- 复议机关应当在接到复议申请之日起六十日内作出复议决定。当事人对复议决定不服的，可以在接到复诉决定之日起十五日内向人民法院起诉。复议机关逾期不作出复议决定的，当事人可以在复议期满之日起十五日内向人民法院起诉。 The authorities responsible for shall make a decision within 60 days from receiving the application for reconsideration. If the party is not satisfied with the decision, it may bring a suit before a people's court within 15 days from receiving the decision. If upon expiration of the time limit, the authorities fail to make a decision, the party may bring a suit before the people's court within 15 days upon expiration of the period for reconsideration.

- 矿务局和其他具有独立法人资格的煤矿企业、煤炭经营企业依法实行自主经营、自负盈亏、自我约束、自我发展。 The coal mining administrations and other coal mining and trading enterprises with the status of independent legal entities shall, according to law, make their own decisions regarding their operations, be responsible for their own losses and profits and be capable of expanding or contracting themselves.
- 经批准开办的煤矿企业，凭批准文件由地质矿产主管部门颁发采矿许可证。 The coal mining enterprise that has obtained approval for establishment shall, by virtue of the document of approval, be issued the mining license by the department in charge of geology and mineral resources.
- 煤矿企业、煤炭经营企业和用户对依法执行监督检查任务的煤炭管理部门和有关部门的监督检查人员应当提供方便。 The coal mining enterprises, coal trading enterprises and customers shall provide convenience to the supervisors and inspectors of the departments in charge of the coal industry and other relevant departments who are carrying out supervision and inspection according to law.
- 各省、自治区、直辖市、计划单列市及新疆生产建设兵团商务主管部门、环保局（厅）： The commerce departments and the environmental protection bureaus (departments) of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, as well as Xinjiang Production and Construction Corps:
- 省（市）、地（市）两级商务、环保部门要成立联合工作小组，指定专门机构负责协调解决工作中存在的问题，建立商务和环保部门的信息共享机制。 The commerce departments and the environmental protection departments at two levels of province (municipality) and prefecture (city) shall set up a joint working panel, appoint a special organization to settle the problems in the related work, and set up an information sharing mechanism between them.
- 国务院有关行政主管部门应当将城市扬尘污染的控制状况作为城市环境综合整治考核的依据之一。 The competent administrative authorities under the State Council shall take the control of dust pollution as part of the ground for assessment of a city's comprehensive control of its environment.
- 国务院建设行政主管部门负责制定各类房屋建筑及其附属设施和城市市政设施的建设工程的抗震设计规范。但是，本条第三款另有规定的除外。 The competent administrative department for construction under the State Council shall be responsible for working out the standard aseismatic design for construction projects of all kinds of houses and buildings and the facilities attached to them and of the urban utilities, except as otherwise provided in paragraph 3 of this Article.
- 国务院地震行政主管部门或者地震灾区的省、自治区、直辖市人民政府负责管理地震工作的部门，应当及时会同有关部门对地震灾害损失进行调查、评估； The competent administrative department for seismic work under the State Council or the administrative departments for seismic work under the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall, together with the departments concerned, promptly investigate and assess the losses caused by the earthquake.
- 国务院建设行政主管部门和县级以上地方人民政府环境卫生行政主管部门负责城市生活垃圾清扫、收集、贮存、运输和处置的监督管理工作。 The competent administrative department of construction under the State Council and the competent administrative departments of environmental sanitation of the local people's governments at or above the county level shall be responsible for supervision and management with regard to cleaning up, collection, storage, transportation and treatment of urban house refuse.
