- （五）在县级以上公安机关明令禁止通行的地区，强行通行，不听公安人员劝阻的； (5) deliberately passing through an area when passage is forbidden in express terms by public security organs at or above the county level, in disregard of dissuasion;

- 各级财政、计划(物价)、纪检监察部门要对《规定》的执行情况进行监督检查。 Department at all levels for finance, planning (price control) and discipline inspection and supervision should exercise supervision and inspection of the implementation of the Provisions.
- 各级财政、计划(物价)、纪检监察部门要会同公、检、法、工商部门对现有收费项目和收费标准进行专项清理整顿。 Departments at all levels for finance, planning (price control), disciplinary inspection and supervision shall, in conjunction with judicial organs and administrative departments for industry and commerce, make a special campaign to check up and rectify existing charging projects and standards.

- 对补选的全国人民代表大会代表，依照前款规定进行代表资格审查。 Deputies to the National People's Congress who are elected through by-elections shall have their credentials examined in accordance with the provisions of the preceding paragraphs.
- 县、自治县、不设区的市、市辖区、乡、民族乡、镇的人民代表大会代表分工联系选民，有代表三人以上的居民地区或者生产单位可以组织代表小组，协助本级人民政府推行工作。 Deputies to the people's congresses of counties, autonomous counties, cities not divided into districts, municipal districts, townships, nationality townships, and towns shall apportion among themselves the task of maintaining contact with their constituencies; in residential areas or production units with three or more deputies, a deputies group may be set up to help promote the work of the people's government at the corresponding level.
- 省、自治区、直辖市、自治州、设区的市的人民代表大会代表可以列席原选举单位的人民代表大会会议。 Deputies to the people's congresses of provinces, autonomous regions, municipalities directly under the Central Government, autonomous prefectures and cities divided into districts may attend, as nonvoting delegates, sessions of the people's congresses of the units which elected them.
- 行政性收费和罚没收入的具体监缴办法由财政部商有关部门另行规定。 Detailed measures for inspecting the handing over of administrative charges and incomes from fines and confiscations shall be separately formulated by the Ministry of Finance in consultation with other relevant departments.

- 公、检、法、工商部门设立或变更行政性收费项目、标准的申请及具体管理办法的制订，统一由本单位财务部门归口负责。 Divisions in charge of financial affairs in judicial organs and administrative departments for industry and commerce shall hold the whole responsibility for application for working out or changing projects or standards for administrative charges and formulation of measures of management in their respective units.

- 在拘留期间，被拘留人的伙食费由自己负担。 During the time of detention the detainee's food costs shall be paid by himself.
