- 对省、自治区、直辖市人民政府的具体行政行为不服申请的复议，由作出具体行政行为的省、自治区、直辖市人民政府管辖。 If an application for reconsideration is filed by a person who does not accept a specific administrative act undertaken by the people's government of a province, an autonomous region or a municipality directly under the central government, the case shall be under the jurisdiction of the people's government which has undertaken the aforesaid specific administrative act.
- 确因突然发生的事件临时要求举行集会、游行、示威的，必须立即报告主管机关；主管机关接到报告后，应当审查决定许可或者不许可。 If an assembly, a procession or a demonstration is truly necessitated by unexpected occurrences, a report must be made immediately to the competent authorities: upon receiving the report, the competent authorities shall immediately examine it and decide to grant or not to grant permission.
- 企业事业组织或者个人有第一款第四项、第五项违法行为的，由县级以上人民政府档案行政管理部门给予警告，可以并处罚款；有违法所得的，没收违法所得；并可以依照本法第十六条的规定征购所出卖或者赠送的档案。 If an enterprise, institution or individual commits an illegal act as specified in sub-paragraph (4) or (5) of the first paragraph, the archives administration department of the people's government at or above the county level shall issue a warning, and may also impose a fine; the illegal income, if there is any, shall be confiscated; and the archives that have been sold or given away may be requisitioned by purchase according to the provisions of Article 16 of this Law.
- 违法行为构成犯罪，人民法院判处罚金时，行政机关已经给予当事人罚款的，应当折抵相应罚金。 If an illegal act constitutes a crime, for which a People's Court imposes a fine on the party, and if an administrative organ has already done so, the amount of the fine imposed by the latter shall be made the same as that by the former.

- 过去有关规定与本规定不一致的，一律依照本规定执行。 If any provisions previously promulgated run counter to these Provisions, these Provisions shall prevail.
- 对不按规定上缴国库或财政预算外资金专户的，同级财政部门相应核减其预算经费。 If any unit fails to hand over the money to the state treasury and the special account for non-budgetary financial funds according to provisions, its budgetary funds shall be reduced correspondingly by the financial department at the same level.
- 凡采取逐级汇缴，由主管部门集中解缴中央国库的，由财政部监缴，财政部驻各地财政监察专员办事机构对汇缴情况进行监督。 If funds should be collected level by level before the competent department hands them over to the Central Treasury at last, the Ministry of Finance shall supervise the handing over and the financial supervisor’s office stationed by the Ministry of Finance in the place shall inspect the collecting and handing over of funds.
- 二十日内不能作出决定的，经本行政机关负责人批准，可以延长十日，并应当将延长期限的理由告知申请人。 If it can't make a decision within 20 days, it may extend for 10 days upon the approval of the person in charge of this administrative organ, and shall give explanations about the extension to the applicant
- 四十五日内不能办结的，经本级人民政府负责人批准，可以延长十五日，并应当将延长期限的理由告知申请人。 if it cannot be completed within 45 days, it may, upon the approval of the people's government of the same level, be extended for 15 days, and the applicant shall be notified of the reason for extension
- 不需要对检验、检测、检疫结果作进一步技术分析即可认定设备、设施、产品、物品是否符合技术标准、技术规范的，行政机关应当当场作出行政许可决定。 If it is able to determine whether the equipment, facilities, products or articles accord with the technical standard or criteria and it is unnecessary make further analysis to the results of the inspection, testing or quarantine, the administrative organ shall make a decision about the administrative license on the spot
- 执法人员利用职务上的便利，索取或者收受他人财物、收缴罚款据为己有，构成犯罪的，依法追究刑事责任； If law-enforcing officers, taking advantage of their functions, ask for or accept other person's property or things of value or take into their own possession fines they have collected and, if the offense constitutes a crime, they shall be investigated for criminal responsibility in accordance with law;
- 前款第（二）项、第（三）项信访事项，法律、行政法规对处理程序另有规定，信访人应当依照有关法律、行政法规规定的程序提出。 If other laws or administrative regulations have prescribed the procedures for handling matters related to Item (2) or (3) of the preceding paragraph, the complainant shall present those matters pursuant to the procedures set forth in the relevant laws or administrative regulations.
- 交办机关认为对交办的信访事项处理不当的，可以要求办理机关重新处理。 If the administrative authority which assigned the matter considers the decision of the matter is not proper, it may require re-handling by the administrative authority which handled the matter.
- 取得的行政许可属于直接关系公共安全、人身健康、生命财产安全事项的，申请人在三年内不得再次申请该行政许可；构成犯罪的，依法追究刑事责任。 if the administrative license directly concerns public security, human health and safety of life and property, the applicant shall not re-apply for it within 3 years thereafter; if the licensee's violation has constituted any crime, he shall be subject to criminal liabilities in accordance with the law
- 复议机关逾期不作决定的，申请人可以在复议期满之日起十五日内向人民法院提起诉讼。法律另有规定的除外。 If the administrative organ conducting the reconsideration fails to make a decision on the expiration of the time limit, the applicant may bring a suit before a people's court within 15 days after the time limit for reconsideration expires, except as otherwise provided for by law.
- 行政机关根据检验、检测、检疫结果，作出不予行政许可决定的，应当书面说明不予行政许可所依据的技术标准、技术规范。 If the administrative organ decides to disapprove the administrative license according to the results of inspection, testing and quarantine, it shall make a written explanation about the technical standard or criterion on which the decision is based
- 对于保管条件恶劣或者其他原因被认为可能导致档案严重损毁和不安全的，国家档案行政管理部门有权采取代为保管等确保档案完整和安全的措施；必要时，可以收购或者征购。 If the archives are considered liable to serious damage or unsafe because of the adverse conditions under which they are kept or because of any other reason, the national archives administration department shall have the authority to take such measures as may ensure the integrity and safety of the archives, such as by keeping the archives on the owner's behalf or, when necessary, by purchasing such archives or requisitioning them by purchase.
- 情节严重构成犯罪的，依法追究刑事责任。 If the circumstances are serious enough to constitute a crime, criminal responsibility shall be investigated according to law.

- 期间届满的最后一日是节假日的，以节假日后的第一日为期间届满的日期。 If the expiration date of a time period falls on a holiday, then the day immediately following the holiday shall be regarded as the expiration date.
- 对复查决定仍不服的，可以自收到复查决定之日起三十日内向上一级监察机关申请复核， If the government functionaries or staff members appointed by the state administrative organs still not do concur with the decision, they may request the higher supervisory organization to further examine the case within 30 days after receiving the results of the re-examination.
- 公安人员违反上述规定的，被检查单位有权拒绝检查。 If the inspecting personnel of public security bureau violates the above-mentioned stipulations, the units inspected have the right to refuse the inspection.
- 不能按期办结的，应当向交办机关说明情况。 If the matter cannot be resolved within the prescribed period, an explanation should be presented to the administrative authority which originally made the assignment.
