accordance with the relevant regulations of the State Councilor contractual agreements.
- 第二十条（纠纷处理）当事人因安装、使用空调设备引起纠纷的，可以提请区、县环境保护部门或街道办事处、乡（镇）人民政府以及居民委员会调解，也可以直接向人民法院提起诉讼。 Article 20 Handling of Disputes In case of disputes arising out of the installation and use of air-conditioning equipment, the party concerned may appeal to the district/county environmental protection administrative departments or subdistrict office, township/town people''s governments and residents'' committees for mediation, or take legal proceedings at a people''s court.
- 第二十条 电力设施的建设和保护应尽量避免或减少给国家、集体和个人造成的损失。 Article 20 In construction and protection of power facilities, considerations should be made to avoid or reduce as far as possible losses that would be brought up to the State, collectives and individuals.
- 第二十条商务部负责对全国机电产品进口情况进行统计、分析与监测。 Article 20 The MOFCOM is responsible for taking statistics, analysis and monitoring of national import of mechanical and electronic products.
- 第二十条 《进口许可证》实行“一批一证”或“非一批一证”管理。 Article 20 The “one-batch-one-license” and “non-one-batch-one–license” is applicable to the administration of Import License.
- 第二十条本细则自二○○八年五月一日起施行。原《机电产品自动进口管理实施细则》（外经贸部、海关总署2001年第25号令）同时废止。 Article 20 These Measures take effect as of May 1, 2008, and meanwhile the Detailed Regulations on Administration of Automatic Import License of Mechanical and Electronic Products (decree No.25 [2001] of the MOFTEC and the GAC) are repealed.
- 第二十一条经监测，如机电产品进口出现异常情况，商务部应当及时通知有关部门，并依法进行调查。 Article 21 If there is any abnormality of import of mechanical and electronic products by monitoring, the MOFCOM shall notify relevant departments in a timely manner and carry out investigation according to laws.
- 第二十一条 《进口许可证》有效期为1年，且当年有效，特殊情况下需要跨年度使用时，有效期最长不得超过次年3月31日。 Article 21 Import License has one-year period of validity and is valid in the same year. In special cases when it is needed to use in the next year, the maximal period of validity shall not exceed March 31 of the next year.
- 第二十一条 新建架空电力线路不得跨越储存易燃、易爆物品仓库的区域；一般不得跨越房屋，特殊情况需要跨越房屋时，电力建设企业应采取安全措施，并与有关单位达成协议。 Article 21 New overhead power line should not be put acrossing areas where there are warehouses holding inflammables or explosion-prone objects. In usual circumstances, they should not be put across houses and, whereas the houses have to be crossed in special circumstances, power construction enterprises should adopt safety measures and reach agreement with related units beforehand.
