- 九、 选民在选举期间临时在外地劳动、工作或者居住，不能回原选区参加选举的，经原居住地的选举委员会认可，可以书面委托有选举权的亲属或者其他选民在原选区代为投票。 9. - 县级以上的地方各级人民代表大会会议设副秘书长若干人；副秘书长的人选由主席团决定。 When a local people's congress at or above the county level meets, it shall propose a number of deputy secretaries-general; the choice of deputy secretaries-general shall be decided by the presidium.
- 县级以上的地方各级人民代表大会举行会议的时候，由主席团主持会议。 When a local people's congress at or above the county level meets, its session shall be conducted by the presidium.
- 行政机关受理或者不予受理行政许可申请，应当出具加盖本行政机关专用印章和注明日期的书面凭证。 When accepting or rejecting an application for administrative license, the administrative organ shall issue a written proof with the special seal of the administrative organ and the clear indication of date
- 另行选举人民代表大会常务委员会副主任、委员、乡、民族乡、镇的人民代表大会副主席，人民政府副职领导人员时，依照本法第二十二条第一款的规定，确定差额数，进行差额选举。 When another election is held to elect the vice-chairmen and members of the standing committee of a people's congress, the vice-chairmen of the people's congress of a township, nationality township or town, and the deputy heads of a people's government, competitive election shall be conducted after the differential number is determined in accordance with the provisions in the first paragraph of Article 22 of this Law.

- 行政机关在监督检查时，发现直接关系公共安全、人身健康、生命财产安全的重要设备、设施存在安全隐患的，应当责令停止建造、安装和使用，并责令设计、建造、安装和使用单位立即改正。 When conducting supervision and check, if the administrative organ finds that there is potential safety hazard in the important equipment and facilities that directly concern the public security, human health and safety of life and property, it shall order the design, construction, installation and use entities to stop building, installing and using such equipment and facilities and to get right immediately
- 行政机关依法对被许可人从事行政许可事项的活动进行监督检查时，应当将监督检查的情况和处理结果予以记录，由监督检查人员签字后归档。 When conducting supervision and inspection over a licensee' activities under the administrative license, an administrative organ shall note down the information about the supervision and inspection and the handling result, and transfer the notes to the archival department upon the signatures of the supervisors or inspectors.
- 监察机关之间对管辖范围有争议的，由其共同的上级监察机关确定。 When disputes arise between supervisory organs over the scope of jurisdiction, their common superior supervisory organs shall decide the dispute.
- 赋予法人或者其他组织特定的资格、资质的，行政机关根据申请人的专业人员构成、技术条件、经营业绩和管理水平等的考核结果作出行政许可决定。但是，法律、行政法规另有规定的，依照其规定。 when granting a special qualification to the legal persons or other organizations, the administrative organ shall make decisions about the administrative license according to the evaluation results in the aspects of the structure of professionals of the applicants, technical conditions, business performance and management level. - 县级以上的地方各级人民代表大会换届选举本级国家机关领导人员时，提名、酝酿候选人的时间不得少于两天。 When leading persons of State organs at the corresponding levels are to be elected by local people's congresses at or above the county level, the time for nomination and consideration of candidates shall be not less than two days.
- 县、自治县的人民政府在必要的时候，经省、自治区、直辖市的人民政府批准，可以设立若干区公所，作为它的派出机关。 When necessary and with the approval of the people's government of a province, autonomous region, or municipality directly under the Central Government, the people's government of a county or autonomous county may establish district offices as its agencies.
- 行政机关提供行政许可申请书格式文本，不得收费。 When offering exemplary application form of administrative license, the administrative organ shall not charge anything for that
- 统计人员依照前款规定执行职务，依法对统计调查对象进行统计调查时，应当出示县级以上人民政府统计机构颁发的工作证件。 When performing their duties in accordance with the provisions of the preceding paragraph and conducting statistical investigation of units or individuals, statisticians shall produce their official papers issued by statistics institutions of the people's governments at or above the county level.
- 乡、民族乡、镇的人民代表大会举行会议的时候，主席团或者五分之一以上代表联名，可以提出对人民代表大会主席、副主席，乡长、副乡长，镇长、副镇长的罢免案，由席团提请大会审议。 When the people's congress of a township, nationality township or town is in session, the presidium or a group of at least one-fifth of the deputies may submit a proposal to remove from office the chairman or vice-chairmen of the people's congress, the head or deputy heads of the township or town; the presidium shall refer the proposal to the congress for deliberation.
- 公安部门及其工作人员违法行使职权侵犯公民、法人和其他组织的合法权益造成损害的，应当依照法律、法规的规定予以赔偿。 When the public security departments and their crew encroach on the legal rights of a citizen, a legal representative or other institutions in performing their duty and cause losses, they must make corresponding compensation in line with the stipulations of the law and regulations.
- 裁决被撤销或者开始执行时，依照规定退还保证金。 When the ruling is revoked or starts to be enforced, the bail shall be returned according to regulations.
- 有权申请复议的公民死亡的，其近亲属可以申请复议；有权申请复议的公民为无行为能力或者限制行为能力的，其法定代理人可以代为申请复议。 Where a citizen who has the right to apply for reconsideration is deceased, his/her nearest relatives may apply for reconsideration; where a citizen who has the right to apply for reconsideration is incompetent or has limited capacities, his/her legal representative may apply for reconsideration on his/her behalf.
- 公民、法人或者其他组织向复议机关申请复议，复议机关已经受理的，在法定复议期限内不得向人民法院起诉。 Where a citizen, a legal person or any other organization applies for reconsideration to an administrative body and the administrative body for reconsideration has accepted the application, then the applicant may not bring a suit before the people's court within the statutory time limit for conducting reconsideration.
- 因不可抗力或者其他特殊情况耽误法定申请期限的，在障碍消除后的十日内，可以申请延长期限，是否准许，由有管辖权的行政机关决定。 Where a citizen, a legal person or any other organization fails to observe the time limit prescribed by law due to force majeure or other special circumstances, he/she or it may, within 10 days after the obstacle is removed, apply for an extension of the time limit: the administrative body that has jurisdiction shall decide whether to approve the aforesaid application or not.
- 对前款第（一）项所列情形作出监察决定或者提出监察建议的，应当按照国家有关人事管理权限和处理程序的规定办理。 Where a decision or recommendation of supervision is made according to the first circumstance of the previous paragraph, the state stipulations concerning the limits of one's authority in personnel management and handling procedure should be observed.
