- 各级财政部门负责对本级公、检、法、工商部门解缴行政性收费收入和罚没收入的监缴工作。 Financial departments at all level are responsible for inspecting the handing over of administrative charges and incomes from fines and confiscations by judicial organs and administrative departments for industry and commerce at their respective levels.
- 各级财政部门要进一步增强服务观念，提高工作效率，对公、检、法、工商部门的经费申请，在预算核定款额和上缴国库、财政专户总额内，及时审核拨付，不得拖延。 Financial departments at all levels shall make best understanding of their roles as services, raise the efficiency in their work, timely examine applications for appropriations submitted by judicial organs and administrative departments for industry and commerce, and shall not delay appropriating within the amount of the determined budget and the total amount of money handed over to the state treasury and the special financial account.
- 各级财政部门要进一步建立和完善有关收入的缴库(含财政预算外资金专户)制度、缴库单分送制度，认真履行监督、检查职责，根据公、检、法、工商部门行政性收费和罚没收入的执收、执罚和解缴情况，加强催缴和监缴，并建立稽查机制，堵塞漏洞，做到应收尽收。 Financial departments at all levels should take further steps to establish and perfect rules for handing over incomes concerned to the state treasury (including special accounts for non-budgetary financial funds) and rules for distributing Treasury receipts, conscientiously perform their duties of supervision and inspection, seriously urge and inspect the handing over of incomes and establish the inspection system based on the performance of collection and handing over of administrative charges and incomes from fines and confiscations by judicial organs and administrative departments for industry and commerce, in order to stop up loopholes and ensure full sums of money in place.
- 省级财政部门于每季终了后20日内将汇总表上报财政部。 Financial departments at the provincial level shall submit the combined reports to the Ministry of Finance within 20 days following the end of every quarter.
- 各级公、检、法、工商部门的业务支出，由财政部门根据各单位业务支出范围、办案经费开支范围和有关装备项目及标准，按照预算内外资金结合使用的原则，统一核定。 Financial departments shall uniformly determine the business expenditure for judicial organs and administrative department for industry and commerce at all levels based on the items of business expenditure, the usage of funds for handling cases and the items and norms of equipment and outfit needed for respective units and according to the principle of using budgetary funds and non-budgetary funds as a whole.
- 罚款、没收违法所得或者没收非法财物拍卖的款项，必须全部上缴国库，任何行政机关或者个人不得以任何形式截留、私分或者变相私分；财政部门不得以任何形式向作出行政处罚决定的行政机关返还罚款、没收的违法所得或者返还没收非法财物的拍卖款项。 Fines, confiscated illegal gains or money obtained from sale by auction of the confiscated illegal property or things of value shall be turned over to the State Treasury in full, and no administrative organs or individuals may, in any manner, withhold, or share these out privately, or do so in disguised form; no finance department shall, in any manner, give the back to the administrative organs that decided to impose the fines or give them back the illegal gains they confiscated or the money they obtained from sale by auction of the confiscated illegal property or things of value.
- 省、自治区、直辖市、自治州、设区的市的人民代表大会常务委员会组成人员五人以上联名，县级的人民代表大会常务委员会组成人员三人以上联名，可以向本级常务委员会提出属于常务委员会职权范围内的议案，由主任会议决定是否提请常务委员会会议审议，或者先交有关的专门委员会审议、提出报告，再决定是否提请常务委员会会议审议。 Five or more standing committee members of the people's congress of a province, autonomous region, municipality directly under the Central Government, autonomous prefecture or city divided into districts, or three or more standing committee members of a people's congress at the county level, may jointly submit a bill or proposal to its standing committee within its scope of functions and powers. The council of chairmen shall decide whether to refer the bill or proposal to a meeting of the standing committee for deliberation or to first refer it to a relevant special committee for deliberation and a report before deciding on whether to submit it to a meeting of the standing committee for deliberation.
- 被许可人不履行前款规定的义务的，行政机关应当责令限期改正，或者依法采取有效措施督促其履行义务。 For a licensee that fails to fulfill the obligations specified in the preceding paragraph, the administrative organ shall order it to get right or take effective measures to urge it perform its obligations
- 经复议的案件，复议机关决定维持原具体行政行为的，作出原具体行政行为的行政机关是被告；复议机关改变原具体行政行为的，复议机关是被告。 For a reconsidered case, if the organ that conducted the reconsideration sustains the original specific administrative act, the administrative organ that initially undertook the act shall be the defendant; if the organ that conducted the reconsideration has amended the original specific administrative act, the administrative organ which conducted the reconsideration shall be the defendant.
- 对已经或者应当通过诉讼、行政复议、仲裁解决的信访事项，信访工作机构应当告知信访人依照有关法律、行政法规的规定办理。 For complaint reporting that have been resolved or should be resolved through litigation, administrative reconsideration or arbitration, the complaint reporting handling office shall advise the complainant to have those matters handled pursuant to relevant laws and administrative regulations.

- 依照本法规定需要申请的集会、游行、示威，其负责人必须在举行日期的五日前向主管机关递交书面申请。申请书中应当载明集会、游行、示威的目的、方式、标语、口号、人数、车辆数、使用音响设备的种类与数量、起止时间、地点（包括集合地和解散地）、路线和负责人的姓名、职业、住址。 For the holding of an assembly, a procession or a demonstration for which an application has to be made under this Law, the responsible person(s) must submit an application in writing to the competent authorities five days prior to the date of the activity. The application shall specify the purposes of the assembly, procession or demonstration, how it is going to be conducted, the posters and slogans to be used, the number of participants, the number of vehicles, the specifications and quantities of the sound facilities to be used, the starting and finishing time, the places (including places where the participants assemble and disperse), the route, and the name(s), occupation(s) and address(es) of the person(s) responsible for the assembly, procession or demonstration.
- 违反本条例规定，有违法所得和非法财物的，由公安部门依法予以没收。 For the offenders of the present regulations, their illegal gains and possessions are to be confiscated by the public security bureau.

- 外国人在中国境内未经主管机关批准不得参加中国公民举行的集会、游行、示威。 Foreigners in the territory of China may not, without approval by the competent authorities, participate in an assembly, a procession or a demonstration held by Chinese citizens.
