- 在水源不足地区，应当采取节约用水的灌溉方式。 In areas where the water sources are insufficient, any irrigation method which makes for an economical use of water shall be adopted.

- 在容易发生盐碱化和渍害的地区，应当采取措施，控制和降低地下水的水位。 In areas which are prone to salinization-alkalization and water-logging, measures shall be taken to control and lower the groundwater level.
- 申请人以外贸代理方式出口的，地方商务主管部门在受理出口业务申请时应审查出口货物来源证明（生产企业出具的发票），如申请人所代理出口的货物系上述环保违法企业生产的，亦按照上述办法暂停受理相关申请。 In case an applicant exports products by foreign trade agency, the local commerce department shall check the document testifying on the source of export goods (the invoice issued by production enterprises) when receiving the export business application, and in case the goods exported by the applicant under foreign trade agency are produced by the aforesaid enterprises violating the environmental protection laws, the local commerce department shall also stop receiving related applications in accordance with the aforesaid methods.
- 各级出口配额和许可证发证机关发放出口配额和许可证时，如发现申领企业（以外贸代理方式出口的审查货物生产企业出具的发票）为环保违法企业的，不予发证，并将有关情况通报当地商务主管部门。 In case an export quota and license issuing organ at various level finds when releasing export quotas or licenses that an application enterprise (the invoice that is released by the production enterprise shall be checked in the case of the export through foreign trade agency) is an enterprise in violation of the environmental protection laws, it shall not give the certificate, and shall present the related conditions to the local commerce department.
- 备案事项发生变更时，前款所列再生资源回收经营者应当自变更之日起15日内（属于工商登记事项的自工商登记变更之日起15日内）向县级人民政府公安机关办理变更手续。 In case of any alteration of registered items, operators of renewable resources as mentioned in the preceding paragraph shall go through alteration formalities with public security organs of the people's government of the county level within 15 days as of the alteration (where an item falls within the industrial and commercial registration, it shall be dealt with within 15 days as of the alteration of industrial and commercial registration).
- 备案事项发生变更时，再生资源回收经营者应当自变更之日起30日内（属于工商登记事项的自工商登记变更之日起30日内）向商务主管部门办理变更手续。 In case of any alteration, operators of renewable resources recovery business shall go through formalities of alteration with departments of commercial administration within 30 days as of the alteration (those belonged to industrial and commercial registration shall be filed in 30 days since the alteration of industrial and commercial registration).
- 批准转让的，转让合同自批准之日起生效。 In case of approval of the transfer, the transfer contract shall take effect as of the day of approval.
- 准予转让的，转让人和受让人应当自收到批准转让通知之日起60日内，到原发证机关办理变更登记手续； In case of approval of the transfer, the transferor and the transferee should, within 60 days from the date of receipt of the transfer approval notice, go through the formalities of registering the change at the organ that originally issued the permit;

- 由于不可抗拒的自然灾害，并经及时采取合理措施，仍然不能避免造成水土流失危害的，免予承担责任。 In case of irresistible natural disasters, if damage from soil erosion cannot be avoided despite of taking reasonable measures promptly, the individual or unit concerned shall be exempted from responsibility.

- 宜林荒山荒地，属于国家所有的，由林业主管部门和其他主管部门组织造林；属于集体所有的，由集体经济组织组织造林。 In case of state-owned waste mountains and land suitable for tree planting, the competent forestry authorities and other competent authorities shall organize forestation; in case of collective-owned waste mountains and land, the collective economic organizations shall organize forestation.
- 滥伐森林或者其他林木，由林业主管部门责令补种滥伐株数五倍的树木，并处滥伐林木价值二倍以上五倍以下的罚款。 In case of wanton cutting of forests or other trees, the competent forestry authorities shall order the reseeding of trees five times the number of trees wantonly cut and impose a fine amounting to between two times and five times the value of the wantonly cut trees.
- 违反本法规定，在幼林地和特种用途林内砍柴、放牧致使森林、林木受到毁坏的，依法赔偿损失；由林业主管部门责令停止违法行为，补种毁坏株数一倍以上三倍以下的树木。 In case that firewood cutting and grazing in seedling forests and forests with special uses have led to the destruction of forests and trees in violation of the provisions of this law, the compensation in damages shall be paid; the competent forestry authorities shall order the termination of the law-breaking activities and the reseeding of trees between one time and three times the number of trees damaged.
- 进出口的树木或者其制品、衍生物属于中国参加的国际公约限制进出口的濒危物种的，并必须向国家濒危物种进出口管理机构申请办理允许进出口证明书，海关并凭允许进出口证明书放行。 In case that the imported and/or exported trees or their products and derivatives fall into the category of endangered species, the import and export of which is restricted by the international covenants that China has acceded to, it shall be necessary to file an application with the national administrative authorities in charge of the import and export of endangered species for a certificate of import and export permission; the customs shall release the goods upon the presentation of the import and export certificate.
- 违反规划同意书的要求，影响防洪但尚可采取补救措施的，责令限期采取补救措施，可以处一万元以上十万元以下的罚款。 In case where violation of requirements in the consent document for planning affects flood control but remedies can be taken, the violator shall be ordered to take remedies within a time limit and may be concurrently fined not less than RMB 10, 000 yuan and not more than RMB 100, 000 yuan.
- 违反规划同意书的要求，严重影响防洪的，责令限期拆除； In case where violation of requirements in the consent document for planning seriously affects flood control, the violator shall be ordered to dismantle his works within a time limit.
- 在汛情紧急的情况下，防汛指挥机构有权在其管辖范围内调用所需的物资、设备和人员，事后应当及时归还或者给予适当补偿。 In cases of a flood emergency, the flood prevention headquarters shall have the power to requisition materials and equipment and employ personnel within their jurisdiction, which shall be returned or adequately compensated for without delay after the flood subsides.
- 依照前款规定转让、作价入股或者作为合资、合作造林、经营林木的出资、合作条件的，已经取得的林木采伐许可证可以同时转让，同时转让双方都必须遵守本法关于森林、林木采伐和更新造林的规定。 In cases of transfer, conversion into shares after pricing, or being used as conditions for equity or cooperative joint ventures for forestation and operation of trees in line with the previous paragraph, the forest tree cutting license already obtained may be concurrently transferred; at the same time, the two sides of the transfer shall observe the stipulations of this law with regard to forest and forest tree cutting and reforestation.
- 气象设施因不可抗拒力遭受破坏时，当地人民政府应当采取紧急措施，组织力量修复，确保气象设施正常运行。 In cases where meteorological facilities are damaged or destroyed due to force majeure, the local people's governments shall take emergency measures to have them repaired or replaced, in order to ensure their normal operation.
